Jefferson County Planning Departmefit a. k I. OPENING BUSINESS The meeting was called to order at 7:35 p.m. by Chairman Randolph. Members present were Karl Randolph, Eva Taylor, finis Stevens, George Burkhart, Dorithe Harrington, and Harry Pollard. A quorum was declared by Chairman Randolph. Norris -Short came at 8:45 p.m., during the review of South Bay Community No. 3. Representing the Planning Department were Acting Director David Goldsmith, Assistant Planner Tom Aumock, Associate Planner Carol Saari, and Secretary Laura Southmayd. Guests were Roy I. Funk of Pope & Talbot Development, Inc.; Ken Sweeney of Clark & Associates; J.H. Shotwell of Shotwell, Inc.; Randal Durant and Larry Anderson of the Jefferson County Health Department; and Phil Boling. Minutes of June 7, 1978, were approved as wtitten. II. PRELIMINARY LONG PLATS A. Chimacum Creek Estates II, C-78: Tom Aumock reviewed the proposed subdivision of forty-three acres into forty-nine lots. The proposal would be located south of the Hadlock Road and east of Chimacum Creek. Access onto Hadlock Road from the lots would be restricted. A plat report (copy attached to official minutes), prepared by the Planning Department, was reviewed. The report stated conditions for preliminary plat approval by the Health, Engineer, and Planning Departments. The Health Department revised their condition and added six conditions, as stated in their letter dated August 2, 1978, to the County Planning Department (copy attached to official minutes). In doing so, condition five and six of the plat report were eliminated. Ken Sweeney, planner for the development, further explained the proposal and answered members questions. • Finis Stevens moved to recommend to the County Commissioners they find the preliminary plat in conformance with the Comprehensive Plan and that they approve it subject to department conditions. Dorithe Harrington seconded the motion. Upon a vote it carried unanimously. -1- B . Pt Ludlow Division 4, #P-74/78: Tom Aumock reviewed the proposed subdivision of 124 acres into 238 lots located north of the Port Ludlow Road and west of Port Ludlow Bay. A plat report, prepared by the Planning Department, was reviewed (copy attached to official minutes) . It stated Health, Engineer and Planning Department conditions for preliminary plat approval. Also, . it stated conditions by the Engineer Department for approving a vattance request to establish fifty foot right-of-ways and cul-de-sacs rather than the standard sixty feet. Paul Pazooki, engineer for the development, further explained the Proposal to members and answered their questions. Finis Stevens moved to recommend to the County Commissioners they find the preliminary plat to be in conformance with the Comprehensive Plan and that it be approved subject to department conditions. Further, the variance request be approved subject to department conditions.. Eva Taylor seconded the motion and upon vote it received unanimous approval. C . South Bay Communitv 3 #S-78: Tom Aumock reported on the preliminary plat. It is proposed that approximately eighteen acres, located at the Port Ludlow Golf Course, be divided into thirty-five lots.. A plat report, stating Health, Engineer and Planning Department conditions for approval, was reviewed. (popy attached to official minutes), - Questions were asked of the manager for the development, Roy Funk. Finis moved to recommend to the County Commissioners they find the preliminary plat to be in conformance with the Comptehensive flan and they approve it subject to those conditions stated in the plat report. Dorithe Harrington seconded the motion. A vote was taken and it carried unanimously. III. FINAL LONG PLATS A. Dort Ludlow Division 5, #P-75: Tom Aumock teviewed the final plat which will divide ten. --acres into twenty lads on property located . east of Oak Bay Road and north of Port Ludlow Division 2. He noted all conditions of preliminary platapprova.l-, as stated in an action report dated January 6, 1976, were met. Members discussed the proposal and asked .questions of Roy Funk, manager for Pope & Talbot Development. Finis Stevens moved to recommend to the County Commissioners they find the final plat is in conformance with the Comprehensive Plan and that all -2 - • conditions of preliminary plat approval have been met. Further, the Board should approve the final plat. George Burkhart seconded the motion and upon a vote it recei0ed unanimous approval. IV. PETITIONS FOR VACATION OF COUNTY ROADS A. Mel Carroll: Carol Saari reported on the petition. It is requested that the alley in Block 6 in the plat of Phillips Addition to Irondale be vacated. After discussion on the petition request, Dorithe Harrington moved to recommend to the County Commissioners they find it is not in conflict with the Comprehensive Plan or the Park, Recreation and Open Space Plan, not is it essential for overall area circulation, emergency services delivery and as a utilities route, therefore, they should approve the request. Further, the alley in Block 2 shouj&--lee be vacated in that it is reasonable to contend that a request to vacate said alley would be forth coming at some future date. Harry Pollard seconded the motion. It carded with unanimous approval. V . PETITIONS TO CREATE A COUNTY ROAD A. Phil Boling: Carol Saari explained to members that it has been requested the County create anroad west of the Hadlock-Chimacum Road, 'The petitoner, Phil Boling, would improve and construct the road. Mr. Boling answered members on the proposal. Eva Taylor moved to recommend to the County Commissioners they find the request is not in conflict with the Comprehensive Plan or the Park, Recreation and Open Space Plan, nor will it interfere with overall area circulation, emergency services delivery, or law enforcement protection. It be further recommended that the Commission encourage the County to develop a road plan for the Tri-Cities area in view of the imminent increase of development. Finis Stevens seconded the motion. Upon a vote it carried unanimously. - VI. MISCELLANEOUS David Goldsmith noted to members that in the near future the Commission would be reviewing the draft Camping Club Ordinance and draft Road Vacation Ordinance. Also, the ammended Subdivision Ordinance will be having further changes as directed by the County Commissioners. The Comprehensive Plan Environmental Impact Statement is being prepared. VII. II and III (54 lots) - Section 2, Township 29N, Range IW On 'July 27 an evaluation of approximately 40 backhoe soil logs was.made by this office. Soils were found to be fair to good for on -site sewage disposal. Preliminary plat approval is recommended with the following condition: 1. Those lots bordering -Chimacum, Creek area (lots 1 - 14) which are less than 90 feet in width shall be increased to this width as a minimum. This can be accomplished by dropping 1 lot and narrowing the paths to the green belt from 20 to 10 feet. Provide more usable width at west end of lots 9 and 13. By a recombination of*lots 22, 28, 29, 30,'31, 32, and 33 the lot lost on the creek could be picked up. The reason for this requirement is the area has tightly packed gravels and slopes toward the creek. The 90 foot width will provide for easier accommodation of driveways, residences, and drainfields. This is.also based on current experience in design within Div. I. Conditions to be met prior to final plat approval are: 1. Area and lot drainage plan as it relates to surface water from ad3oining property on site and from future roads (after grading and leveling) shall be provided for review. 2.. Approximate lot corners are to be staked for inspection or surveyed and staked for inspection after grading and leveling. 14 P7 ZO z! zI �# 3. Lots 15., 20, 21, 22, 29, and 30 are to be leveled as necessary to provide maximum usable area (now there are hills of gravel). 4. Approval of each lot will be conditional on building plot plans, contours, and soil conditions on that lot." 7. Division III - No drainfield shall be allowed in filled areas. Prior to final plat approval submit detailed design of the proposed community drainfield with businesses and sewage flows for review. Include dis- cussion on maintenance and ownership. Provide a 100% drainfield replacement area. Staking of the proposed drainfield area required. VAC 248-96-070 and 075 may apply dependent on flow rates. -Until such time flow rates and design are developed, I recommend that lot 34 be held aside from Division II for possible inclusion with the commun- ity drainfield area until it is determined if it is necessary -after design review.
