OPENING BUSINESS Chairman, .`Randol ph. called the meeting to order , at 7:35 p.m. Members present were Karl,Randolph, Finis Stevens, Fred Houghton, Chet Dalgleish, Ed Wainwright, and Harry Pollard. A quorum of six was declared by Chairman°Randolph. Representing the Planning Department were Director DavidiCunningham, ,. Assistant Planner Tom Aumock and Secretary.Laura Southway.& Guests were Leader Reporter Bill Dewitt, Kala Point Consultant William Hendrichs, Pope and Talbot Engineer Chuck McLearnsberry, Seamount Estates Engineer Harry Irwin, Short Plat Applicant Olof Ford, Resource Planner David Goldsmith, and Mrs. Adell Swanson.. Minutes of December 3, 1975 were motioned,to be approved by Ed Wainwright and seconded by Fred Houghton. Upon vote the motion received unanimous approval. II. CORRESPONDENCE/CONFERENCES Port Angeles Evening News article "Peninsula Men on.Panel."; a 14-man committee is being organized to assist the Olympic National Forest with its land use planning. Five men were chosen from Glallam and Jefferson Counties. Seattle Post Intelligencer article "Water Hyacinths Replace Sewerage Treatment Plant"; in Orange Grove, Mississippi water hyacinths are being used to process the communitys sewage instead of a sewerage treatment plant. The process is proven very successful. The Cooperative Extension Service of the Washington State -University is sponsoring a short course, 'Soil Erosion and:Sedimentati.on Control", February 4th and 5th in Olympia. In cooperation with the .Washington State University Cooperative Extension Service and the.League of.Women Voters, the Washington Resource Council is offering'a symposium entitled "Who Can Control Water - Who Shou.ld,Control Water -Who Will Control Water" January 8th at the Sea Tac Airport in Seattle. By the Land Development Registration Act of 1973 (R.C.W.. 98.19) two,Cease, Desist and Refrain Orders were issued to developers..I n Jefferson,County by the Department of,Motor Vehicles. -1- III. OLD BUSINESS A. Ford .Short Plat .Appl:ication. #S32-7.5 Variance.. Request.:. David .Cunningham reviewed the proposed subdivision and the request.for a variance.fro6the-- 60 foot legal access provision to a.30 foot access..provsion.. Applicant Olaf Ford explained circumstances peculiar to the property, which involved, history of the existing access, situation.of his welliand adjacent property ownership. After a period of discussion Chairman Randolph.reviewed.cond Lions of vari-ance findings as stated. in Section 8.30 of the Jefferson County, Subdivision. Ordinance. A motion was made by•Ed Wainwright.;to_make.a:.recommendation to the Board .of Commissioners to approve the variance in that it conforms to the findings -as stated. Finis Stevens seconded the motion„and it was carried by & unanimous vote for approval. B. Seamouht_.Estates`aftis.ion 4 Final Plat:-r David Cunningham reviewed the preliminary plat, (approved in September of 1974).,.of the 30 lot subdivision. and reviewed the submitted final plat. It was noted a site -inspection was made January-6th by Mr. Cunningham and members -Ed Wainwright and Chet Dalgl.eish. Comments.and,recommendations were explained in a letter of January 7th to -the Board -of -,Commissioners which was drafted by the Planning .Department ;for, the, Planning Coftfssion..(4ttached to the official minutes). Seamount Estates Engineer Harry Irwin agreed with the said letter. After discussion Ed Wainwright made a motion to Commissioners to approve the final plat subject Stevens seconded the motion and it received a, IV. The Plat Report (attached, to official minutes) `was ,exati.ned..by_members. Mr. Cunningham noted conditions of approval by the Health, Engineer and Planning. Departments. Preliminary Pl.at Karla Point,Division, 2, #5-75: David Cunningham outlined.the proposed 265 lot subdivisi q. He noted the.Developers are -not requesting preliminary plat approval. onlry-an unofficial consent to develop the road design. Karl"a .Point Consultant .Bil.l., Hendrtchs gave further tinformation regarding their request. The imposed project area is a heavily wooded region making.it very hard for a°backhoe to get in to dig holes for septic tank approval. Therefore, with the road system expanded septic tank investigation .coul'd'-- de. Discussion ensued on the road design. Members questioned the main arterial., Prospect Street., believing that -14 driveways would be hazar- dous. County Engineer Ed Becker suggested.possi-ble solutions, larger setbacks or one driveway to twa lots. Members pondered maintenance and .building problems that might exist with these solutions. C. 1976 Road Construction Program: County.Enginner Ed Becker reviewed. the 19 road construction,04 fit& .outl.ined is the 1976 Road Program. Ed Wainwright questioned Mr. Becker on item 4, wi:shing,::to know if the entrance intersection at Cape George Colony was includedA n the spot safety improve- ments of intersections. Mr. Becker reel-ted that if the.cost could justify the improvement it could be done. It was agreed that a petition made to the County Commissioners would be the first step in accomplishing the project. David Cunningham asked Mr. Becker if item 2 covered road name si.gns and how these names were designated. Mr.. Becker stated sign naming would-be included to some extent. Discussion revealed that names were given in various ways, mailmen, plats, etc. Mr. Cunningham..noted.the Quilcene high-school students made signs for the Qu.ilcene area and that such a project could be done in other communities. - Chairman Randolph stated the.Comprehensive..Rl.an does. not incorporate cri- teria for the road programs. He suggesteda methodology for approving the programs should be constituted into the Comprehensive Plan. Mr. Becker said he would be most willing to present criteria for choosing construction programs to the Planning Commission. -3- V. ',Our comments and recommendations are as follows: 1 Tract A -Open Space must be provided a 15 foot access easement along, the lot -line common to lots 9 and 10 for ingress and egress to said'' tract. (as per condition A, Action Report of September. 