I. OPENING BUSINESS
Chairman Randolph called the meeting to order at 7:40 p.m.
Members present were Karl Randolph, Fi is Stevens., Fred. Lester, Harry Pollard,
Ed Wainwright, Norris Short, Chet Dalg eish and newly appointed?Ddrii~he.+
Harrington.
A quorum of eight was declared .by Chairman Randolph.
Representing the Planning Department were -Director Davi-d Cunningham, Assistant
Planner Thomas Aumock, and Secretary Laura.Southmayd.
Guests were Resource Planner David Goldsmith, Jefferson County Public Works
Director Edwin Becker, Developer Helen Dent -and Developer's Road .Engineer..
Minutes of May 19, 1976 were approved as written.
II. CORRESPONDENCE/CONFERENCES
Letter of June 15, 1976 from the Washington State Office,of Program Planning
-and .Fiscal Management stated county population estimates for.197.6.
A letter4rafted.:by Chairman Randolph to the Olympic Health -District making
three recommendations on sewage disposal methods; (1) the Olympic Health
District immediately institute a resear& program through its present staff,to
evaluate alternative means of sewage disposal systems currently available for,
use in Jefferson County, (2). the Olympic Health District establish administra-
tive procedirestto;- bilstate the use of systems. which prove to be -effective,
and (3) the .Clivus. Matrum system be approved for,use-in Jefferson County. -Ed
Wainwright moved to approve the letter and have it sent -to the Olympic Health
District. Finis. Stevens made a second and upon a vote the motion received
unanimous approval.
III, FINAL PLATS"
A. Woodland Acres, #3-75: As explained by David Cunningham, the final .piat of
the 65 lot mobile home park of Irondale-was submitted for approval. Mr. Cunning-
ham reviewed preliminary plat conditions noting those met by the developer.
After:discussi-on Ed Wainwright moved to make a -recommendation to the County
Commissioners to approve the final plat submitted. finis Stevens made a second
and upon a vote the -motion carried with unanimous approval.
B. Kala Point Division 2, #7-74: David Cunningham reviewed the final pleat of
the 170 lot subdivision and conditions met by the developer of preliminary plat
approval.
After discussion Finis Stevens moved to recommend approval to the County
Commissioners of the final plat submitted. Ed Wainwright second the motion.
Upon a,vote the motion received unanimous approval.

PRELIMINARY PLAT RENEWALS
A. Hoh Rain Forest Lott; #2=74: The 17 lot preliminary plat, 'l.ocated-vest-of
the main stem and on the - south fork of the. -Hoh River,, and. peel iminary plat
conditions were reviewed. As David Cunningham explained, the..deieloper has
asked for a one year renewal for meeting preliminary .plat condifions.
Members discussed then request. Norris

B. Rondelay Meadows, 4245; David Cunningham .reviewed. -the 18 lot .subdivision
of Diamond Point and preliminary plat conditions.- Mr. Cunningham noted the
developer has -asked for a renewal of one year for meeting.:prelimi-nary plat
conditions. In response to this request a letter of July 7, 1976cfrom the
Olympic Health District to Developer Helen -Dent was read.
After a discussion period Ed Wainwright moved to .recommend approval, of-Oe
one year renewal request to the County Commissioners. ...-iFtnft Stevens. second
the motion and upon a vote it carried with unanimous approval.
1977 AND SIX YEAR ROAD PROGRAM
David Cunningham made a brief introduction. The 1977 Road,Program has.been
proposed by the County Public Works Departmeot-and was submitted to the County
Commissioners for approval. The Commissioners have requested Plannng-Commis
Sion members review the program for conformance with the Comprehensive' -Plan.
Director of Public Works Edwin Becker reported -ta- members on.the proposed
program. Mr. Becker reviewed the priority rating.system-. Further, Mr. Becker;_
discussed with members individual road priorities and type of construction to
be dune.
It was suggested the horse and bicycle trails system_proposedjin the.draft
"Park, Recreation and Open Space Plan" be incorporated into:the road program.
Mr. Becker stated this could be.done and requested a copy of -the proposed
trails plan. It was further suggested the Trails Committee.should 1 st horse
and bike trail priorities.
Mr. Becker noted'he would be getting newrecruits from the Youth -:Conservation
Corps but dial not have any program to place them in. -It was -suggested the
youths could do bike and horse trail preparation. Resoure Planner David
Goldsmith informed members of a bike sign system,�the "Dan. -Henry System",
currently being used to designate bike routes. Poss°ibly the Youth.Corps could
be activated in instituting this system in portions..of Jefferson County. -
It was- suggested proposed .annual road programs should be .published -.to ,infor.�n the
-public of upcoming road construction. Public comments could.then_'be made prior
to construction stages.

It was further suggested annual .programs should be mapped for easier compre-
hension of roads des.ignated.for-improvement.
Norris. Short moved to. -recommend to the.County Commissioners -the 1977 Proposed.
Road Program is in conformance with the Comprehensive Plan and further the
Planning Commission recommends Road Programs shou14..(1. have«the trails
program incorporated in the Road Programs,. (2) annual= Road.Programs .should be
published for public review, and (3) annual Road Programs .should be mapped for
easier comprehension. Ed Wainwright second the motion. Upon a vote the motion
received unanimous -approval.
VI. VARIANCE REQUEST -.SHORT PLATS
A. Kenneth., Boyd #4;�.76: - ,- As explained by . Davi.d : Cunn.,inghham, Short Subdivision
Applicant KennetA Boyd has asked for a variance from -the 60 foot legal access
provision for a 30 foot access provision. The proposed-project.i.s for the
division .of 5.6 acres into 4 parcels and is located north of Highway 104 and
east of Teal Lake Road.
After.discussion. Chet Dalgleish moved to table the request for a variance; em-
bers were unable to determine if the,req.uest complied with findings of the Subdi-
vision Ordinance Variance Section. Fred Lester made a second. Upon a:vote
the motion received unanimous approval.
VII. TRIDENT/INDIAN ISLAND IMPACT ANALYSIS STUDY
David Goldsmith'reported on the analysis made.. -,.Areas subject to documontati.on
were population, time -distance travel, housing., and such public facilities as
schools, fire protection, medical aid, emergency care, and library,service.
As stated by David Cunningham a summary of the analysis entitled "Nett -Neighbors"
will be published in the Port Townsend leader for public.review. Copies of
the summary were distributed among members. Staff suggestions stated: -in the
summary were reviewed. David Cunningham stated two°additional suggestions that
would be added:..(1) Public agencies and other groups interested im the County's
economic future should explore and promote public discussion of -relevant local
economic issues. (2) -Local comprehensive plans, utility plans, park and recrea-
tion plans, etc. should be.reviewed and updated. with respect to the upcoming
period of accelerated growth anticipated because of the Trident and Indian Island
projects.
VIII. COMPREHENSIVE PLAN
A brief review on the status of•the Comprehensive Plan Update was made by David
Cunningham. At the next Planning Commission- meeting.a review of.the Comprehen-
sive-Plan will be made with the County Commissioners.
IX. ADJOURNMENT
The meeting adjourned at 10:35 p:m.
X. NEXT MEETING
The next meeting is scheduled for August 4, 1976...
