I OPENING BUSINESS Chairman Randolph called the meeting to order at 7:30 p.m. Members present were Karl Randolph., Harry Pollard, Dorithe.Harrington,, N4.11iam Svensson, Finis Stevens,., George Burkhart, Richard Kenyan.,. Nori^i,s .Short end Eva Taylor. A quorum was declared by Chairman Randolph. Representing the Planning Department were Director David'Cunningham, Assistant Planner Tom Aumock, Community Development Planner Dav�i-d Goldsmith,..Associate Planner Carol Saari, and Secretary Laura Southmayd. Guests were Port Townsend Leader Reporter Jan Sage, Developer -Rod Lov,egren, Petitioner Dick Spindor, George F. Tandoo, and Stan,Johnston. Minutes of March 1, 1978 were approved with one -_correction: Under. -Section III, "Proposed Revisions to the Jefferson County Subdivision,prd-inance", the fourth sentence of the third paragraph was changed to read "The .motion was replaced with . . . " Minutes of March 22, 1978 were approved as°written. II. VARIANCE REQUESTS FROM THE JEFFERSON COUNTY SUBDIVISION—ORDINANCE A. Rodney C. Lovegren, #S348:.� Tom Aumock explained that,.the,.develgper,.Rodney- Lovegren, proposes to divide 11.7 acres on Marrowstone-Island° into four parcels, and requests that he.be given a•variance from the required sixty. -'foot legal access provision for a thirty-foot easement. Mr. Aumock noted the Engi-neer and .Health Departments -have given their approval of the variance request. Mr. Lovegren answered members questions on his application. He_sai:d`the reasons ., for his request is that a major portion of his property would be needed to.provide-, a sixty foot easement to all proposed lots. Requirements for subdivision variance approval, as stated in the Jefferson County Subdivision Ordinance, were reviewed. Members found that the request meets all three requirements: (1) there exists extraordinary conditions or_unusual.,cireum- stances peculiar to the property and not the result of the actionof the applicant, in thai:a.htih.percentage of the land would be needed for creating the -required -ease- ment due to the dimensions of the land,(2) that a literal enforcement -of the regula- tions would result-,1n unnecessary and undue hardship, and (8) that justice could be done and the public interest secured by the granting of a suitable variance. Finis Stevens moved to recommend to the County Commi.ssioners-.they Approve the request subject to the condition that a cul-de-sac be provided -at the end of the road. floe the Harrington seconded the motion and upon a., vote if carried,Oith' six in favor.and one opposed, Richard Kenyon. III. EXTENSION REQUESTS, PRELIMINARY LONG PLATS A. Sunset Haven; #S-77: Tom Aumock explained that the`developtr,. Evdrett Rogers, has requested, in a letter dated -March 3, 1978, that a twelve month eactentio be, given on his preliminary plat. Society,. the County and Regional Planning DirectortAssociation, the Planning.'Association of Washington, and the Student- Planning Associationzof Washingtort. The confer- ence is titled 11-Growthand Change, Local Planning Management", and -"would be h0-.4 April 26-48than BeTlevue. Norris Short, Eva Taylor and., Dorithe Harri ngton said they -would like to attend. - David Cunningham.announced-that he has resigned from the position of Planning, Director for Jefferson County. He intends to complete theDraft-Comprehensive Plan by his departure of May 15th. - It was agreed a workshop would be held April 17th to review-tbe.Compreftensive Plan. VII.
