OPENING BUSINESS Chairman Randolph called the meeting to order at 7:30,p.m. Members present were Karl Randolph, Finis Stevens, 0orithe°H4rr1ngton3.N0rri:s_ Short, Harry Pollard, Richod- Kenyon, and Eva Taylor. A quorum was declared by Chairman Randolph. Representing the Planning Department`_were Director'David Cunningham., Assistant Planner Tom.Aumock, and Secretary Laura Southmayd. Guests were Community Development Planner David -Goldsmith, Petitioner David Reuter, Developer Robert Bates, and Glayds Liebhart., Minutes of March 2nd were approved as written. II. PRELIMINARY - LONG. PLATS A. B & .R Mobile Home Court ' Qi vi-s ion . 2, ' #3�77: David Cunrri ngham �rev'i°ewed the, preliminary mobile home court plat for'the division of tew acres into -thirty- -seven units, located in Hadlock. Further, the-Eng`ineer, Health and=Planning 'Department conditions for preliminary .plat approval -,.as stated .on the' -Plat Report, were reviewed. Developer Robert Bates reported on the status of Division 1:D.Members ques- ti'oned Mr. Bates on both divisions. Finis -Stevens moved to recommend to the County Commiss.ioners_they,approve the preliminary plat subject to,department conditions,. Dori-the.:Harrington,�seconded the motion. Richard Kenyon amended the motion by adding,4-"approval-be subject to fire district approval". Harry Pollard seconded the -amendment and vpon a vote it carried unanimously. A vote was then 'taken.on the first motion as amended and it carried unanimously. B. Sunset -Haven, #3-76: David Cunningham briefly..rtviewed the prel.imthary-plat- for the division of approximately five acres :hto7five o`t located- three-fourtYis mile west of the Hood Canal -Bridge. He explained;the preliminary'plat did -not receive. Olympic Health District approval, as was expected; therefore; no action could be taken on the plat. Mr. Cunningham remi-rde& members,the-preliminary plat was delayed at a previous meeting. III. PETITIONS FOR THE VACATION OF COUNTY ROADS A. DaVids F. Beuter: David Cunningham explained., the petitiory 4s "for the vacation of all that portion of an unnamed street in the p-at of ,Sunny -Slope, south of B.rinnon, lying between Lots 15 and 16. The-rfght­!o€=way is sixty feet - wide and is unconstructed. Norris Short seconded the inotion.and upon..avote, it received unanimous. -approval. -B. Lee W: Hanson - JosdOh-Daniels: David,Conningham reviewed the petition for -the vacation,,of Prospect Street east to Bayview: 3treet 350 feet, and the vacation of Block 4, all within the plat of Mats Mats Beach.. - In discussing., the petition members found that(1 ho°reason er,Justi.ff Lion for_.. the vacation was given, (2) the vacation of Block-4 woul,d,be in'confg-mante, with the .Comprehensive Plan, (3) the vacation of Richard°goad-wQia`d: "prohibit access to Lots 2 through 6 of Block 6, -and (4) the vacation,.of A ci'a�rd°=;Road As not in conformance with the Comprehensive Plan. Norris Short.moved to recommend to the County,Commissioners'thQy_der the vaca- tion of Richard Street as. it -would be contrary. to--the-Comprehensive P'tan.a-nd they approve -the vacation of Block 4 as it would be 'in accordance with the =Comprehen- sive Plan. Finis Stevens seconded the motion and upon a vote- it carrted Unani4 . mously. IV. RATIFICATION.OF Y— LAWS David Cunningham noted, as moved by the members_.a-t the Mar-ch.=2nd,,meeiti:ng.�:.the By -!Laws: were changed to read "a roll call vote be.;requ=ired,'only where:requested by a member".- It was further° noted the By -Laws were -never,, offYicia,1l:y:approved and that members should take. such action to adopt them:. It watAecided'�-action should be delayed until the next meeting., a Mowing:time-for-members to review them. V. PROPOSED REVISIONS TO THE SUBDIVISION ORDINANCE.. David Cunningham explained; certain probiems, gave prose"regar�d►g the County Subdi:vision.-Ordinonce :since its conception in February 1975. Delete #2 2. #8 should read: "Division of land into lots on tracts where the overall - density of the entire parcel being divided does not exceed one unit -per five acres,.PROVIDED,.that any division so created must provide a sixty (60) foot wide right-of=way for access and utilities; and PROVIDED.FURTHER, that to maintain the prescribed density, common parcels in undivided .ownership shall be so conditional by restrictive covenant." e 3. #8 in Ordinance becomes #9 4. #10 should read: "land divided solely for the purpose -of minor property Tine adjustment, PROVIDED, that.the land so divided shall become by restric-., time covenant an indivisible portion of the land to which it will be added, PROVIDED FURTHER, that the parcel from which it came shalt meet current requirements for water supply and/or sewage disposal." 