OPENING BUSINESS Chairman Randolph called the meeting to order at 7:40 p.m. Members present were Karl Randolph, Norris Finis Stevens, Dorithe Rarrington, Richard declared by Chairman Randolph. Short, William Svensson; George Burkhart, Kenyon., and Harry Pollard. A quorum was Representing the Planning Department were Assistant Planner Tom Aumock, Community Development Planner David Goldsmith, Associate Planner Carol Saari and Secretary Laura Southmayd. Guests were Port Townsend Leader Reporter Jan Sage, Jefferson County.Health Depart- ment Sanitarian Randal Durant, Kala Point Development Representative Bill. -Lindeman, Developers Percy and Virgie Dunkle, Developer Harvey Minnihan, Engineer Mathew McLearnsberry, and Lois and Louie Timmerman. Minutes of May 10, 1978, were approved as written. II. VARIANCE REQUESTS, JEFFERSON COUNTY SUBDIVISION ORDIANCE A. Percy Dunkle Short Plat, #54-78: Tom Aumock reviewed the application for the division of two and a half acres into four parcels, located oil Lot 3, Plat of Ludlow Beach -Tracts. The applicant requests that a variance from the sixty foot right-of-way requirement for a twenty foot right -of -sway be approved. Mr. Aumock noted the County Engineer has given their approval but the County Health Department has not responded. Randal Durant, County -Health Sanitarian, explained that, due to poor soil conditions, approval of septic tank and drainfield systems cannot be granted. A recombination of the proposed lots will be made in order to meet standards for septic tank and drainfield systems. The applicant, Percy Dunkle, further explained the proposal. He said the -reason for the request was due to the peculiar configuration of the property. In order to provide a sixty foot easement to all proposed lots, a large amount of land would be required due':to the length of the entire piece-.. Also, the terrain of the property limits the design of the easement and lots. Adjacent property owner to the proposed subdivision, Louis Timmerman, said he has no objections to the proposal. He intends to use Mr. Dunkle's right-of-way as access to the lower portion of his property. Members discussed the request. It was suggested that Mr. Timmerman provide twenty feet along with Mr. Dunkle's twenty feet to create a forty foot easement. It was also suggested a cul-de-sac,�be required at the end of the right-of-way in,order to provide adequate turnaround. Villiam Svensson seconded the motion and Upon a vote it carried witti.unanimous approval. FINAL LONG SUBD-TVISIONS A. Kala Point Division"#4j-Ki77: Tom Aumock reviewed -the proposed division of thirty-five acres into sixty-five lots at Kala Point, south of Port Townsend. The action report, issued by the County Commissioners on November.7, 1977, was read. Mr. Aumock noted all conditions.have been met except for.one which states a water system must be constructed. Bonding procedures on the system have been secured. Kala Point Manager, William Lindeman, noted water rights and approval of the system would be made in a couple of days. Members discussed the final plat. Norris Short.moved to recommend to the County=Commissioners they approve the final plat subject to the condition that the water system.sha1l be designed, constructed, and certified in .compliance with the rules, regulations,. and standards of the Jeffefson,dbunty`Health Department and Washington State Department of Social and Health Services.' Dorithe Harrington seconded the motion. Upon a vote it carried with unanimous approval. PRELIMINARY .LONG SUBDIVISIONS A. Tamarack Village T-78: Tom Aumock reviewed the preliminary 'plat for the division of twenty-two acres Into forty -mine 1ots on property located in Irdndale. A plat report was .distributed to -members.,(copy'iittaohdd °t-6.,offi.cial minutes). Condi- tions of the Health, Engineer and Planning Department on plat appr=oval were reviewed. Dorithe Harrington moved to have condition three read "Drainage.and�walking easements are to be slit, half on each lot." Finis Stevens seconded the motionand upon a vote it carried unanimously. Norris Short moved to have conditi.on seven read "Special drainage plans and engineering shall be developed and constructed.... o--the satisfaction of the -,Jefferson County Department of Public Works prior to --final- plat ,approval, with particular attention to low areas on Lots 26, 27, 40 and 41." Finis.Stevens seconded the motion and upon a vote it carried unanimously. Harry,,Pollard moved to -have a cohdition read "The right-of-way extension.Qf.Patison Street.shal] make provisions for four foot paved shoulder(s) for pedestri.ap and equestrian use;."' 