1. OPENING BUSINESS
The meeting was called to order by Chairman Short at 7:40 p.m.
Members present were Norris Short, Finis Stevens, Harry Pollard, George Burkhart,
D. Stewart Lennox, and Eva Taylor. A quorum was declared -by Chairman Short..
Representing the Planning Department staff were Director David Goldsmith, Assistant
Planner Tom Aumock, Associate Planners Carol Saari and�'Ed Darden, and Secretary
Laura Southmayd.
No guests were present.
Minutes of November 7, 1979, were approved as written with two corrections. The
first sentence of the last paragraph of the Schmitt long plat revtewon page two
was changed to read ". . . subject to conditions stated on the staff report-1or
final .plat approval." An eighth. item, Election..of Officers,, numbered` VI, .was
added to ` the �mi nutes . ' That- item would read ".By -°a TcObsent�us of members present,
the election of officers was not acted upon." In addition, the correction to the
minutes of September-5, 1979, as -(stated on the November 7, 1979, minutes, were
corrected. The motion made --amending a motion, under item III, Preliminary Long- 1
Plats, of the River V 1.l.y View proposal, paragraph five, was determined to be made
by George Burkhart.
II. DRAFT JEFFERSON COUNTY CAMPER CLUB ORDINANCE (DISCUSSION)
David Goldsmith reported on changes to be made to the draft ordinance�as instructed
by the Commission at their November 7, 1979, meeting, and as determined by the. staff
of the Planning Department. Throughout the ordinance, the terminology "final
development plan" and "preliminary development plan",were changed.to read "binding
site plan and "preliminary site plan", respectively. The definition in the Jeffer-
son County Comprehensive Plan for public interest would also'be made in the Camper
Club Ordinance. Under Section 4.30, the second sentence would be changed to read`
"The -Planning Department shall review such proposals for conformance with the
Jefferson County Comprehensive Plan and any other official control -related thereto,
and the requirements of this ordinance, and shall solicit comments from appropriate
fire protection, school, utility , and law enforcement agencies, and shali.forward
comments and recommendations relative thereto to the Planning Commission with
regard to proposed preliminary.site plans." 'Item 3 of Section 5.203, Density,
would,bee ,-m-e'stated' to read "Every camping site shall contain at least 1,500 square
feet of space." An additional item, numbered 4, would be added to Section 5.203
that -would read "All camping vehicle sites shall be designed so as to provide a
minimum of ten (10) feet distance between recreational vehicles." Item 3:of
Section 5.304, Water Supply;-!modld be eliminated. An additional item,:numbered 4,,
would be made under Section 5.305, Sewage Disposal and Service Buil.dings,,that
,gould read "Disposal of waste water, including,' -.but not limited to,,s3n'k and
waste water, shall take place only within on -site facilities approved by the -Health
Department." .Item,_4'of Seetion 5.3060 Fire Protection, would be_- 04-hged_:tv;`read'

Additional fire break trails may be required as a result of administrative review."'
A new item, numbered 6, would, be added to Section 5.309, Surveys, that would read

"The outside boundaries of -membership campground clubs shall be surveyed and
marked at the corners with an iron pipe or rebar with surveyor's cap having a
license number. Said survey is not required until after preliminary approval.
Members suggested further changes to the draft -ordinance. Norris Short,suggested
covers be required to be placed over any dead fire hydrants that would designate
to the public and fire district personnel that the hydrant was inoperable.- George
Burkhart replied that such a requirement was unrealistic; it would not be enforced
and those dead hydrants are usually common knowledge to fire chiefs. It was
suggested that item 2 under Section 5.50, Bonds, include the idea of management
bonds. It was suggested an enforcement provision be stated under Section 8.10,
Violations, which rescinds a permit if the developer violates any: conditions.;
of that permit. It was suggested that, in addition to the source of a water
supply., the amount of the water supply be specified on the face of the plat as
prescribed -under -Appendix A, item two.
Members discussed the inclusion -of communes and/or religious retreats as Being
subject to the requirements of the -proposed ordinance. The consensus of the
members was that these types of developments would nott�'be appropriate to the
requirements of this particular ordinance.

ROLES AND RESPONSIBILITIES OF PLANNING COMMISSION MEMBERS (DISCUSSION)
David Goldsmith reviewed with members their responsibilities, -as prescribed by
the Washington State Planning Enabling Act, .The Planning Commission is to develop
a comprehensive plan and then maintain that plan. Maintenance Df the plan occurs
when development projects are proposed. The Commission must find that the proposed
project either complies with the plan or can be conditioned to it can comply; if
not, the project must be disapproved or the plan must be changed. Maintenance of
the plan also occurs when public work projects are proposed, or special matters,
such as an oil pipeline proposal, is referred to the. Commission. The Cission
must then -'review the proposal or:referral and report on°how it complies with the
plan. In addition, the Commission must make an annual report on the status of
the plan, promote the public's understanding of the plan, and, when appropriate,
develop official controls to implement the plan.
The Planning Commission it.. -only an advisory team to the Board of County Commis.-
sioners. The Planning Department staff works as a technical team -to the Planning
Commission, Shoreline Management AdvisoryCommission, and Regional Council, as
well as to the Board of County Commissioners, who are the overall:decision makers
for Jefferson County.
Members discussed quasi-judicial projects, or development projects such as subdi-
visions, which require that findings of fact be made. These type of projects are
when a conflict of interest may occur.
Members also discussed long range planning ideas. David Goldsmith pointed out
these ideas are being accomplished by the Commission through adoption,- maintenance,
and implementation of the Comprehensive Plan. It`s developers -who 'a tuall.y '.
make these ideas a reality through their development projects.

David Goldsmith said the .Planning .Department staff would draft for the CommissionLs
review operating procedures for examining and making recommendations`on subdivision
applications, open space applications, etc.
A hand-out of a graphic description shown at the Planning Association of Washing—
ton's fall conference on "How to Run an Effective Public,Hearing or Meeting" was
distributed to.members.
IV. MISCELLANEOUS
George Burkhart submitted a resolution to members for approval on,the placement of
hospital. signs in the County that are available from the. Emergency Medical
Services Council (copy attached to the official minutes).: Eva'Taylor moved to
adopt the resolution and forward it to the County Commissioners., Finis Stevens
seconded the motion. It carried with an unanimous vote for approval.
Members agreed to meet on Wednesday, January 16, 1980, fora special workshop
meeting. .
