OPENING BUSINESS Chairman Randolph called the meeting to order at 7:30 p.m. Members present were Karl Randbiph, George Burkhart, William Svensson, Dorithe Harrington, Richard Kenyon, and Finis Stevens. A quorum was declared by Chairman Randolph. Representing the Planning Department were Director David Goldsmith, and Secretary Laura Southmayd. Guests were Leonard R. Johnson, Vicki M. Johnson, Tom Beavers, Jefferson County Engineer M.L. Sanstrom, Kala Point Development Company Manager Bill Lindeman, Kenneth Brown, Michael Bowe, Rachel Natheson, Levi Ross and David Cunningham. Minutes of September 6, 1978, were approved as written. FINAL LONG SUBDIVISIONS A. Kala Point Division 5 #K-78; A review of the plat Was. made by David Goldsmith. South of Port Townsend at Kala Point, approximately forty-three acres are to be divided into fifty-nine lots. The sub- division is an extention of an existing residential complex, which includes three previous divisions. An action report of September 19, 1978, stating conditions of pre- liminary plat approval were reviewed. Mr. Goldsmith noted that although those conditions related to the construction of the water system and roads has not ;been met, the developer asks that final plat approval be granted since the construction of these utilities will be completed shortly. George Burkhart moved to recommend to the County Commissioners they accept the final plat upon completion of the water system and roads to the satisfaction of applicable County departments. Finis Stevens made a second. The mixtion carried with a vote for unanimous approval. PRELIMINARY LONG SUBDIVISIONS A. Brown's Mobile Home Park, #B-78: David Goldsmith reported on the preliminary plat. Approximately eight acres just south of the Four Corners-Irondale Road on State Highway 20 are proposed to be divided into thirty-two residential mobile home sites. -1- T,he ,proposed sites will be an extention of an existing forty- --two-site mobile home court situated on approximately four acres. The developer, Kenneth Brown, answered members questions on the proposal. A plat report, describing the development and stating department conditions for approval, was distributed to members for review (copy attached; -.to official minutes) . Finis Stevens moved to recommend to the County Commissioners they approve the preliminary plat subject to department conditions. William Svensson seconded the motion. The motion carried with a unanimous vote for approval. IV. SHORT SUBDIVISION ROAD VARIANCE REQUEST A. Thomas Somlo, #S21-78: An explanation of the request was made by David Goldsmith. Thomas Somlo proposed to divide eight acres located on the northern end of the Toandos Peninsula abutting Hood Canal into three residential lots. In doing so, Mr. Somlo asks that he be allowed to create thirty foot wide private roads, which is a variance from the sixty foot wide require- ments of the County Subdivision Ordinance. Department recommendations and findings of the Subdivision Ordinance were reviewed (copy attached to official minutes) . It was agreed the first condition should read "The proposed design, construction, and maintenance for the private road be assured to the satisfaction of the Director of the County Public Works Department. Representative for the applicant, Tom Beavers, answered members questions. William Svensson moved to recommend to the County Commissioners they approve the road variance request subject to the conditions as amended. Finis Stevens seconded the motion and upon a vote it mceived unaimous approval. V. DRAFT ENVIRONMENTAL IMPACT STATEMENT ON THE DRAFT JEFFERSON COUNTY COMPREHENSIVE PLAN Former Planking Department Director, David Cunningham, explained the process by which the environmental'impact statement and the plan will be reviewed: the E.I.S. will be made final; several community -2- 0 0 meetings will be held to discuss the plan; the Planning Commission will review any comments, hold a public hearing, and make a r recommendation and the Board of County Commissioners will take , appropriate action. In reviewing written comments, Mr. Cunningham noted several addressed the c-antents of. the plan rather than the environmental impacts the plan would create. Concerns were expressed for agricultural, forestry and energy/industrial impacts. No commenta were made from the audience on the impacts of the plan. Questions were asked on the relationship, development, and update of the Comprehensive Plan, community plans,.and their environmental impact statements. George Burkhart asked that further explanation be made on the planning process in the impact statement. VI . DRAFT TEFFERSON COUNTY ROAD. STREET OR ALLEY VACATION ORDINANCE David Goldsmith reported on the draft ordinance. Jefferson County Prosecuting Attorney, William Howard, approved the ordinance with several changes. A new draft version, incorporating these changes was distributed to members The audience was asked to make comments. Milt Sanstrom, County Engineer, asked that the application form read "Road(s), Street(s), or Alley(s), or portions there to be vacated", on the fourth line. George Burkhart moved to recommend to the County Commissioners they approve the ordinance with the Engineer's suggested addition. Finis Stevens seconded the motion. Upon a vote it carried with unanimous approval. VII. MISCELTANEOUS A liquified natural gab/liquified petroleum gas pipeline is proposed. The siting of the pipeline places a portion of it in Jefferson County. A hazards study is being conducted. A draft environmental impact statement has been issued by the Federal Aviation Administration on the proposed Olympic Regional Airport. The statement is being reviewed by Jefferson County. ;�An assessment of the proposed Northern Tier Pipeline is being made by the County through a Coastal Zone Management grant. -3- 0 0 A publication on court cases on the Appearance of Fairness Doctrine was distributed to members. THOMAS SOMLO, #S21-78 SHORT SUBDIVISION ROAD VARIANCE REQUEST !MST To`grant a variance to the Jefferson County Subdivision Ordinance for a thirty (30) foot wide private road approach to all lots within the proposed.Somlo short p?at. The applicant is requesting the variance due to the dead-end nature.of the property (abbutting Hood Canal_), narrow property boundaries (about 185 feet wide), and undulating terrain. SHORT PLAT DESCRIPTIONAOCATION Approximately eight acres of property abutting Hood Canal to the east and Seahome Road to the west. Applicant is proposing to subdivide the property into 3 residential lots`. approximately 2.5 acres each. Each lot will be served by individual wells and individual septic tanks and drainfields. The subject short plat is located in that portionof Tax -No.. 4, Tract #25 in the Seahome Addition; Section 36, Township 27 North, Range 1 West, W.M.. Fro* State Highway 104, drive south along the South Point-Thorndike Road on Toandos Peninsula-_ for about eight to nine miles. DEPARTMENT RECOMMENDATIONS 1. The County Public Works Department recommends approval under the condition that the private road shall be designed, constructed, and maintained to County standards. 2. The County Health Department recommends approval under the condition that the property Shall be subject to reinspection of useable drainfield area, after the road has been .constructed and the site surveyed. 3.. The County Planning Department recommends -approval under the condition that a cleared hammerhead be constructed at the endof the thirty (30) foot right-of�-way, and that the hammerhead be portrayed on the final plat. FINDINGS OF THE JEFFERSON COUNTY SUBDIVISION ORDINANCE, SECTION 8.50, PRIVATE ROADS 1. The private -road is necessary or desireabl-e for the most logical development of the land. 2.
