".OPENING BUSINESS Chairman Randolph called the meeting to order at 7:35 p.m. Members present were Karl Randolph, Norris Short, Dorithe Harrington, and newly appointed members Richard Kenyon and-William,Svensson.. Arriving late were members Eva Taylor and Finis Stevens. A quorum was declared by Chairman Randolph. Representing the Planning Department were Director -David Cunningham and Secretary Laura Southmayd. Guests were Community Development Planner David 1oldsmith, Port -Towns -end Leader Reporter Bill Dewitt, Crown Zellerbach Represenative Robert Teagle, Applicants Mr. and Mrs. Edwin Udd, and Applicant Aary-Watts. Minutes of September 8, 1976, were approved as mailed wi-th-two;corrections. On page 2, the first paragraph was changed to read "._,..Fred -Lester moved to recommend to the County Commissioners to have . . ".._Throughout the minutes the word "second", when used as a verb, was corrected -to read "seconded". II. PETITIONS FOR VACATIONS OF COUNTY ROADS A. Edwin R. Udd and Irene M. Udd: As explained by David Cunni-ngham, the Udds are asking the County to vacate.a portion of the '12 foot wide Christney Road in Hadlock, The County Engineer stated he had no objections to the vacati-on and believed there was no advantage in the County retaining the road: The Udd's noted, if the road were vacated it would provide more privacyr,tc. adjacent propertyowners. Further, it would .prevent motorbikeriders from accidents as'the road is unsuitable for riding. In discussing the°proposal, it was determined the Comprehensive Pianand the Trails Section of the Draft Park, Recreation and Open Space Plan-indicated*no use for the road. Richard Kenyon moved to recommend to the County Commissioners they approve the request for the road vacation. Dorithe Harrington seconded the motion.. Upon a vote the motion carried with unanimous approval. B. Carl E. and Mary E. Watts: David Cunningham reviewed the request -for -,the vacation of a portion of Carroll Avenue in Glen Cove. The vacated road would provide a -private driveway for the Watts. Applicant Mary Watts noted -the road -is -not graded=.,or.,paved,�and furthBr the County Engineer had reported to her he did nor forsee-future maintenance of the road by the'County. 5e Crown Zellerbach Represenative Robert Teagle saw no future need for that- porti-on of Carroll Avenue by'his.company. In discussing the vacation it was determined -it was not"in conflict with the Comprehensive Plan or the Draft Park, Recreation and -Open Space,Plan. Norris Short moved to recommend to the County -Commissioners they approve the request fbrvacation. William Svensson seconded the motion. Upon a vote the motion carried with unanimous approval. C. Discussion: Members discussed compensation being made.,to the County for vacation of -roads. David Cunningham noted�a classification system could be devised by the County Engineer,,as provided by State Law, to determine the value of roads. Richard Kenyon moved to draft a resolution to the County -Commissioners requesting they take steps to initiate a program -for classifying the roads in order to meet all the criteria and requirements for'o.btaining compensation for road vacations. Norris Short seconded the motion and it carried with a unanimous vote for approval. - III. ELECTION OF OFFICERS Chairman Randolph called for nominations of a Chairman. Eva Taylor nominated Karl Randolph and William Svensson seconded. the nomination..' :Due -to the absence of three members and the new members unfami-liarity with m6mbers the nomination and second was withdrawn. Mrs. Taylor then moved,to -change Section 7 of .the By -Laws to state election of officers be made in. December rather than September. Dorithe Harrington seconded the motion. _A The motion was withdrawn when it was.polhted out a presiding Chairman's term -may terminate in September ,and a new. Chairman would not be elected until December leaving the Commission. -without -a Chairman for two months. It was decided to continue the election. Eva Taylor nominated Karl ,Randolph for Chairman. Norris Short seconded the nomination and upon a vote it,.received, unanimaus approval. Norris Short nominated Finis Stevens for Vice Chaf man:and Eva Tay1or'seconded the nomination. There being no further nominations,a vote was taken and Finis Stevens was elected Vice Chairman, unanimously. IV*-. UPDATE --.COMPREHENSIVE PLAN - Chapter 7, Development Goals and Policies, of -the Draft Comprehensive Plan, was read to members by David Cunningham. Comments on the suggested policies were made. Comprehentfvd-lPlan is the -basis for-County-ordftances, therefore theJefferson CountySubdivision Ordinance and Shoreline Management Master Program follow the principles and standards of the Comprehensive Plan. Secretary for the Jefferson Count.9 Planning Commission -3- POLICIES: The policies for future housing and residential devel'opmen�C3in Jefferson County are as fol l ows -1., A broad range of housing types and densities should be. available. for Jefferson County residents, The diversification of housing types should satisfy a varia- tion.of lifestylesand economic capabilities.:. 2. The amount .of land allocated for residential development should be reasonably scaled to.reflect demonstrated and projected demand. 3. Concentration of residential development should be related to employment centers, 'transportation► systems, -and: public facilities such as water supplies and sewage disposal. The provision and close proximity of roads, utilities, drainage, emergency services, refuse.disposal, schools, and other community services is deemed Necessary to sound residential development. Residential development should be located, designed, -and constructed with respect to such natural conditions as soil capability* geologic features, probability of flooding, and topography. ` 5. Groundwater resources,, groundwater recharge -areas, and beaches should be protected from residential wastes such as -septic tank,effluent, 6. Residential communities should. be effectively" separated from adverse.condi- tions originating from industrial operations., highways, airparts,,.',commer-, cial areas, and the like. 7— Residential development should not intrude on prime agricultural or forest.; . land. ; 8. Residential development, including mobile home parks,, should-folloW',the:,', ,=y principles and standards of the Jefferson County Subdivision Ordinancei"and the -Shoreline Management Master Program. 9. A mixture of various types and densities of residential .-dwellings,it; r- encouraged, particularly in planned unit residential -developments: 10. Innovative residential development with respect to architectural and struc-, tural design, utilities systems, and site layout is encouraged. ,.Codes, and standards should. contain sufficient flexibility to permit .innovation and experimentation'. 11. The public and private sectors should cooperate and take positive steps toward providing adequate housing in Jefferson County. .Programs -should''be. , undertaken which stimulate "residential -development and which will assure an adequate supply of --.housing for Jefferson County citizens 12. The upgrading and renovation of deteriorating structures is 'encouraged. SUGGESTED REVISIONSlADDITIONS TO "HOUSING AND RESIDENTIAL DEVELOPMENT", POLICIES, PAGES 34-35 i 2. projected demand, - J Hundreds, if not thousands, of lots`have been platted since the boom of :I the late 1.800`s. Prime forest lands should be identified from.the Forestland Productivity„Study now being conducted by the Washington Department of natural Resources. 9. planned unit residential developments.- For example, local communities - and neighborhoods should not be limited to single-family houses, but should include mixtures of duplexes, condominiums, apartments, etc: - Residential densities should reflect conditions of.water supply, .sewage dl§- posal, road access and similar facilities. 10. -and experimentation. _ As provided in the Uniform Building Code, a Board of Appeals should be appointed to "determine the suitability of alternate materials and methods of_ construction and to -provide for reasonable interpretations-of"the provisions of the Code".
