I. OPENING BUSINESS
Chairman Randolph called the meeting to order .at 7:40 p.m.:
Members present were -Karl Randolph, Finis Stevens, Chet.,Aal.gl°eish, Dorithe
Harrington, Ed Wainwright, Fred Lester, Norris Short, -On tafty-,?ollard.
A quorum of eight was declared by.,Chairman Randolph.,
Representing the Planning Department were Drector.David Cunningham and Secre-
tary Laura Southmayd.
Guests were Community Development Planner David Goldsmith, Applicant Represen--.
ative Jon Shotwell and Sdrveyor Ken Clark.
Minutes of July 7, 1976 were approved with one correction,.newly appointed
members' name is Dori.the Harrington not Gloria Henderson.
II. LONG SUBDIVISIONS j
A. Chimacum Creek Estates, #2-76: David Cunningham reviewed,the'preliminary_
plat of Clrimacum Creek Estates. The.27 'lot subdivision is located east of
Ness' Corner on the south side of the New Hadlock County Road Tying west of
Chimacum Creek.
Mr. Cunningham reviewed recommendations from the Health, Engineer, and Planning
Departments.
Discussion ensued.on'the usability of the open space area. It was noted the
Pegulati.ons do not establish any usability -policies for open space.
Fred Lester moved to recommend to the County Commissioners to appprove the

unanimous approval.
III. CORRESPONDENCE/CONFERENCES
- Planning Association of .Washington Fall Conference willtake..place in Wenittk,
chee, Nove dr��l7tfti,and 18th. The Conference is on "Local Government; Where
Growth Management Occurs".
- Fi.nal Environmental Impact Statement from the U.S. department of Agruculture's
Forest.Service on an administrative action.to designate types -of ,travel -permit-
ted, restricted., or .prohibited s . trails and areas of` the Oly�mp�fc National
Forest.
IV. 1977 PRELIMINARY BUDGET
David. Cunningham reviewed budget categories for the Planning Commission.-,
It was noted "Travel and Subsistence" covers cost of,member's mileage incurred
for Planning Commission business.- This category does..not. include "expenses for
conferences that members wish to attend, as decided by,.the'.County,Commissloners, ,
although the Planning Enabling Act designates such expenses coulA, be covered by
commission budgets.'

David Cunningham noted $500 would be added to, the" -"-Travel, and Subststertce":
category to cover costs of conferences attended by -members.
Harry Pollard moved to recommend to the County Commissioners to,approve the`
budget as amended. .Ed Wainwright trade a second -and -the motion carried-wi.th
unanimous approval.

David. Goldsmith reported On the survey conducted at the'Jeffersoh County fair,
August 13th through the 18th.
Those services which had a higher indication of being poorer than others were
School systems, roads garbage disposal, animal controly.transportati:on,,,-And,
land development standards. Comments made. on these services. were reviewed.
Mr. Goldsmith not d more than 50% of the responses indicated -they tifthed'}to`
have growth and d velopment policies which.would encourage -steady but slow
growth.- Further, their comments emphasized quality not�quan ty in g-rvwth for
the County,
The .majority of `response's showed that in residential-'^su iy s1on - ,cp OCLIal
industrial, and park and recreation developments the 16c' an was 'the -prime
concern;
It was indicated, almost unanimously,, there was a need:tor,develpp,policies and
j' standards to conserve prune Agricul:turall and' timber hands', °serrsitive:natural s
areas, anal cultural and historical areas. -A majority indicated ifksuoh'policies
ah&standards limited one's use -of his or her land compensation was justified.
Further, a majority indicated that a reduction of taxes.was-the beit'compensa-
tion .
Regarding employment opportunities, 50% indicatedthey, are poor.in_3efferson,
County. Comments stated there is no diversity, only one major employ�r;.�nd'
future employment ahould center on natural resource industrtes sudh,s fishing,-_
,timber harvesting, etc.
A majority indicated that local park development monies -should_. be-io'n�t. on'�facil-
itiesdesigned to verve ,local residents.
The majority of re:lponders-of this survey either livedn:,Jeffer.son ' e rity from
5 to 10 years or 2.r1-or more years.

Members reviewed a list of projects and programs for 1977. No suggesiions were
noted regarding priorities.
VIII-. NEW APPOINTMENTS AND ELECTION
David Cunni,rzgham:noted two members terms, Fred -Lester and Ed: Wainwright, have
_ terminated. '`Both were asked to indicate to their appropriate Commissioners
if they wished to -be reappointed.
Karl Randolph noted nominations for a Chairman and Vice -Chairman would be made
at the next meeting.
IX.' STATUS REPORT - MARROWSTONE ISLAND AND COYL.E COMMUNITY�DEVELOPMENT PLANS
David Cunningham reported on the.community levelpment plans, Both Marrowstone
l Island and Coyl.o-are-dexeloping plans for their spectfic.communi.ties regarding
growth. and development. These plans will be brought to the.Planning Commission
for review'. Members would incorporate all or,part of -the community. plans into
A. the Comprehensive Plan,.as individual chapters, and sent to the County Commis
si'oners for their acceptance.

3. The water system design and construction shall be approved by the Water
Supplies and Waste Section, Health Services Division, D.S.H.S., as per the

or built.upon until water service is guaranteed -and hook-up fees paid. Verifi-
cation of hook-up fees having been paid will be -necessary prior to the issuance
of a building permit and sewage disposal permit.
