OPENING BUSINESS Chairman Randolph called the meeting to order at 7:4a p.m. Members present were Karl Randolph,. Finis Stevens, Fred Houghton;- Est±. Wainwright, and Eva Taylor. I� Chairman Randolph declared a quorum of °five being'present. Representing the Planning Department werp.Director David Cunningham.. and F Secretary Laura Southmayd. Guests were E.C. Franz of Cape George Colony; -Port -Townsend -Leader -'- Reporter,Bill Dewitt, and -Resource Planner Davi-d Goldsmith,. Minutes of February 4, 1976 were mot•ioned,to be approved,,, as written - by Ed Wainwright. A second was made by°Fred Houghton. and -upon a vote - the motion recei°ved unanimous approval. I I . 1976 P# ANKNG' STRATEGY Chairman Randolph -and David Cunningham discussed-wi-th,.members goal_sito be met in completing the "Comprehensive Plan" and -the "ParkRecreation,.. and Open Space Plan". Due to an April'deadline..0n.-_proposed-applications: for they- -Interagency. Committee for Outdoor Recreation funds$ discussion on the draft "Comprehensive Plan" would be delayed until after the "park PlaO is,' -,complete. Deadlines for the "Comprehens.iyo-Plan"' were discussed revealing that within a year it should be complete. 'Eva Taylor questioned implementing such.plans. Four years ago a_Lake Leland swimming area was approved by the Commissioners, y t.nothing has been done to date in providing the facilities designated. Ed Wainwright _ =r motioned to recommend to the 'County Commissioners they provide 41irst. class swimming area with a swimming float at Lake Leland using.-funds�,made available by the Bicentennial Project. The motion was seeonded'by Fred, Houghton and carried by a unanimous vote for approval: ?. III. CORRESPONDENCE/CONFERENCES A special issue of "Small Town", Volume 6, Number 1., on- "7'he Process"of Planning in Small: 'towns" was distributed among the.members. Special note, �,. was made of an article.on pages 30-31. The Planning Association of Washington is'holding a conference March 10th„ through the 13th, 1976 at the Tyee Motor -Inn in Olympia:: -A -review df the' agenda -revealed the conference.would not be particulai-Ty beneficial. IV: ARNOLD TRACT, LONG PLAT APPLICATION-4176(, T, David Cunningham reviewed circumstances of the proposed pT-,%t. TWow'ner ` of the small ,acreage located in Cape George Cgrj-ony.,, Arnold,. Palmer, received - s preliminary plat approval in 1973. Problems exist,n$ between the;.Colony and Mr. Palmer were left unresolved, thus, the,preliminary plat expfred. tee -Arnold now has the option to buy the property with the condition he receive pre -plat approval. ©avd'Cunningham reviewed the proposed project,"roads, layout of lots., and existing marina, noting the Health, Engineers, and Planning Depart--" ments.--have .approved the -prel imi:nary plat (Plat Repgrt' attached `to" the 1 official minutes). Mr, Cunningham stated avariance-has', been requested to create private rather than public roads. Cafe George propertyowner, E.C. Franz, stated previous objections to- the 1 Palmer plat concerned"the.Lvater system. Buyers..of the lots could -have the benefits of the Club without being members. RECREATION, AND -OPEN SPACE PLAN David Cunningham -briefly reviewed each. chapter of the draft "Park„01an" as written by the Planning ®apartment: He noted Chapters., 5i and would be -most critical and subject to more lengthy -.discussion by, -the Commission I, and the board. Mr. Cunningham ekplained the State found it to be unacceptable -.therefore, they wool d :not fund any projects for Jefferson County. The . Site Inspection Report: Site is level, qrass land with some trees on a a high bank cliff overlooking west:Clallam County and Discovery Bay.
