OPENING BUSINESS The meeting was called to order at 7:30 p.m. by Chairmarr-1andolph. Members present were Karl Randolph, George Burkhart, finis Stevens, W 1*1 taw -Svensson, Richard Kenyon, Norris -Short, Eva Taylor, and Ha&y Pollard. A quorum.was,declared by Chairman Randolph. Representing the Planning Department were Director DavidCunninqham.,_Assistant Plan- ner -Tom Aumock, Community Development Planner David Gol.**ds-mith,,.Associa..tld::,-Planner Carol Saari, and Secretary Laura Southmayd. Guests were Developer Bernie Authur, Rocky Bancroft-, Julian-Authur, Stan',Johnston., Joe Clarkson, and Bill Duesing. Minutes of February 1, 1978 were approved with. two corrections. the list of gu"#.:, under Section,%- '!.Opening Butiness", would state 1% Patsy Cader'o', and several un.identified guests." Under Section III, "Petitions for Vacation. of County Roads". - the second sentence of the third paragraph of uA. City of Port Townsend" -was changed to read " . . . they found that if Turner Street.-wem-not°vadated it would- not.be detrimental . . . PROPOSED PARK., RECREATION AND OPEN' ,SPACE PLAN David Cunningham explained that members- had review6dthe draft plan atJa.l'.�previbut meeti I ng-andhad suggested several changes. Commissioner Norris Short moved to recommend totheCounty Commissioners`they adopt---- i the draft Park, Recreation and Open Space Plan as an Amendment to.the Comprehensive Plan. Commissioner Finis Stevens seconded the motion. It was. further suggested the motion be revised to , incorporate -the find 6gs . and to' state that the Commission recommend that the Board of.Commissioners duly:,l-adopEt the Jefferson County Park, Recreation and Open Space Plan as a revision to., land special" chapter of, the Jefferson County Comprehensive Plan. Commissioner Norris Short rev=i-te:d his motion to state that the Commi.ssi.on, made the suggested findings and recommends to the County Commissioners they adopt the Jeffer- son County Park,. Recreation and Open Space Plan as suggested.. Commissioner Finis Stevens `seconded: the revision.''. Membert agreedxto°�approve tha tivn as';revised. III. PROPOSER REVISIONS TO THE.JEFFERSON COUNTY SUBDIVISION ORDINANCE David Cunninghamm expl.ained.that members had previ.ousiy -reviewed the proposed revisions. Since then two -meetings were held, one with County officials,.apd one with .the public. The result of these meetings were several changes to the proposed' = revisions. Mr. Cunningham noted those changes. Chairma-n Randolph called for testimony. Joe Clarkson., a localrrealtor, felt element -8) (d) of section 3.40 should be eliminated. This el.ement.of the five acre exemption clause refers.to the condition where legal access from a public roan to the'entire parcel being divided.be secured by the developer. Mr. Clarkson explained that many, times access is provided to:proposed divisions through useage -roads. These roads are often impossible to describe legally, and 1 egal access' could - be quite costly at the same time. Also, many times a buyer is not interested in having legal access. Members discussed the testimony presented. Commissioner Norris Short moved to strike section 3.40 (3) (4), substituting .a clause that would- say, "Written .notice shall be made to a,buyer to notify him that there is no access,. -and that,the buyer -sign an affidavit .stating he is aware there is no access."' Commissioner T nis' Stevens seconded the motion. The motion was remised: to say. "The nature: of the access, or lack of, should -be made a part of the legal description .of the -property." - .Upon a vote the -motion carried with four votes in favor and three opposed. It was,asked,if members wished to have the same criteria apply to.section 3.40(9) (d), which is the exemption where the overall density of a division'af 1and-does not ,exceed one unit per five acres. Members discussed the suggestion but came to no'conclusions. Due to the late hour and remaining business, Harry Pollard moved to continue the hear- ing until 7:30 p.m, April 5, 1978. Eva -Taylor seconded the --motion *and upon a vote it carried unanimously. IV. PRELIMINARY LONG PLATS A. Eostview Estates, E-78.- Pavid Cunningham reviewed the prel'im�inary&plTat for the division of 37 acres into 29 lots located north of the Crown-Zel-lerbach Mill adjacent to Port -Townsend Bay and the south city limits of Port°Townsend. Slides of the subject area were shown. Mr. Cunningham noted the division woul-d be for tesidental, and commercial purposes. It would be served by the City water and sewer systems. -2- V. A plat report, (copy attached to official minutes), giving a.descri:ption of the project and department recommendations,,was reviewed 'by members. Developer Bernie Authur answered members questions on the proposal. Commissioner Rick Kenyon moved to recommend to the Board of Commissioners they find the prelimi.nary.plat in keeping with the Comprehensi:ve Plan and that they, approve it subject to department recommendations. Commissioner.WiTl iam Svensson seconded the motion and upon a vote it; -carried unanimously. FINAL LONG PLATS.AND PETITION REQUESTS A. Port Ludlow Division 5 P-75, and Port Ludlow .Petitibn`Req_Uest: Tom Aumock reviewed the final plat for the division of 10' acres into 20- lots -for port. -Ludlow Development, .Inc. Further, Mr. Aumock reviewed the action report §ftnted'Deceaber 6, 1976. He noted all conditions were met except for the vacation of a p©rtion:of an -old underlying plat and a portion of a County road within the proposed dl vision., A .petition -for the vacation of a portion of the underlying plat and'a portion of the County road, which would be re-established 60 feet north of -the existing road, Was Pending Planning Commission recommendation. Commissioner Eva Taylor moved -to recommend to the County-Commi-stioners they approve the final plat and the .petition for the vacation of .a°portion: fF,,thelander- lying plat and a portion of the County road.as they are in keeping Frith the bmpr+e- hensive Plan. Commissioner Finis Stevens seconded the motion. Upon a vote it carried unanimously. VI. RENEWAL REQUEST OF PRELIMINARY PLATS A. B & R Mobile Nome Court Division 2; B-77: Tom Aumock explained -that the developer, in a letter dated February 1.2, 1978, asked for a twelve month-extention on his preliminary plat for a 37 unit mobile home court near Hadlock. Conditions of preliminary plat approval, -as stated in an action report granted May 2, 1977, were reviewed by the Commission. Commissioner Norris .Short -moved to. recommend to 'the 'County Comimtssioners they approve the request for a twelve month extention on'the preliminary plat. Commis- ,, sinner- Finis Stevens seconded the motion. Upon a vote it carried unanimously. VII. MISCELLANEOUS - New Associate Planner for the Planning Department, Carol Saari., was..4htroduce4 by David Cunningham. He said she would be writing an Overall Economic Develop ment Plan for the County and it would be completed by the=bnd.,-.of April., - Commissioner Norris Short asked if another short course on -local planning shvuTd be presented. David Cunningham said the Planning Department dial not presently -3- have itime to put a conference on, but .possibly next fall' they a�Qu]d. VIII.'
