I. OPENING BUSINESS
Chairman Randolph called the meeting to order at 7:45 p.m.-
Members present were Karl Randolph, George Burkharty Richard Kenyon.,
Norris_ Short, Finis Stevens and Eva Taylor. A quor::um was 'declared by
Chairman Randolph.
Representing the Planning Department were Director David Cunningham,
Assistant Planner Thomas Aumock, Community De

David Goldsmith, Associate Planner Carol -Saari, and-aecrery Laura
Southmayd.
Reporter for the Port Townsend Leader, Jan Sage, was present.
Minutes of April 5, 1978, and April 18, 1978, were approved -as written.
II. PETITIONS FOR VACATION OF COUNTY ROADS
A. Raymond H. and Mildred M. Tohnson; Tom Aumock reviewed the petition
for the vacation of a portion of 7th Avenue between Belle Streets and
Margaret Street in the Plat of Chalmers Second Addition to Irondale.
Mr. and Mrs. Johnson explained, they made the request in carder to
stop trespassers from .using a road that abuts 7th Avenile e'd14d 210i set
property owned by them. The unprescribed road was developed five years
ago. They reported the County Engineer advised them to make the petition,
saying northerly development of 7th Avenue would be to costly because of
the terrain.
Members discussed the petitioner's request 'and. its effects, -if granted, on
overall area circulation.
Norris Short moved to recommend to the County Commissioners the.y,find
that the vacation of the subject portion of 7th Avenue does not appear to
be relevant to the problem of the petitioners, which. is the road crossing _
through Lot I of Block 29, and that the (Ommmission is unable to determine if
the proposed vacation complies with the comprehensive road plan as it is
difficult to determine whether the road .right-wof-ways essential to overall
area circulation.

Therefore, the petition sould be tabled and the County Engineer be
directed to prepare a comprehensive road plan .for the general area
bounded by Chimacum Creek to the ridge on the west and County Road
No. 18 to County Road No. 4. Finis Stevens seconded the motion.
Upon a vote it carried with unanimous approval.
B. Tefferson Countv: Tom Au -mock explained that the County -intends to
vacate protions of Anne Christney Road and relocate the 'road within an
existing and proposed right-of-way in order to realign the entire right-of-
way.
Members discussed the .proposed road vacation and r6location, and the
road acquisition by the County.
Norris Short moved to recommend to the County Commissioners that they
find the petitioned vacation and road relocation to be in conformance with
the 00*prehensive V1an in that it improves the overall area circulation,
improves potential utility routes, and improves potential emergencyservices
delivery, and it!. is in confromance with the Park, Recreation and Open
Space Plan. Therefore, the proposal should be approved, however, in
accordance with R.C.W. 36.70, the aquisition of right-of-ways for:
relocating roads should be reviewed by the Planning Commission prior to
aquisition. Further, the Commission recommends that, instead of the
current piecemeal action on roads in this area, and in view of the rapid
deve opment rate in the area, a comprehensive plan be developed for the
Tri-Cities area for the use of the Planning Commission in determining overall
area circulation needs. Finis Stevens seconded the motion. Upon a vote
it carried unanimously.
III. COMPREHENSIVE PLAN
Strategy on development of the Qomprehensive jjan was explained by
David Cunningham. With final review by the Planning Commission,
the plan would be forwarded to the County Commissioners.. The
Commissioners would then present it to the public for their review.
The goals and policies of "Energy: Conservation and Facilities" and
"Resource Production. Were reviewed by the Commission. Also, an
outline of Chapter 8 on "implementation" was reviewed.
Mr. Cunningham asked members if the wished to have a goals and policies
section on 06mmunity facilities included. It was generally agreed that L-
such a section would not be necessary.
Mr. Cunningham noted a land use map, as required by atate
would be included in the final draft.
