BUSINESS Chairman Randolph called the meeting to order at 7 :35 p.m. Members -present were Karl Randolph, Finis Stevens; Norris Short, Chet Dalgleish, Harry Pollard, Richard -Kenyon-, William Svennson., and Eva Tayl-or: A quorum was declared by Chairman Randolph. Representing the Planning Department were Director Dav-id. Cunningham, -Assistant Planner Thomas Aumock, and Secretary Laura Southmayd. Guests were Community Development Planner David -Goldsmith, Developer Helen -S. Dent, Wally Rutz, Applicant Pat Orth, and Applicants Christine°and Dalbert Leaf.. II. PETITIONS FOR VACATIONS.OF COUNTY'ROADS A. Herbert C. Reuter: Tom Aumock reviewed the request for,the,vacati-on,of 25Q feet of a 16 font vide�portion.of 3rd.Avenue in IrondaTe. The unconstructed usage road -is steep and winding, noted by the.petitioner as being hazardous. No utilities are located on this road. The County Engineer.has made no recommenda- tion. The road is not designated for usage in thb-f'Commprehensive -P1a -1 or i::ft�the, "Draft. Park. Recreation, and Open Space Plan" as Aa':horta orAfcydl-e gall. Mr. Aumock noted a.petition eras originally submitted in August 1971 by Mr --"Reuter and signed by several-propertyowners of the area. It Was not -known -,what -action was taken on the petition,.or if any, but the road was not vacated. 1Mr. Reuter resubmitted the petition in October 1976. Prgpertyowners Mrr.. and Mrs. S.M. Learnedi- who signed the 1971 petition, requested their .names be str!iken..from{ th6,-petitton" in a,.-.letteb =dated October 13, 1976. Norris Short moved to table the petition until a site inspection of -the road could be madetby members and an explanation of the,.Learned's opposition to'the.vacation could be made. Finis Stevens seconded the motion and upon a vote the motion received unanimous approval. B. Leaf, Shold Orth: Tan Aumock reviewed the request for,the.vacation of 150 feet of -the '70 loot wide Montgomery Street and 600 feet of the 60 foot wide Steven's Street,.both in Irondale. Neither portions -of these roads are developed or have utilities located on. them. Further, neither portions of .these roads are designated for use as'horse or bicycle trails in the "Draft Park, Recreat1on,,.and Open Space Plan" or designated for use in the "Comprehensive Plan". The County Ebgineer has not made a recommendation on the request at this time. In reviewing..the requests petitioners Pat Orth, Christine Leaf, and Dalbert Leaf answered questions. It was noted :i.f:a portion .of Stevenns Street were vacated it would leave,a number of -the Leaf owned.lots without legal access,, It,. -was suggested the platted lots be vacated coincidental with the vacation of the streeV right=of- -way. Further, a concern was expressed on the type of 'circulation that would ,be created in this block if the requested portion of Montgomery Street-were..,vacated. -1- 6 Eva Taylor moved to-r-ecommend.to the County Commissioners the_=potation .of. Stevens Street: requested, for-vaca-tion be approved subject�to-a.,conditfon that all abutting lots be vacated. - Wi11 fam Svennson seconded the motion,. III. FINAL 'PLAT OF "RONDELAY MEADOWS" David Cunningham reviewed the proposal for the di.Isidn of 34 acres 'into-18 lots, located at Diamond Point. Further, Mr. Cunningham -'reviewed conditions for prelimi.nary-plat approval. It was noted condition -five, requiring�,ma-tntenance of the .open space area being provided by propertyowners, was not meta Developer Hel.en.Dent.stated an amendment to the -plat would be made before filing the plat with the County. Norris - Short- moved to recommend to the County Commissibner-s they approve the final°plat of. "RoncL.ay-Meadows" upon the completion of the open space maintenance amendment. C t_:balgieish seconded the motion and upon a vote" -,it- -,carried with unanimous approval. IV. APPROVAL, -OF MINUTES Minutes of October 5, 1976 were approved with.the,correction of the fifth sentence of paragraph six, page two, in which "and upon a vote the motion -received unanimous approval" was eliminated. V. MISCELLANEOUS/CORRESPONDENCE/CONFERENCES -eThe reco;mqadation,,of�the Planning Commissiofi;. the -Commissioners to institute a road classification system is being investigated. The County Engineer is asking other counties for examples of their systems. - The Olympic Health District responded to the Planning Commi-ssion's,recommendation _ to adopt other forms .of sewage disposal, other than thee -conventional septic tank, in a letter dated October 25, 1976. The Health District stated other forms _of sewage' disposal are being used and other resource devices -are being researched. - Western Minerals, Inc. of Seattle informed Commoity*Development Planner David Goldsmith of a possible means of sewage disposal with ozone in a letter dated - October 22,.1976. The Company requested the County°sponsor a demonstration project. William Svennson-believed he knew of a possible sponsor, other than the -County, and he would- see- if they would Agree to. Christian ,Hfll of the Wal.1 Street,:Journal titled "Boom-in�,the West -A Buying Frenzy Hits People Seeking.,Hous6s..10 Southern California" was distributed to members. .It was noted the Marrowstone Island community survey., which will become a chapter of the "Comprehensive Plan", is still in the.process of being made. -2- 4 - It .was:.