OPENING BUSINESS
The meeting was called to order at 7:.35,p.m. by Chairman.Randolph.
Members present were Karl Randolph, William Svensson, Harry PolTard`, Finis Stevens,
Richard Kenyon,. Norris.Short, and Eva -Taylor.
A quorum was de1.cared by Chairman Randolph.
Representing the planning Department were Director David -Cunningham, Community
Development Planner David Goldsmith, and Secretary Laura-,Southmayd.

Minutes of September 7,. 1977 were approved with one correction._ On.page.one, the_.
last.paragraph under the section on the subdivition,var ante request by H:A, Rast
was changed to read "Commissioners Karl Randolph and' Eva Taylor -as &,precaution
to having a possible -conflict of interest, left the room while members -further
discussed the proposal.. Cc issidner,°Norris Short..moved Minutes of October
10, 1977, January 4, 1978 and January 18, 1978-were approved as written.
DISCUSSION, "CONFLICT OF INTEREST" AND""APPEARANCE'OF FA1RN:ESS':IiOCTRI-iE''
William Howard, Coanty_;Prosecuttng Attorney, reported to the.Commission on his
reply to a Planning Department letter of January 27, 1978. The letter asked if a
Planning Commission member could participate in the procedures of,reviewing a
proposed community development plan, if that member owned property within the area
covered by the plan, without -violating the "Appearance of Fairness=Doctrine" or
constituting a "conflict of interest". Mr. Howard determined -that not'-donfli ct or
violation would exist. He distributed to members his letter of February'l, 1978
stating hisdetermination.
ADOPTION OF DRAFT "MARROWSTONE ISLAND COMMUNITY DEVELOPMENT -PLAN"
Planning Department Director, David Cunningham, explained the planning process of
developing a community development plan.
Chairman of the Marrowstone Island Community Club, Ed.Ri.chey, summarized, -the: -input
of the community and the Planning Department in preducing''the proposed plan.
Comments from the audience were received by the Commission on the preces.s of
developing the propased,pl,an� Several persons expressed their concern on the
equality of the plan; they felt more voice should have been given'to large proper4ty
owners. It was -also felt by several persons that the public meetingsr itoo many
non -property owners expressing their views.

Comments were also given on the contents of the draft plan. A major -concern
expressed by a number of persons was the density requilrements. stated'in policies
13, 14, and 15 under." -Housing and Residential Development" of:Chapter 5, It
was explained that these policies were an expression of f-majority of . the Island. .
property owner`s desires. Also, they are supportive of Health,Department require-
ments.
Another=major concern,was policy I- under the "Open.Space and'' Recreation" 'section e
of Chapter 5 which restricts further development of overnight camp areas to those -
already -in existance.
One individual asked that policy 1 under the section.on "Cormnerce and.Industry".
of Chapter.S, restricting the number of employees for a home.or'cottagebusiness,
be changed. It was felt that it may be necessary at times to.empl.oyee°more.than
two persons.
Written testimony addressed,to the County was read�by David Cunningham. These
letters were from George-W. King,JlJr., dated February 3, 1978, and Walter J. Buhr,
Jr., dated January 23, 1978.. Mr. King expressed his concern for density require-
ments and restricting camping areas. Mr. Buhr supported=the entire plan.
f After approximately two hours of testimony, Chairman Randolph closed the .public.
hearing, and-deli-beratifld oh: the proposed ,plan began by the Planning Commission
members.
Norris Short felt that restricting multi -family dwellings would be detrimental
to,the community, especially for the elddrly and retirees.. Mr.. Short explained
that if such a person could.not.maintain hi-s�or her property, they could remain
on the Island in a condominium.. It was generally agreed that,`,because a majority
of residents wanted no multi -dwelling units, the restrintiah should remain in
the plan.
William Svensson moved to recommend to the County Commissioners that -they
duly adopt the Marrows.tone island Community Development.'Plan3 along t�itfi. the
errata sheet and Ptanning Department recommended changes, as a revision -to ,'and'
" special chapter of, the Jefferson County Comprehensive plan: 'Harry Pollard
seconded the motion -and upon a vote it received unanimous approval.
PETITIONS FOR" NAW TOR OF COUNTY'ROADS
A. City of .Port Townsend. David Cunningham,. Planning-Director,=reviewed-the
petition for the vacation of a section of Holman Boulevard between Masson and,
Turner Streetsi a section of Turner Street fronting Lots 16 and 17, and"an alley
between Lots 2 and 17 and 3and 16, all within the plat of Hessian Garden Tracts,
The vacation is requested dde to the City of Port Townsend'-s water purification -
plant to be constructed in the area.
Mr. Cunningham rioted the area is designated "residential" in the Comprehensive Plan
and that the routes are not designated as any type -of trail -in the Draft.'Patk,
Recreation and Open Space Plan.

In discussing the proposal with adjacent property owners, *'Wallace Bowman and
Mrs. Thomas McAndrew, the Commision found that the vacationof a..portion'of
Turner Street would deny access to some adjacent lots. In further Atscussion
with the City's consultant;. Dennis Hillman of�Encon.Corporation.,'they found

Commission Member Norris Short moved to recommend to-the-County.Commissioners
they approve the vacation of.Holman Boulevard and -the alley.as,it is in keep
ing with the -Comprehensive Plan and promotes sound residential. -development.
Further, they deny the request for vacating Turner Street as it is not in
keeping with the Comprehensive Plan in that it interferes with overall area
circulation by denying access to adjacent properties. Commissioner V-11.11am
Svensson seconded the motion and upon a vote it carried unanimously.
B. Jefferson County: David.Cunningham, County Planning -Director, reviewed.
the request for the vacation of a portion of Sampston street located one�half
mile _west of Quilcene on Highway 101 at the County pit site. o
Mr. Cunningham noted the area is designated "residential" in -the Comprehensive _
Plan and that,it is not designated as any type of trail in the Draft.Park.,
Recreation and Open Space Plan.
County Engineer, Ed Becker, explained that because: the-,'desionated°road "is' -
abandoned they are asking to--vacate;it.
Aftorr discussing the proposal, Commission Member Pi-nis Stevens moved to recom-
mend to the County Commissioners they approve the vacation as it is in,keeping
with the Comprehensive Plan because it does not have usefulness as a -utilities
route and it is not essential- for emergency services delivery or overall area
circulation. Norris Short seconded the motion and upon a vote it carried unani-
mously.
C. Jefferson County: County Planning Director,. David Cunning-ham,-reviewed:>the

of -the Coyle intersection on the Toandos Peninsula.
Mr. Cunningham noted the area is designated "residential' In the Comprehensive
Plan and that it is not designated as any type of trail in the Draft Park,
Recreation and Open Space Plan.
County Engineer, Ed Becker, explained that the proposed vacated street is at the
site of the proposed new fire station.
