OPENING BUSINESS The meeting was called to order at 7:40 p.m. by Chairman Randolph. Members present were Karl Randolph, George Burkhart, Dorithe Harrington, Norris Short, Finis Stevens and Eva Taylor. A quorom was declared by Chairman Randolph. Representing the Planning Department were Director David Goldsmith, Associate Planner Carol Saari, and Secretary Laura Southmayd. Guests were Michael B . Martin, Mrs. Ray Mills, Mr. Ray Mills, Ella Culp, Ellis Culp, Fred W. Hopkins, Bill Lindman of Kala Point Development, Cora Rogers, Lincoln Rogers, Randy Durant of the Jefferson County Health Department, Bernie Auther, and David Cunningham. Minutes of August 2, 1978, were approved as written. H . PRELIMINARY LONG PLATS A. Rocxer's Lone Plat, #R-78: Carol Saari reported on the proposed subdivision. On May 16, 1977, Mr. Rogers filed a short plat. Approximately ten acres just northeast along the Old Anderson Lake Road were divided into four parcels. Mr. Rogers now wishes to divide one of those parcels into two lots. The new division is subject to. -review under the long plat requirements of the Jefferson County Subdivision Ordinance. A plat report (copy attached to official minutes) was distributed to members for their review. Two conditions were added by the Health Department to their recommendation of approval. As stated in their letter of August 22, 1978, the conditions read "a deep trench drainfield shall be required on Lot 2 (5-6 feet)" and "approval of this subdivision does not constitute approval of each lot for on -site sewage disposal systems; approval of each site will be conditional on building plot plans, contours, and soils on individual lots . " The developer, Lincoln Rogers, was present to answer member's questions. Finis Stevens moved to recommend to the County Commissioners they find the preliminary plat is in conformance with the Comprehensive Plan and they accept it subject to department recommendations as amended. Dorithe Harrington seconded the motion. Upon a vote it carried with unanimous approval. B. Kala Point No. 5, #K-78: David Goldsmith explained, this proposed plat of Kala Point will involve the division of approximately forty-three acres into fifty-nine lots. A variance from the requirements of the subdivision ordinance is requested. The developer proposes to establish private rather than public roads. Further design information and department recommendations, as stated in a plat report (copy attached to official minutes), were reviewed. 0 0 Kala Point Development Company manager, Bill Lindeman, answered member's questions on the proposed development. Finis Stevens moved to recommend to the County Commissioners they find the preliminary plat is in conformance with the Comprehensive Plan and accept it subject to department recommendations. Noris Short seconded the motion and upon a vote it received unanimous approval. Eva Taylor moved to recommend to the County Commissioners they find the variance is not in conflict with the Comprehensive Plan, and they accept the request subject to department conditions as amended. Finis Stevens seconded the motion. Upon a vote it carried unanimously. III. FINAL LONG PLATS A. B. & R. Mobile Home Court II, B-77: David Goldsmith reported on the proposed division of ten acres into thirty-seven lots. Preliminary plat approval was granted by the County on April 11, 1977, and extended on March 6, 1978. Conditions of preliminary plat approval, as stated in the action report were reviewed. It was noted all conditions have been met. Members discussed traffic circulation and access, and agreed a condition should be made which would read "access be restricted from all lots abutting the Ness' Corner-Hadlock County Road . " Norris Short moved to recommend to the County Commissioners they find the final plat is in conformance with the Comprehensive Plan and that it be accepted subject to the suggested condition. Dbrithe Harrington second the motion and upon a vote it received unanimous approval. B. Eastview Industrial Division. #E-78t David Goldsmith explained, preliminary plat approval was granted by the County on March 6, 1978, for an industrial and residential subdivisions The developer is asking that final plat approval be given for the industrial portion of the subdivision. This portion includes the division,.of 7.5 acres into 6 lots; a revision from the original proposal which was 19 acres into 10 lots. The developer changed the proposed plat in order to meet prospective buyer's needs. It was noted, all applicable conditions of preliminary plat approval, as stated in an action report have been met. Bernie Authur, the developer, further explained the proposal. Two conditions of final plat approval by the Health Department were .reviewed. The conditions, as stated in a letter dated September 6, 1978, read "City water for this subdivision must be acquired" and "a notation on the face of the plat saying approval of this subdivision does not constitute approval of each lot for on -site sewage disposal system; approval of each site will be conditional on commercial building proposals, contours, and souls on individual lots." -2- 0 0 IV. PETITIONS FOR VACATIONS OF COUNTY ROADS A. Roy Mills: Carol Saari reported on the request for the vacation of a portion of the old located State Highway 101 lying outside of the present right-of-way of State Highway 101, north of Black Point. Findings of the proposed vacation were reviewed by members. A letter by Ronald and Emily Herod, dated August 28, 1978, was read,, It said, as adjacent property owners and users of that portion of the proposed vacated road, they objected to the requezot because it would create a hardship on their having adequate access. The petitioner, Roy Mills, explained he wished to create a private rather than public use road for residents of Cedar Cove Short Plat, who would maintain the road. Finis Stevens moved to recommend to the County Commissioners they find that (1) the vacation of the subject portion of County Road No. 64 will not correct the applicant's problem; (2) the road width of County Road No. 64 is recorded in Ceder Cove Short Plat (August 1977) and should be adhered to; and (3) the County Department of Public Works should be directed to recognize the dimensions of .this previously recorded road. B . Florence E . McDonald: Carol Saari reviewed the petition to vacate a portion of a right-of-way lying west of the East Quilcene Road. She explained, because some of the signatures on the petition cannot be identified as County residents and some are relatives of the applicant, the petition is not in order. Further, if the petition were approved, an easement to the property west of the proposed vacation would have to be required, otherwise that property would be ianc -locked. TArl Randolph abstained from acting on the petition due to a possible conflict of interest. Eva Taylor moved to recommend to the County Commissioners the request be denied because they petition is inadequate and because approval of the request would create a land -locked piece of property. Finis Stevens seconded the motion. Upon a vote it carried unanimously. C . Tefferson County: Carol Saari explained, it is the intent of the County to vacate a portion of the unused portion of Old County Road No. 70, in the vicinity of the Brinnon flats area. Findings of the proposal were reviewed. -3- 0 0 V. VI_ VII . Norris Short moved to recommend to the County Commissioners they find the proposal is in conformance with the Comprehensive 191an and the Park, Recreation and Open Space Plan, thus, the intent be accepted. Finis Stevens seconded the motion and upon a vote it carried unanimously. DRAFT TEFFERSON COUNTY ROAD VACATION ORDINANCE David Goldsmith r�viewed the proposed ordinance, petition .form and application for vacations of County roads with members. He noted a public hearing will be set for the next regular meeting of the Commission to review the ordinance_ and receive public testimony. DRAFT TEFFERSON COUNTY COMPREHENSIVE PLAN Former Planning Department Director, David Cunningham, reviewed the status of the draft Comprehensive Plan. He noted a draft environmental impact statement would soon be issued. He reviewed a summary of that E.I.S. He noted a. public hearing on the draft E.I.S. will be set for the next regular meeting of the Commission. Community meetings will be held on the draft plan during the month of November.
