NOTE: This, meeting was tape recorded and the tapes are on file with the
Jefferson'County Planning Department.
I. OPENING,BUSINESS
The meeting was called to order at 7:35 pm., by Chairman Randolph_.
Me berss present were, Karl Randolph,* Gegr9e Burkhart., Fiats .Stevens, Eva Taylor,..
and dill tam Svensson.
Representing the Planning Department staff were Director David Goldsmith_, Assis-
tant Planner Tom Aumocki Associate Planner Carol Saari.., and Secretary .Laura
Southmayd.
Minutes of November 8, 197.8, were approved.. as written.
II. MISCELLANEOUS
- David" Goldsmith- noted the Planning Comiss:ion Wi.11 hold public hearings on the
proposed Road Vacation .Olt-dinanci and ,Subdivis ion Ordinance after -the first of
the year; -4nd make a recommendation * to the Board of :CowtssTeners. The Board
may then hold publi"o'hearings on the ppropos-ed'ordinances.. David Goldsmith
noted changes made to the proposed Subdivision Ordinance.
- David _:Goldsmith noted the 1979 proposed budgets of the P1*nning.'Comission and
Planning Department have been approved by the Board of Commissioners.
III. EXTENSION REQUESTS, PRELIMINARY LONG SUBDIVISIONS
A. Sunrock Mobile Home Court, #S-77: The request was explained by T= Aumock.
The preliminary plat is for the division of ten acres north of Brinnon into
eighteen mobile home lots. It was approved by the County May19, 1977, subject
to special conditions. A variance from the requirements to create sixty foot
right-of-ways was also approved with special conditions. Thirty foot accesses
would be made instead. The developer, not completing a.11 the conditions required
within the year allowed, asked that a twelve month extention.be granted.
Members further reviewed the.-prelimfnary plat and its special conditions.
Eva Taylor moved to recommend to the County Commissioners they grant:approval of
the request for a period of twelve months, unti.1 May 9, 1979.-- Finis Stevens
seconded the motion.. Upon a vote it carried with unanimous. approval.
IV. FINAL LONG SUBDIVISIONS

Thirty acres near the south fork of the Hoh River will be divided into seventeen
lots. Preliminary approval of the proposal was granted in 1975.. This $6cluded
approval of a variance; to create thirty foot right=of-ways rather than the
required sixty foot tight -of -ways. Because some of the required.improvements were
not completed, several extentions of the preliminary plat were, grated, -°by. :the .
County. The final plat for Division 1, consistfing of nine lots, was, submitted for
approval. Mr. Aumock noted all conditions of preliminary plat approval- for these
lots have.been met.
Members deliberated on the proposed development.
Finis Stevens moved to recommend to the County Commissioners they 4ccept the final
pl-at as submitted. George Burkhart seconded the motion and upon a -,vote it carried
with unanimous approval.

V. ELECTION -OF OFFICERS
David Goldsmith noted existing officer's. terms would normally have terminated in
October. It was suggested that until. theCompprehensive Plan is complete the
existing officers `should continue co ducthng the Planning Commission. George
Burkhart moved to keep Karl Randolph as ChAtrman and Finis Stevens as Vice Chair-
man until the Comprehensive Plan is complete, Finis Stevens seconded the motion.
It carried with a unanimous vote for'approvAl.

David Goldsmith. noted the 'recent cow, unity m mean on the proposed Comprehensive
Plan were conducted in order to infom_ citizens of. the planes contents. and
purpose, not to receive public input. A public hearing should be set b the Plan-
ning Commission in order to receiye pu.hlic testimony. Members found (,IT the'
Commission has completed a proposed .revi`sion*to the Comprehensive Plan, (2) the
said revision was drafted. at'open workshop sessions of the Commission over the
oast three years,. (3)' the said revi°stdn Itff. complied with the provisions of
R.C.W. 43.21C, the State Environmental Policy Act, including the issuance of a
final environmental impact -statement, statement, and -(4 the said revision has been distri-
buted to the community, including five public information meetings. George
Burkhart moved the findings be adopted and a public hearing be set for January 3,
1979, at 7:30 p.m.., for the purpose of.receiving testimony and developing a formal
recommendation.on the)proposed Comprehensive Plan revision in accordance with
R.C.W. 36.70, the Planning Enabling Act. Finis Stevens seconded the motion and
upon a vote it carried with unanimous approval.
