I. OPENING BUSINESS
Chairman Randolph called the meeting to order at 7:32 p.m.
Members present were Karl Randolph, Harry Pollard, Finis .Stevdns, Eva Taylor,
Norris Short, Dorithe Harrington, William Svensson, and Richard Kenyon.
A quorum wass:�declared by Chairman Randolph.
Representing the Planning Department were Director -David Cunningham,=4Assistant
Planner Thomas Aumock, Community Development Planner -David Goldsmith, and
Secretary Laura Southmayd.
Guests were Port Townsend -Leader Reporter Robert Carson; Members of the Marrow-
stofte island Community Club Ed Richey -and Lloyd Chandler.; and.Petition Repre-
sentatives Steven Corra and Bonnie Brewer.
Minutes of July 6, 1977 and December 7, 197-7 were-approved.as-written: -.Members
requested that they be sent additional copies of the minutes of :September 7,
1977 and October 10, 1977. They would review them -.at -the next regular meeting..
II. DRAFT E.I.S. FOR""MARROWSTONE ISLAND COMMUNITY DEVELOPMENT -PLAN"
David Goldsmith reviewed the "Community Development Plan" impacts -addressed in
the Draft E.I.S.
Ed Richey. and Lloyd Chandler, members of the.Marrowstone Island -Community -Club,
expressed their concern of future development on the Island, especialty.that
of Fort Flagler State Park.
Finis Stevens, a resident of the Island, felt the density -policies did not
express the desires.of large property..owners, nor -did the ecohom c-policies.
He moved that the Draft 8.I.S. adequately describes the impacts 'of the "Draft-
Marrowstone Island .Community Development Plan" except (1) it does not-,ad6quately
delineate the impact of the restrictions on property owners,°and (2) it does not
adequately delineate the impact of economics.. Eva Taylor seconded the motion
and upon a vote it carried unanimously.
III. PETITIONS FOR.VACATION-OF COUNTY ROADS
A. Daniel Thacker: Tom .Aumock, reviewed the petition for the vacation ,o-f -a porgy-
tion of 2nd Street, between Blocks 5 and 12 of the plat of South Port Townsend.
Representatives for the petitioner, Steven Corra and -Bonnie Brewer, discussed
the request with members. They explained, the reason for the vacation is a
house exists on the right-of-way.
Harry Pollard.moved to recommend to•the..County. Commissioners the.petition.be
approved as it is in conformance with the"Caompreherrs1vejP1:ah4'F:and.-the "Draft
Park, Recreation and Open Space Plan Further, it does -not have.usgfu'.lness
as a utilities route and it is not essential for overail.area.ci.rcu-lation and
emergency services delivery. Finis Stevens seconded -the motion and upon a,vote
it carried unanimously.

"JEFFER-SONi COUNTY ; SUBIII-VISION ORDINANCE"
David Cunningham reviewed with members proposed additions and changes=to the -
County Subdivision Ordinance. He explained that a public hearing will.be
held by the -Commission on.the proposed revisions March I, 1978.1 Members will
receive copies of the revisions prior to the hearing.
MISCELLANEOUS
- In a recent Superior_Cpurt case on the proposed, c amper club on the Toandos
Peninsula by The Pacific Rim Group, Inc., it was detervined°-th4t the tounty
Camper Club Ordinance Was not applicable to the proposal.
- A camper club ordinance will be developed by. the Planning'Department within
the next couple of months for the Commission`s review.
- An associate planner will be employed by the Planning.Department as of
March 1, 1978.
- The planning Association of Washington's "Short Course on Local PlanniRy"
will .be held February 11, 1978 at Fort Worden State Park.

The meeting adjourned at 10:03 p.m.
VII. NEXT MEETING
A special_ workshop meeting wi1,1 be held January 18, 1978 to review the -".Draft
Park, Recreation and Open Space Plan" and the park and trails` .4cies=and the
open space policies of the "Draft Comprehensive Plan". The next regular-teet-
ing is scheduled for February 1, 1978.
