OPENING BUSINESS Vice Chairman Stevens.called the meeting to order at 7:40,p.m. Members present were TIW.s: Stevens., William Svensson;_Richard Kenyon,'Harry Pollard, Eva Taylor, and Norris Short. A quorum was declared by Vice Chairman Stevens. Representing. the.Pl-anning Department were Director David Cunningham, Assistant Planner Thomas- Aumock, and Secretary Laura Southmayd. A guest, Community Development Planner David.Goldsmith, was present. Minutes of December 1, 1976 were approved as written. II. SHORT PLAT VARIANCE REQUESTS A. William Helander, #517-76z Tom.Aumock reviewed the application �an#,:the variance request. The applicant proposes to divide four acres.,into three:parpels on.pftperty located one-half mile north of Quilcene. He reque ,$-a.varlance from,the 60-foot right-of-way provision for a 20 foot right-of-way provision. The 'County Engineer approved the application and the Olympic Health District approved the application, subject to setback conditions on the drainfields and wells. Conditions for road variance approval, as outlined io the Jefferson County.'.Subdi- vision Ordinance, were reviewed. It was agreed the request met all conditions. It.was noted, if the application, as proposed, is ,approved the adjacent property - owner would have to..provide 40 feet to meet the 60 foot right -of -ray provision, if he should decide`to divide his property. Therefore, Norris Short move to recommend to the County Commissioners they deny,the request but would recommend approval -of a 14 -foot right-of-way provision. William Svensson seconded the motion, and,upon-a.vote it carried unanimously. B: Rev Bleeker, #S22-76: Tom Aumock reviewed the,application for the division of three acres into three parcels on property located one-foruth:mile east of' --Gardiner. The applicant"requests ;A variance from,the reg0fred 60 foot right=of-way provision for a 30 foot right oif-way provision. The County,Engineer-approved the application. The Olympic Health District has not taken any action as the appl=ioant has fot dug the soil �4-og -holes, for the � pereu,lation test. 3. Members reviewed the request with -the Jefferson -County SubdiVisen 0rdinance's conditions for variance approval. They found the request met all the condtions.- As with the Helander request, the adjacent propertyowne-r would-haveto provi-ie more -footage than his neighbor (46,feet) for legal access if he wished to divide his property... On this basis, Richard Kenyon moved to recommend to the County -Commis- sioners -they-deny the request but would recommend- approval for ,a 30 foot right -of -- -way provision. Norris Short secinded the motion and upon a vote itt-carried unanimously. -1- 111. PETITIONFOR .THE- VACATION:, OF A COUNTY ROAD A. David.Cunningham-noted, on the public hearing date -of February 7th,.se.tfor the petition, the County Commissionerscouldrefer the petition to -the P14-pning' Commission. for their The -Commfssion: would then have 40 days to take action, allowing_ members to review it at their March meeting -:William -Svensson moved to take,no action on the petition until the County Commi-tsioners-referred it to the Commission. Eva Taylor seconded the motion and: upon a -voter,it,carri'Ad unanimously. IV. MISCELLANEOUS/-CORiiESPONDENCE/CONFERENCES - Copies of oroposed'.House Bill No. 65, relating to lan6.useplanning, Were distributed to members. The American Institute of Planners newsletter "Planners Notebook" of October 1973 were distributed to members. - It was agreed a notice-ofrecognition for Fred;Lesterand Ed VainwrightLs. .- - service as members of the Planning Commission should be published in the Port - Townsend Leader. - The "Alternative Septit.jank" meeting, held at the Port Townsend Rec-�C6nter on -January, 28th, was reported,.bn. V. COMPREHENSIVE PLAN David -Cunningham noted Chairman Karl Randolph -felt., the, policies of the 8i11. boards, and Outdoor Advertising" section were top specific, appedetng',:as standards rather than policies. Members said they would review The introduction to the "Trangportation and Circulation" section- was read It -'Was,., suggested data on boating facilities should be. Included.. Mr: C4nni-ngham, -WA_ the County, City and Port Vill be initiating a.studyon these fatflltes_inthe near - future and the information -gathered could be used in the Comprehensive PI , an, It_ wasfurther suggested, when discussing boating facilities ser,#-p1'a.n,e transportation, should be endorsed.
