NEXT MEETING I NOTE: This meeting was tape recorded and the tapes are on file with the Jefferson County Planning Department. I. OPENING BUSINESS Chairman Randolph dalled the meeting to order at 7:30 p.m. Members present were George Burkhart, Dorithe Harrington, Karl Randolph;_-Hamy . Pollard, Eva Taylor, Finis Stevens, and Norris Short. A quorum was declared by Chairman Randolph. RepresentinS,the Planning. Department were Director,©avid Cunningham9 ,Assistant Planner Thus Aumock, and,Secretary Laura Southmayd. Guests were Jefferson -Port Townsend Regional Council Planner David -Goldsmith, Port Townsend`L'eader Reporter Robert Carson, and Petitioner Jeannette'Earhart. Minutes of November 2nd and -November 22nd were approved as written. Minutes of July 6th-, which were never received by members, were distributed for review-, Action on these minutes wi tll be tak6n :at :the .next .regular meeting, II. PETITIONS'FOR VACATION OF COUNTY ROADS A. Robert Tuttle: Tom Aumock reviewed the petition for. the vacation of 1,500 feet of the Old Highway within the Eisenbeis Bay,View Addition. Members 4iscussed'"the proposal's compliance with the Comprehensive-Plan's desig- nation, of "residential" for the subject area. They found that, -in order to . determine whether the petition aided, or was contrary to, sound residential development, certain information would be needed. They would need to know the reason: -for the vacation, if the petitioners are adjacent property owners,'. -and what the County Eng-ineer`s recommendation is. George Burkhart moved to able the petition until sufficient information could be obtained. Finis Steve s seconded the motion and upon'a vote it -carried unanimously.- B. Richard and -Jeannette Earhart: Tom Aumock reviewed the petition for the' vacation of 340 feet.of an alley in Block 8 of South Port Townsend Addition._',, Petitioner Jeannette Earhart further reviewed the proposal. She said the reason for the request was to insure that the alley, as .it was originally surveyed.and as it now exists-, could not be changed as resurveyed. Also., she sa.i.d-the p6wer company and the city water department, having.-a.utilities right-of*way within the alley, had no.objections to the vacation if an easement is'provided. Members discussed.the:proposal and its compliance with the Comprehensive Plan. Norris Short moved to.recommend, to the County Commissioners they disapprove the petition as.tWiproposal, being in an area designated 11residentialK by "the-Compre- hensive Plan., would be detrimental to orderly development of other-4.1leys i;n the plat. Finis Stevens seconded the motion. -Upon a vote .the. motion was- unanimously disapproved. After further discussion, Harry Pollard moved to recommend to the ,1 -1- w County Commissioners they, tabl a the petition because the action .,requested. does not meet the action,,of the-potitioners, and alternate -,remedies should be investigated. -Eva. Tayl-br seconded the motion and upon a vote.1t carried -.unanimously - III. MISCELt A-NEOUSiCORRESPG%DENCE/CONFERENCES -A public hearing, on the Planning Commission's1978 proposed:.budget-,.-was held: December 7th. The County Comissioners made�one..cui in.the Commission's expert ditures; in "travel and -subsistence" the estimated.$2000 was changed to.$1000. -The Planning Department's-1978-proposed program -,.was,reviewed`. Members felt a road/access ordinance shoui"d be a higher priority item than proposed. -Members discussed problems involved Lwith neviewi~ng"road vacatfan.petitions.. Norris Short moved to recommend that, in view of the -fact that some`- appl-ications for road vacations are -faulty, the Planning Department should review each - application before they are filed with the County Commissioners: Further, -that a new application form be designed so sufficient information could be obtained from -the 'appli cant. Harry Pollard seconded -the motion. Upon a vote it carried unanimously. -The recent Superior Court decision on Pacific Rim 0r6up's proposed camper club on the Toandos .Peninsula was' discussed, The judge's determination was -that,.the-- existing County Camper Club Ordinance did not apply as it is based -on a state statute that was not applicable to camper clubs (Chapter 58.17-R.C.W., ,tubdf- --V :Sion of Land").-. The County .has jurisdiction over the camper club- if the developers apply for a building permit. The State-Environmental"Policy Act requires review of a development. -The A.A.W. "Short Course in Planning", being sponsored by the Commission, will be held February 11th at Fort Worden. Members agreed to not invite other counties IV. ADJOURNMENT'.