5. #11 shadld read: "A single parcel deed -released for mortgage purposes provided that said parcel meets current Health Department standards for water supple and sewage disposal." North arrow. d. Scale e. Vicinity sketch, showing proposed access to .a public- road,- to -be used by lotowners, and the name of the County road f. A copy of, or reference to, any legal instruments. -of existing easements (Auditor's file, volume., and -page number) g. Access road grades along any easement to be -provided -In the Short Plat h. Location of any fences, structures, existing utilities, water courses, tree lines, etc. Appendix B Should read: Final Short Plat shall be prepared as foli.ows: 1. Plats accurately drawn on 18 X 24 inch mylar containing the following: • a. A declaration by the owners -in fee simple, and those having.interest - =� in the property, that the creation of the Short Subdivision is by their free will and consent. Said declaration shall be signed and acknow- ledge before a notary public by all parties having legal interest in the land. Power of attorney is an alternative of the applicant; b. A certification by a licensed land surveyor, registered by the State , of Washington, that the Short Plat is based upon actuaai survey, that the courses and distances are correct and that all required stakes and monuments are placed in the ground; c. A certification with appropriate signatures by the Olympic Health Dis- trict, Jefferson County Public Works Department, and the Jefferson County Planning Department that the Short Plat is in compliance with all Short Subdivision requirements of the Jefferson County Subdivision Ordinance, and all conditions of Summary Short Subdivision Approval; d. A certificate by the Jefferson County Treasurer that all property taxes to date have been paid; e. A certificate of filing by the Jefferson County Auditor; f. Space for approval of signatures by the Chairman of the Board of County Commissioners; g.. A -written land description of the Short Plat; h. Lot identification by number and total acreage of the lot -thereunder; i. A.vicinity sketch of the area where the Short Plat is lcoated. 2. All signatures affixed to the Final Short Plat shall be original signatures written in permanent black ink. 3. The Final Short Plat shall contain an accurate map of the subdivided land, based upon a complete survey thereof, which includes.the survey information required under Appendix D of the Ordinance. 4. Al1FFinal Short Plats, when presented to Jefferson County, shall be accompanied by a plat certificate confirming that the title of. -the land as described and. shown a .said plat is in the name of those signing the declaration. 5. In add-ition tb the reproducible original, five (5) paper copies of the Final Short Plat, together with any accompanying data and documents, shall be provided to the Planning Department. 6.. Easements required for utility installation and maintenance shall be established on the Final Short Plat under a Declaration of Utility Easements. Said easement declaration shall read as follows: "An'easement is hereby reserved for and granted to (the names of all the utilities,.public and private serving the area) and their respective successors and assigns under and upon the exterior seven (7) feet of front and five (5) feet of side boundary lines and under and upon. the exterior ten (10) feet of rear boundary lines of all lots -and tracts, in. which to install, lay, construct, renew, operate, maintain and remove Utility - systems, lines, fixtures and appurtenances attached thereto, for the purpose of providing utility services to the subdivision and other property, together with the right to enter upon the lots and tracts at all times for the -purposes stated, with the understanding that any grantee shall be responsible for all unnecessary damage it causes to any real property owner in the subdivision by the exercise of rights and privileges herein granted." 7. In any instance where a potable water supply is not provided to a Short Plat lot, the Final Short Plat shall specifically identify each lot where potable water is, - not supplied. 5 Appendix D p 1. Change #1 to 18" X 24" 2. Delete last sentence of (2). Replace it with: "A one half inch margin shall be left around the perimeter of the drawings.
