I. OPENING BUSINESS
Chairman Randolph called the meeting to order at*7 4O p.m`.

A quorum of seven was declared by Chai.rman.Randolph
Representing the Planning`Department were Director David Cunningham and-
Secretary'Laura.Southmayd..
Guests,included the Board.of County Commissioners; Chairman 8.0-. Brown, A.M. ,
O'Meara and Carroll M, Mercer:, Port Townsend Leader Reporter Bill bewitt.,`and
Resource Planner David Goldsmith.
TI. PARK,"RECRE TION, AND OPENASPACE PLAN
David Cunningham stated there are two reasons for-developing.1the "Park'Plan'':
(I) an increase in the population will cause an -increased -demand for:park and
recreatlon.facilities, and„(2) I.M. funds obtained .by-taxes,.and a Referendum
Bill should' be spent in Jefferson 'County whose: citizens -pay for thane funds.
Mr. Cunhi ngham. further stated. -the ten chapters 'of the draft'." ".Plan" cover the`
required areas designated by I.A.C. guidelines.
Minor corrections had- been. made throughout the texttAythe Planning Department,
on typigrap.hital errors and misspellings. Comments on,the:contents wire made
as each chapter was reviewed. w
In Chapter 1 (The County and Its Resources), reference to Puget'Sound bordering
'East Jefferson County would be -changed to :admiralty Inlet. Under Accessibility
the addition of "a seasonal ferry service to the east" would b. made.'
In Chapter 3,,{Inventory of''Park and Recreation Resources).; an'explant..on was
made, of how the planning:areas were designated; through topography -,population
census .maps, etc.- Also in. Chapter 3 the deletion of resource."No.public boat
launch"ramp" in Planning Area 2, as it is•not a.asset..
Several comments were made of Chapter 4 (Coals and Policies). `Number 15'poicy
was suggested as'being discouraging. A question►.on Policy 17 was raised, -should
there [ie'4`segregation between+ in -county and out-af-county residences, making an
inflexible policy? .A'motion was made on Policy 18 by Norris Short; to change
the word "should" to "+could" and extract the last phrase "and,.not With county-,.
wide tax revenues'. The motion was seconded by Ed WofnwH ' and carried by a
unanimous_vote for approval._ On Policy 19 it was generally. agreed'to-extract
the,last phrase "as required by�the Jefferson- County tubd1vi`sion Ordinance".
It was explained that Chapter-5 ('grails) was devised by. the-, Trail,s..Comamittee,
In discussing`this'chapter it was agreed to drop Policy,14 under "Standards, and;
Design",. it being repetitive..:, It was further agreed.,that. Policy 19:, under -the
same section, should be revised to.hote turnouts do-not,necessari.ly have,. to be
at the summit. A motion was made by Finis Stevens, seconded by Fred_Houghton,
and carrle6_-unanimously to add a Policy, Number 23,' which woul.d.state "Even-
though bicycle trail-construction'is not complete, signs should -.be erected to
designate such trails Membbrs,:wished Mr. Cunningham to question the County
Prosecutor on the legality of this Policy.
Several:.:changes were shown to be made on the trail maps of.this chapter. EvA.
Taylor suggested:.the-addition of a connecting horse trail on the West uncut
Road and part of the East uncus Road.
It was agreed: -in Chapter 6 (Action Program.for.Various;Cormmunitt6s Within ,the
County) that the first action program for Planning :Area 1 should -be commented .
upon by the Commissioners. In the third action plan "and coin-metereV.Wo.uld-
be deleted.'
In Planning Area 3 the second action plan would have the addition "such as clam
digging and picnicing" at the.end of the sentence. A sixth --action plan was -
suggested; "School District property on South Marrowstone Island be -provided
with.public access".
It was suggested In Planning Area 4 the Port owned Hadlock Boat Launch site
would be designated a horse swimming area.
It has been indicated that funds for improvement of the first action plan of
Planning Area 5 may be provided.
The first action plan of Planning Area 10 was changed.,.by general agreement, to
read "Day -use -facilities at East Quilcene County Park should be improved It.
was noted the Lake Leland swimming area would be added -as a second action plan
for this Planning Area.
It was agreed.the last two sentences of the action plan for Planning Area 11
would be deleted.
It was noted the Project Priorities, Cost Estimates and Funding Source(s) shown -
in Chapter 7 (Capital Improvement Program) are only base projections. .The 1 .A.C..
will -not deny allottment of funds if these projections prove inaccurate. -
The remaining chapters were reviewed briefly. It was noted a "Summary of Find=
ings and Conclusions" would be made. Fred Houghton made a motion to recommend
to the County Commissioners that they approve the "Park., Recreation and Open-
-Space Plan".. After a second was made by Ed-Wainwri-ght,the motion carried. With
a vote for unanimous approval.
Ed Wainwright:.movdd to dispense with further hearings on the "Parr, -Recreation,
and Open -Space Plan" by the Planning Commission and: turn it over to the County
Commissioners. The motion was seconded by Fred .Houghton and carried by unanimous
vote for approval.

APPROVAL`OF''MINOTES
it was motioned by-Ed.Wainwright to approve the minutes of�March 3-, 1976 as
written. Eva UyTor seconded, the motion' and it'carried by unanimous -approval.
Fred .Houghton motioned to approve'.the mtnutes-of December 3; 1975 as written,..
Finit Stevens. seconded.. the motion.b It carried by a unani.mous,16te for
approval. -

CORRESPONDENCE/CONFERENCES-
RegistrAtion forms were :passed out to members 4on a -,seminar -of March 271, 1976,
at the, plars Restaurant in Silverdale by-the_kitsap.'County Extensi:on.Agency
entitled- "So You Own a Piece- of L-andH.
Brochures of the Washington -State Interagency�Committee fora.Outdoor Recreation
were-d stributed among the members. The brochures;expla ned the.historyry<need,
organfzatton,etc:,,oC the Interagency,Comnitte for Outdoor Recreation.

NEXT -MEETING
It was noted by Chairman Randolph the April meeting could.be-cabcelled so
Mr.. Cunningham could -have time to draft the Comprehensive P,an. `A motion was
made by Ed Wainwright to dispense with the.next regular meeting. ;The -motion