23,.1974) 2. The Access and Utility Easement common to lots 56 6, T, 8, 9, 10. and 11 was not a portion of the preliminary plat. In order too -provide adequate physical access to these lots, the narrow road which has been'`' gradedwithin said easement should be ditched, ballasted, and surfaced to the satisfaction of the Jefferson County -Director of Public Works. 3. Lots shall be restricted to single-family residences only, and subject -to the same restrictions, covenants, and community organization provisions as previous Port LUdlow subdivisions. r JEFFERSON COUNTY 1976 ROAD CONSTRUCTION PROGRAM NARRATIVE The following 19 road construction, projects, _ making. -up the anticipated 1976 road construction program for the Jefferson County Highway Department, have been individually reviewed by the Board of Jefferson County Commissioners to- gether with the Director of the Department of Public Works and the following assessments have been made. For the sake of brevity, some projects have been grouped together being catagorized as a type of project. If implemented, thi's ; - 19 part program will insignificantly affect the environment.• Individual. assess- ments are available at the County Engineer's Office at the. Courthouse,, -Port Townsend. 1.. County 'Wide Light Bituminous Surface Treatment is a part of the- effort to upgrade existing gravelled roads by stabilizing the loose and dusty surfaces by "Black Topping". = 2. County Wide Signs and Traffic Control is a continuing, plait to ;. provide an improved system of pavement markings and traffic -control signs -to aid safe traffic movements on Jefferson County roads. 3. Drainage at Paradise is an effort to lower the water table along the roadway within this growing community, thus providing a more stable road system. .An interesting side benefit to this project is that the entire Community will benefit by virtue of -the lowered water table. r. 4. Intersection Improvements sometimes called spot safety improve- : ' ments, is aimed at reducing the hazards existing at some inter- sections on County roads. Many of these faulty intersections were.contracted many years ago before the advent of the r:y higher speed auto. 5. Prospect Street Surfacing - a lift of gravel plus a bituminous surface. 6. Airport Road to Chimacum Shoulder Paving will be a safety project to provide for safer traffic movements for autos and bicycles. . 14. Shine Road Surfacing - same .as item 5. --_ 15. Hazel Point Road Surfacing - same as item 5. 17. 'Ballast and Surface Quilcene Streets will be an effort to ' upgrade some streets in Quilcene by placing ballast, crushed gravel and asphalt surfacing. 19. Ballast and Surface some Irondale Streets - same as item 17. Items 5, 6, 14•, 15, 17 and 19 can be grouped together in that these, items all are involved with surface improvement on existing substandard' facilities. 7. Mats Mats Beach access will provide a more direct and safer access route to the residential community of the Mats Mats -area and eventually the Olele Point residential area. This will, be done by building some ne,* roadways. and upgrading some existing roads. 18. Hadlock Street (Ki.vely) falls within the same group as item 7 and will provide a safer route to Lower Hadlock. 8. Maple Creek on the Hoh River is planned to be an additional more 'direct route to the South Hoh river area serving residential, recreational and industrial needs of the area. The present access - is by Department of Natural Resources roads which are quite', circuitous -and serve as logging roads thus the existing roads can be hazardous at times for non -logging traffic. This is a part of a contract -stage construction program inaugurated in 1965. ;. ..The next and final element is planned for a new bridge access' the Hoh River replacing the Huelsdonk bridge which has been kemoved because of safety problems. This project will allow for additional recreational development plus tying the communities of the North Hoh and the South Hoh together. 9, 10, 11•- Are bridges meant to replace existing substandard structures. The proposed structures will provide for more adequate, safer stream crossings. 12. Gardiner -Grant -road is programmed to be reconstructed on nearly the same alignment. -The improvements will be widening and resurfacing with ballast, graded gravel and bituminous surface treatment.' This route improvement will provide a more adequate access to* Gardner Beach recreational and residential area. ; IA. West Valley Road is planned for improvement by realigning both ^` horizontally and vertically. A marked bicycle path is planned adjacent to the travelled way as an effort to separate the bicycles from the auto traffic. The design will also allow for equestrian - traffic to be separated from the bicycles .and autos. 16. Dabob Road project is planned to widen, realign., grade and resurface the north end of the existing Dabob road near Center. 20. This miscellaneous construction item. is intended to allow for increased Costs of -Construction plus unforseen emergencies that often arise requiring construction. / Edwin A.
