OPENING BUSINESS Chairman Randolph called the meeting to order at 7:45 p.m. Members present were Karl Randolph, Dorithe Harrington, Finis Stevens, and Norris Short. A quorum was declared by Chairman Randolph. Representing the Planning Department were Director -David Cunningham, Assistant Planner Tom Aumock, and Secretary Laura Southmayd. Guests. -were Community Development Planner David Goldsmith, Port Townsend Leader Reporter Bill Dewitt, Developer Elwin M. Wright, Art Reinhardt and,Petitioner's Sherman E. Good Sr. and Hilda Good. Minutes of Jute 1, 1977 were approved as written. II. ! SHORT PLAT VARIANCE REQUEST A. Elvin Wright, #511"77: Tom Aumock explained, --the developer proposes to divide 1.5 acres into 2 lots on property located at the east end of Merry. ,Road on Marrowstone Island. Further, the develooer wishes to establish.a private 30 foot legal access; a variance from -the public 60 foot legal .access requirement of the Subdivision Ordinance., Developer Elvin W.right'gave additional information on his proposal. Members discussed the request. They found it.met the requirements for variance approval, as stated in the Subdivision Ordinance. Finis,Stevens moved to recommend to the County -Commissioners they approve the variance request. '.IIorithe—Harrington seconded the motion and upon a vote it carried unanimously.. III. PETITIONS FOR'VACATIONS.OF COUNTY ROADS A. Sherman E. Good: Tom_Aumock reviewed the petition toivacate a portion of Anderson Street in the Plat of Irondale. He noted the request would not be in conformance with Washington State legislature R.C.W.. 36.87.130, which prohibits the vacation.of County Roads that abut a body .of water for pri ate purposes. The vacation would be. in conformance with the objectives'of the Comprehensive Plan and the Draft Park, -Recreation, and Open Space Plan. The County.Engi-near determined -,..that the petitioned road, (1) does.not have use- fulness as a. future util hies: route, (2) is not essential for ,efficient emergency services delivery, and (3) is not critical to overall circulation. Yet, as the request is. in conflict with-R.C.W. 36.87.130, a recommendation of denial will be made to the County Commissioners. Members discussed the proposal with the petitioner Sherman Good.. -1- Norris. JeffersonZounty: Tom Aumock.expl-ai-ned, it is requested that a portionof Miller Road lying adjacent to Blocks 3 and-12, within thee Irving-PArk Addition to Port Townsend, be vacated*. That-portion-of-VIler Road has been replaced by a new road, CRP_#415. The vacation would not be in tonfl-Ict,'-withobjectives of the Comprehensive Plan,. -and the Draft Park, R-ec-reati,o,n",,and'-"-Open. Space Plan., The County Engineer found the request (1) does nothave_':usefu.1,ness at afuture utilities route, (2) is not essential. for efficient emergency services delivery, and (3) is not critical to overall circulation. After members discussed the request, Norris Short.moved to recommend,:,to the County Commissioners that, inasmuch as the new County road has been built, the request to vacate that portion of Miller Road should be approved..- However, the construction of the new County road was ill -advised. —Finis Stevens seconded the motion and up -on a vote it Carried unanimously. -2- E. Avenue., all within .the plat of Junction City.;. be Vacated. COMPREHENSIVE PLAN/COMMUNITY PLANS David Cunningham noted,.because the community development.plans will -be -completed before the update on the Comprehensive Plan, they cduld- be adopted as amendments to the existing Comprehensive Plan. j, V. BY -;LAWS It was.noted,, the existing By -Laws are those adopted in.1970. An update was presented to the Commission -'in 1976 but were not adopted. Members reviewed the updated version of the By�-Laws. They felt the presence'`of it five members constituting,a quorum, as stated',.was adequate: Further, it was felt that any member -who -does not attend 75%'-of the-meeting'-s wi thtn� :a .year should resign. In &Firs ; "conflict of interest", .members-, felt the County Prosecuting Attorney should. -be -consulted, The. By -Laws should°.state"tha;t any, amendments shall -be mailed to members prior to the meeting-and,become part of the official agenda. It was.asked that any suggestions on the By -Laws be sent to the-Plannin'g'Depart- went so they could be presented in typed form for the next, -meeting. VI.
