A. H.A. Rast: .David Cunningham -presented the background -and circumstances of -the -
request for a_variance from the 60 foot legal access provision.on-criteria for
five acre subdivisions.

Commissioner Norris Short questioned the context of a right-of-way standard pro-
--vision-in the exemption section of the Jefferson County Subdivision Ordinance.
Commissioners Karl Randolph and Eva Taylor, as ,a.precaut.ion to ,havi.ng -a possible
conflict of interest, left the room while members further discussed the proposal.
Commissioner Norris Short moved to recommend to the County,Commissioners that
they disapprove the -variance request. Commissioner. -Harry Poll-ard seconded the
motion and upon --a vote -,the motion.carried with unanimous approval.
III. DRAFT ENVIRONMENTAL IMPACT STATEMENTp COYLE AREA COMMUNITY DEVELOPMENT PLAN
The Planning Commission received testimony on the .Draft Environme,ntal:-Impact Staate-
ment for -the Coyle Area. Community Development:PlAn. David_Cunni,ngham explained
the EIS process to- the'"Cai�issidn- and David Goldsmith reviewed- with. the Commission
the Draft Z.IS. Chairman Aand6l-ph then opened_ -the meeting: to the audience to solid=t
testimony on the adequacy 'of the Draft EIS. While th&e was consider hle .discussibn,
all comments supported the Draft EIS,and no'negative_testimonywas heard,

IV. PROPaSED AMENDMENT.TO THE JEFFERSON COUNTY COMPREHENSIVE PLAN, COYLE AREA COMMUNITY
DEVELOPMENT FLAN:
The Planning Commission received testimony on the Coyle Area Community:Devel-$.pment
Plan as an amendment.to the Jefferson County Comprehensive Plan.. David Cunningham
explained the process by which the Plan was developed and David Goldsmith reviewed
the contents of the proposed.- Plan. The Commission -heard supporting testimony from
the audience. After further discussion William Svensson waved that the -Planning -
Commission recommend to the County Commissioners that they adopt the Coyle. -Area
Commun-fty Development Plan as.an amendment to the Jefferson County Comprehensive
Plan. Eva Taylor seconded the motion. Chairman Randolph called-for"a roll -call
vote. All members approved the nation.
V. APPROVAL OF PLANNING COMMISSION BY-LAWS
Due to the hour of the evening. the Commission postponed action on the,By-Laws.
VI. MISCELLANEOUS BUSINESS
David Cunningham reviewed correspondence with the Commission.
VII. ADJOURNMENT
The meeting adjourned at 10:45 p.m.