'William Svensson seconded the motion and upon a vote it carried unanimously.. This condtion­'became number eight and the remaining conditions were -renumbered-.. florr s Shorn moved to have condition renumbered ten read "The walkway easement between Lots 5-and 6,:shall also contain a provision for a water line easement." Finis Stevens seconded the motion and -2- V. upon a vote it carried unanimously. Norris Short moved to have condition number eleven removed-. Finis Stevens seconded the motion and .upon a vote -it carried with six for an one -opposed, William Svensson. Conditions. -were read for tisapproval of the variance request -to reduce the 10 percent open space requirement to,3.:1 percent and/or the fees -in -lieu of�requi:rement. Tom Aumock and Engineer Chuck McLearns.berry explained that the-vaance.was discussed with the County Commissioners: It was agreed a trade-off cou1.°d be made by the County approving the variance and :the developer providinga publ:ic easement, Patison Street. This was viewed in light'of the fact that a. County park is adjacent -to the proposed development. After discussion by the members.on the request, -William Svensson raved to recommend to the County Commissioners they disapprove the variance request due -to the reasons stated by the Engineer and Planning Departments.. Norris Short seconded the motion. Upon a vote it --carried unanimously. At this time, 9:45 p.m.. -Richard Kenyon and William Svensson .left the meeting. Finis Stevens moved to recommend to the County Commissioners they approve the preliminary plat of "Tamarack Village" subject to Health, Engineer and Planning Department conditions as amended. Harry Pollard seconded the motion. Upon a vote it carried unanimously. PETITIONS FOR VACATION OF COUNTY'ROADS A. Richard Steinfort: Tom.Aumock reviewed the petition for the vacation of a sixteen foot wide.a.11ey in Block 7 of Phillips.Addition,-to Irondale. Mr. Aumock noted two adjacent property owners who did not sign the petition were notified of the proposed vacation. Albert and Vada Boucher -responded in a.l:etter to Richard .Steinfort that they approved the proposal.. Nortne Koegan made no response. Mr. Steinfort gave further explanations on the proposal to members. Finis Stevens moved to recommend to the County Commissioners they -find that (1) the Jefferson County Comprehensive Plan designation for the area is residential,. (2) the subject alley is not a designated trail route under the Jefferson County Park, Recreation and Open Space Plan, (3) the subject alley 'is not essential to overall area circulation, (4) the subject alley is not essential as a utilittes route, and (5) the subject alley is not essential to.emergency services delivery. Further, they approve the vacation. Norris Short seconded the motion. B. Fred Lukoff: Tom Aumock reviewed the request -to vacate a forty foot dead -:end right-of-way at the end of East Quilcene Road. Mr.,Aumock-explai.ned that the petitioned easement would revert to Roger Evans, an adjacent property owner who donated the easement to -the County. Mr. Evans,'in a letter dated June 3, 1978, supports the proposed vacation. The County Engineer, i:n a letter dated May 19, 19,78.. to .the.-C.ounty_Com%Issioners, r0commends. denial of the petition in that the subject ease t presently provides access to adjacent properties. -3- Dorithe Harrington moved to recommend totheCounty Commissioners - they °deny the petition request do the basis that the petition, if granted, would -deny 1 egal access to the petitioner's property. Further, the Commission assumes that the petitioner'A s uhaware that if the subject right-of-way w",e vacated., the land in its entirety would revert.to the Roger Evans estate since the r.*t ht-of-way originated from the land: George Burkhart -seconded the motion and upon a vote It carried with unanimous approval. -C. Jefferson County:' Tom Aumock reviewed the intent by the County to,vacate a portion of Charles Street at Ness' Corner.. Mn. =Aumock' nated,."in a' letter- dated May 19, 19784-the County=_,Engineer- recommends that the petition -be :approved. Norris Short moved to recommend to the County Commissioners- they find that (1) the Jefferson CountyComprehensiive Plan designation for the area is'residential,'(2). the Panic., Recreation'and Open Space.Plan does not designate that..pot^tion of the road as a trail route, and (3) the subject alley is not essential to overall area .circulation, emergency services delivery and as an utilities route.. Further, they app.ove�-:the intent to vacate. Dorithe Harrington seconded the motion and upon a:vote it received unanimous approval. VI. ADJOURNMENT The -meeting adjourned at 10:35 p.m. VII.
