OPENING:.BUSINESS The meeting was,cailed to order at 7:40 p.m. by Vice -Chairman Stevens. Members. present'...were :fi my Stevens, William Svensson., Eva Taylor'., Harry ,-Pollard., Norris Short., and Dorithe:Harrington. A quorum was declared by Vice-tChairman Stevens. Representing the Planning Department were -Director David.Cunningham,.°.Ass3s-tant Planner Thomas Aumock., and .Secretary Laura Southmayd. Guests were Community Development -Planner David Goldsmith; .Petitioners Paul Walters, - Marianne Walters,. Cindy Larsen, and Kenneth.Larsen; and Kala Point Representative - Richard Overstreet. Minutes of February 2nd were approved with one correction, -the date -of -January 5th. was changed to February 2nd. IT. PETITIONS FOR VACATION OF COUNTY ROADS A. Paul. Walters and Kenneth Larsen: As explained by Tom Aumock, the petitioners are asking for the vacation of the west 14 feet of "C" Street, -situated in'Block 6, Plat of South Port Townsend, near Hadlock, The petitioners answered members questi-ons,regarding road layout, rbad'construc- tion, and access to adjacent properties. It was noted, the County Engineer said he wi-ll recommend to the County Commi,ssi,oners the petition be tabled until a drainage study of that-drea-be completed. In discussing the petition, members found it to be A n conformance with the Zompre- hensive Plan in that present and future residential development wi-l'l,not be impaired.by the reduction of the road right-of-way. Further, members -found the petition as proposed could not mantain the centerline of the right -of -way -as platted. Norris Short moved. to recommend to the County. Commissioners they approve the petition for vacation of-14 feet, and suggests that no more than 7 feet from each side be vacated. William Svensson seconded the motion :and upon a vote_themotion carried unanimously. B. Leif Larsen: Tom Aumock reviewed the petition for, -the vacation of -the south 10 feet of the 58 foot right-of-way of Bowen Street between Washington and Walker Streets in Quilcene. It was noted -the County Engineer has recommended to the County Commissioners they - approve the petition. Members found (1). the subject right-of-way is adjacent to Washington -Street which is a major arterial through-Quilcene, (2) the intersection of_Bowe®r Sti^eet and ' -1- l 11- _f '• 0 Washington Street.wil1 be- subject to intersection-develvpment.4s those -streets encounter additional traffic*. (3) Bowen street east,of Washington Street.is in excess of the..minimum County standard of 450 feet in - length for a -dead end.., 50 foot right-of-way road, and,tQ the .proposed vaEation does 'not conform with the Comprehensive Plan as the vacation would not, lend to orderly development bf the residential area. . Based on. -the findings. of the Commission, Marry PolvLard moved 'to �recommend� to the County Commissioners they deny the petition -for the -vacation of`..a:County road. Norris Short seconded the.motion. Upon a vote it.carried unanimously.. C.. State Highway Commission;- Tom Aumock.reviewed: the request for. the vacation of two County reads, both Within Block 91 of the pl:_at of 3uncti:on. City* located between Discovery Bay and Mount Walker off-staterhighway 101. One'- ro ad is.70 feet wide and the other 20 feet wide, both 300 feet in'length. It was noted the County Engineer has recommended to the County Commi-ssioners they approve the request. _ nbers-found the petition lacks (1) the required number- of freeholders signatures, and (2) any statement as to the reasoning and :I'usti.fication-for the request. : Based on the findings of the Commission, Eva Taylor moved to -recommend -to the County Commissioners they deny the petition. _Norris Short seconded the motion and upon a vote it carried unanimously. III. BY-LAWS Eva Taylor moved to amend the By -Laws to state that -a roll call.vote-would_be used only when requested by a member. Norris Short seconded the motion Upon a vote the motion was approved unanimously. IV. MISCELLANEOUS/CORRESPONDENCE/CONFERENCES -The-Draft Environmental -Impact Statement for the.prcposed Thousand Trails Camper Club, to.be located at the end of the Toandos-Peninsula, was distributed to members. It was noted, testimony on the. Draft E.I.S. will be -heard by the County Commissioners at a public hearing to be held -March 22nd. -Agendas for a septic tank and drainfield workshop, to be held March-11 in Sequim, were distributed to members. -Proposed .House Bill 242.1 addressed the option for counties to,hire-a hearing examiner for the purpose of reviewi.rg plats, road vacations, etc. -A.-proposed amendment to the Planning Enabling Act; House Bill.2398,- would allow counties to pay their planning commission members.. -Proposed Mouse Bill 259, an -.amendment to the.Planning Enabling -Act,, refers to prerequisite dedications. -The Office of Communi.ty.Development`s Washington Partnership Forum will conduct a conference entitled "Fiscal and Economic Growth Impact Assessment: A :Closer Look", March 9 through 10 in Tumwater.. -2- V'R COMPREHENSI'VE PLAN Revised, polj c� 11 of the "Transportation and Ci,rcul,aifoll':section , was , prpserited-. An addition,,was suggested -which would state that vacation be made in a manner equitable in land distribution and access to .al:l: propertyvwners adjacent. to. the - road. In further discussing_ road vacations, it was suggested the ".petti'on be. =revised:. David Cunningham .reported -that a section of Chapter -7 -should- be -resErved for general policies. These policies would dembnstrate-general growth far the,County, Further,,factors affecting growth patterns and' population trends ''in Jefferson.— County were discussed. VI.
