NEXT MEETING II. 0 is OPENING BUSINESS The meeting was called to order at 7:40 p.m. by Chairman Randolph. Members .present were Karl Randolph, Norris Short, -Harry. -Pollard Finik. Stevens, Richard Kenyon, George Bu.rkhart.,-Dorithe Harrington, William.Svensson1 and E-Va Taylor. A quorum was declared by Chairman°Randolph. Representing the Planning Department were Director -,David- Unningham,-Cormnunity Development Planner David Goldsmith, and.Secretary-Laur-a•Southmayd.. Port Townsend Leader Reporter.Robert-Carson wa s�present. "JEFFERSON COUNTY DRAFT PARK, RECREATION AND VEN SPACE,PLAN" David Cunningham explained that a "Park, Recreation_and.Open_-:pace Pharr" is needed to (l develop parks in a methodical manner, and-(2) to obtafn funds for park development. Mr. Cunningham noted, from the results -of surveys -and several:.community meet- ings, proposed goals and:.pollicies were established: Members -discussed -the -idea of County parks being developed for tourists or for residents.. Harris .Short moved to leave policies supporting development,of parks for Couhty,residents use as written. Finis Stevens seconded the motion. Upon:a Vote 'it - rried'with teven, for and one opposed (Georgett-rkhartJ. Further,members discussed,the idea - of land,. facilities, or fees in lieu of for neighborhood -.parks and. -recreation being pfovi-ded by developers of subdivisions: Norris Short moved -that the policy should state "developers of properties". William Svensson made -,a -second.- With a vote of three -for. (Norris Short., William Svensson, and Oeorge;8urkhart) and five opposed,. the nation did not carry. In the trails.cha.pter it.was suggested a policy on all=terrain_vehicles should be l.m stati.ng that.accommodations be - made for motorcycles and four -wheel -drives. In other parts of the proposed plan: changes and..-addi-A.ons were made.to the inventory; trail easements.were added to the action programs -for each::year; local corporations was added to the list of volunteers for implementation options, and philanthrophy or gift was made subject to County acceptance; and the resolution would state that the plan supercedes portions of the-"Comprehon-_ sine Plan". A public hearing for acceptance of the proposed plan was,set for.March 1,, 1978. III. MISCELLANEOUS - It.was generally agreed that only JeffersontCounty.resi-dents be --invited to the Planning Association :of' Washington's Short-Course.on Local Planning". —Members received copies of the ",Draft Marrowstone Island Commun.i.ty�Oevelopment Plan". -1- - Members discussed the "Appearance of Fairness Doctrine" and the-"Pl-anning Enabling Act" as it pertains to the community.development plans. It was suggested that Finis Stevens, a large property owner of Marrowstone Island, should not -:be part.of the discussion or decision on acceptance.or non- -acceptance -of the Plan. It was decided County.Prosecutor. William `Howard be consulted on this matter. IV. ADJOURNMENT The meeting adjourned at 1.0:20 p.m. V. NEXT MEETING The next meeting is scheduled for February 1, 1978.