�*ted a summary of the. September 16.,17.,1976 conference titled, "Proceed- i ngs - Iffipacts of Growth.. on. Water Uti 1 i ties %. prepared bykthpp Sta; , Department of Social and,Health Services, would be obtained for members. VI.. UPDATE - COMPREHFNaI.VE PLAN David .Cunningham reminded.members policy 7 of the "�Hous.ing.-and,Residential Develop- ment!'; section is stil-1 pending approval....- Further discussion'on the poll-cy-would be made while reviewing.'the "Agriculture" section. Mr. Cunningham .read. the "Commercial Development" section --to 'members. He noted - additional information, in the processof being obtained, would be added to the introduction. Further,in the introduction, -first paragraph of page 36, the words "It is presumed" were eliminated as it -was felt the sentence should designated a fact rather than a presumption. It was suggested two more policies be made. One would limit accesses from .commer-. cial developments. Another would require that lighted advertising signs be :turned off when a premise is not open. It was then suggested a separate goals and policies section on "signs" should be made. VII. ADJOURNMENT The.meeting adjourned. at 10.20 p.m. VIII. The expansion of commercial businesses within the,County appears to be taking place in close proximity'to established commercial areas. The ,on1y noticable exception .to this pattern "is the apparent preparation of land` for future commercial development along State Highway 20 between port Townsend and Jefferson County Airport. Local financial institutions indicate that almost all commercial, -loan inquiries are related -to the City of Port Townsend .and Quit:!- cene. GOAL: Our goal is to -provide for the expansion of commercial development in , response to market demand and to insure that comnmercial develo pment is;,'located,,., designed,. -constructed, -and operated in a desirable and -well - planned. manner. To that end, the following policies are adopted: POLICIES: 1. Commmerc..al development should. be located in areas where a reasonable demand .,,tan be expected for needs of the nearby community or*to provide tourist- -oriented services. 2. ' Strip commercial development along roads and highways.leads .toiunnecessary: - traffic congestion, automobile accidents, -proliferation ,of signs, ,and the, diminishment of adjoining property values. Therefore, commnercial.,develop-� ment should be located adjacent to existing commercial. development, or -at the intersection of two or more arterial roads, or within a planned -unit commmer- cial mail. Commercial enterprises should be arranged 'and developed on blocks -of land"so . .that signs, accesses, and traffic congestion can-be`kept to.a minimum; so that security can more easily be provided; and so that adjacent property'`; values can be maintained or enhanced: - 3. Commercial development should not be located upon property having undesirable geologic features such as landslide potential., .Soil character.,isticsi such.::as'-,• septic tank suitability and bearing capacity should be favorable: 4. Commercial development should not be, -located in:areas subject to"f©tiding unless complete flood -proofing measures are.provided., 36. 5. Commercial developments should provide parking and off-street loading areas j sufficient to serve the size and type of the proposed business: Such park- ing and loading areas should be well lighted and well drained. Parking and loading areas should be jointly used whenever practicable, as a means -of conserving land and reducing commercial development costs. 6. Driveway accesses for parking and loading areas should be located and, designed in such a way that any vehicle entering or leaving such.premises is clearly visable for a reasonable distance to any pedestrian or motorist approaching the access. „ 7. Parking areal and access points should be located and.designed in such'a . f. manner that any vehicle leaving the premises`onto.a road will be traveling-. in a forward motion. 8. d Commercial developments should be adequately screened, or separated -from adjoining and differing'land:uses such as nearby residences: Such -separation can be accomplished by landscaping and/or fencing. 9. Signs associated -with commercial developments should be kept to a minimum. in F size and number. Signs -should be designed and located with regard to -., aesthetic considerations, and erected for the primary purpose of giving infor=• ' mation or direction. ; '10. Commercial land or buildings should be used in a manner which does not. create _ = dangerous, injurious, noxious, or similar conditions which would adversely affect the use or value of adjacent areas or properties. 11. Commercial activities should not emit dangerous or objectionable noise, odors,' radioactivity, vibrations, or glare. 12. Commercial developments should follow accepted standards of the Olympic Regional Air Pollution Authority so as to minimize emmission of ashes, dust, vapors, smoke or other substances which are harmful to health, animals, vegetation, or other property. ; 13. Commercial developments should follow standards of the Washington State Water Pollution Control Commission and the policies of the Jefferson-Clallam-County. Water Quality Management Plan. 14.
