Chairman Randolph called the meeting 1to order at 7 tt,36 . p;m.' ,

A quorum of six was declared by Chairman=Randolph.

-Representative of the Cooper. Point Association Ron Clarke..was introduced by
DaVid,_.Cunningbam. Mr. Clarke gave,,a brief .examinattion-,of "planning." as It,
ref ates to. ' el ected .officials , the planning- 'commiss.ions,the p'l annii;ng `-staffs., ,
the people, and- the: -performance of:_comprehehsive plats.
The Cooper Point Association of Thurston' County isa citizen. gpogo-that.is.,
playing a successful role in the planning field. A review, of`the formation
and organization of the group was made by Mr'. Clarke, Further, atrevi .ems_`
made of the Cooper Point Comprehensive Plan and- how 4t lworks ln•,the coti }rtity. ,.
After a slide presentation was shown on the .Asociationl arad. t:he cnity: j
lengthy question period ensued.
NOTE: Due to the lateness of the hour the Planning Commission merbers
resigned themselves from the question period:to continue ;other matter's'of
business. Guests remained to continue the, -discussion period..

24, . 197S were made by members.

After, discussion on criteria of such an. extension *as stated.-Iln ,the:. Jeff -

V. CORRESPONDENCE/CONFERENCES
David Cunningham reviewed -the conference "The Taking Issue" of January
23rd and 24th, sponsored by the
The Planning Association of Washington Spring Conference wi-11 be March`10th
through the 13th in -Olympia at the Tyee Motor Inn. It,was noted the only
costs the County'woul-d incur for members expenses would,be-their°mileage.
The County Extension Service is sponsoring a conference February 12th at
Fort Warden ,an '!Soils and Land Management"
V. COMPREHENSIVE 'PLAN C",
Due to the --lateness of the hour discussion on the first.draft.af "Commercial
Development" will be postponed until a further meeting.
A guest, Robert Haugland, asked members if citizen input through -,organizing,
of -area committees should be made at this ,time. It was generally agreed by
members that- a general plan should .be drafed -and then submitted to, the
public hy`4planning areas" for their input.
David Cunningham noted the Interagency for --Outdoor Recreation is.changing
their. policy..guidelines for park and recreation .plans. therefore,discussion .
on Jciferson County's draft plan may be delayed.
VI. ADJOURNMENT
At 10:I-5 p.m, a motion was made by Finis Stevens to -ad
journ the meeting: It
was seconded by Ed Wainwtight and was carried -by unan mous.vote-.far ..approval,
