NEXT MEETING NOTE: This meeting was tape recorded and the tapes are on file with the Jefferson County Planning Department. OPENING BUSINESS The -meeting was called to. order at 7:40 p.m. by Chairman, -Randolph. Members present were Karl Randolph, Finis Stevens, Norris Short, Chet Da.1gleish, Eva Taylor, William Svennson, and Dorithe Harrington. A quorum Was declared by Chairman Randolph. Representing the Planning Department were Director David Cunningham,. Assistant Planner Tom Aumock, and Secretary Laura Southmayd. Guests were Community Development.Planner David GoTdsmi,th, Pope and Talbet.Deve1- opment Representative Roy I. Funk, Mrs. Chester J. Judy, Caroline Learned, S.M. Learned, and Petitioners Dalbert and Christine Leaf. Minutes of November 3, 1976.were approved as written. II. PETITIONS FOR VACATIONS OF COUNTY ROADS A. Herbert C. Reuter: David.Cunningham reviewed the request:for thevacation of a portion of 3rd Avenue in Irondale. Action on the petition was tabled at the last meeting until a site inspection could be made of the road by memhers.and Irondale propertyowner Sam Learned`s objections to the vacation could be identified. 'It was noted members did make an inspection on.November 30, 1976.. Sam Learned.;:'being present, stated he objected. to the vacation as it would create a dead end street making-protection.of.pr-ivate properties difficult and create a longer route to the main arterial:rTor those people living at the end of the road. Mrs. Chester J. Judy, also.present at the meeting, said that as-.,a_propertyowner in the vicinity of the petitioned road.she objected to the vacation. William Svensson moved to recommend to the County Commissioners the petition for the road vacation be denied as the current roadway suits the contours of the land better than the platted roads,,therefore, meeting the requirements of residential development in the Comprehensive Plan. Finis Stevens seconded the motion.. Upon. a vote the motion carried unanimously. B. Leaf, Shold, Orth: David Cunningham reviewed the -petition requesting the vacation of portions of two County roads, Montogomery-Street and Stevens Street, both in Irondale. At'the last meeting the Stevens Street vacation -request, -was .recommended for approval and the Montgomery Street request was tabled until alternative road plans.foe that block..of Irondale could be made. Alternative road plans were demonstrated by.the- Planning Department -and reviewed by members. Mr. and Mrs. Da1bert Leaf,;petitioners, found no objections to the suggested alternatives. -1- 0 Willi M,'Svensson-moved to.recommend to_the County Commissioners the petition for the road vacations -be approved with the condition all interior -lot tines adjacent to said vacated streets also be vacated,. Further, ci.rculatten-.improvement alter- native "D" be implemented, eliminating piecemeal road vacattons'.-and providing an orderly -basis for circulation as per the Comprehensive,Pl.an. Finis Stevens seconded the motion -and upon.a vote it carried with five for -and -two opposed, Chet.Dalgleish and -Norris Short.. III. RENEWALS - PRELIMINARY LONG PLATS A. Port Ludlow. Division .5 #6-74: David Cunningham reviewed: the Port. Ludlow prel.i.minary plat proposed by Pope -and -Talbot -Development, Inc.,for the divtsion.of 10 acres ttto 20 lots.-Furthero, Mr. Cunningham reviewed the conditions of prelimin- ary plat approval, given in an extension on January 12, 1976. After discussing the plat Finis Stevens moved to recommend to the ,County Commi.ssJ oners they approve,°the request for an!extension on the preliminary plat of Port Ludlow Division 5 until January 12, 1978. Dorithe Harrington seconded:the-motiDn.' Upon a vote the motion received unanimous approval. B. South Ba,Y,Community Number 1, #8-74: A review of the Port..ludlc.prelimtnary plat was made by David Cunningham. The developer, Pope and Talbot ©evelopment,. Inc., proposes the division of approximately 40 acres. into 110 lots... In addition, the conditions of preliminary .plat approval, given in an extension on February 10, 1-976 were reviewed. After discussion Finis Stevens moved to recommend to the County Commissioners they approve the request for an extension on the preliminary plat of .South Bay Community Number 1 until February 10, 1978. Norris Short seconded the motion: Upon-a`vote_ the motion carried -unanimously. C. South Bay Community Number 2 #1-75: David -Cunningham reviewed -the Part -Ludlow preliminary plat of Pope and Talbot Development, Inc.. The developer proposes the division of 70 acres into 179 lots. Further, a review of the.condItions of prelim- inary plat approval, given in an extension on February 10, 1976, was made. Finis Stevens moved to recommend to the County Commissioners they approve_ the request for an extension on the preliminary plat of South Bay Community Number2 until February 10, 1978. William Svennson made a second and upon a vote the.motion-carried unanimously. IV. PROPOSED -PRELIMINARY LONG PLATS - =-DaVtJA Cunningham noted the .development of 4.1 :property located 3/4 mile west from the Hood Shine Road.. Two variances-wiTil-be requested. roadie _ht-- f y, and another is to establish access to one of the eight lots. V. MISCELLANEOUS/CORRESPONDENCE/CONFERENCES acres into 8 lots is proposed for Canal. Bridge. -on, -,-the east .side of One is to establish a 50 foot -private a thirty foot,pri-vate easement as - Kitsap County Planning Commission agenda for their December -.meeting was reviewed. - Clallam County Planning Commission agenda for their December meeting was reviewed. -2- � s r - An article i.n a 1ovember issue of the "Seattle Times" told of Sequim-and,outlying areas, w:ishing:,to succeed from Clall.am County. - A letter from:Washington State Representative Paul N. Connor::, dated November.29, 1976 inquired.about a letter to the Editor of the Port Townsend Leader -from Mrs Lorraine Williams of Triton Cove regarding alternative sewage disposal systems. - It was noted a demonstration is scheduled for December 17',-,1976 at 10:00,a.m. in the Courthouse on alternative -sewage disposal systems. The Olympia -€Health Board will be asked to sponsor the demonstration. Members were asked to.attend. - The University of Washington is sponsoring a conference titled -."Northwest On -Site Sewage Disposal Conference" on December 9, 1976 at the University. - William E. Howard, County Prosecuting Attorney.,.noted in --a letter 0 November B, 1976 to the County Commissioners that compensation.may,be requ,ired.as-a condition precedent to vacation .of a County road under authority. of, state law. Class.i.fca- tion. of roads., by ordinance, must be made prior to such vacation.. A draft .ord-iny- ance was enclosed. - It was noted -the Marrowstone Island community survey has�=been sent to property. - owners. - Copies of the publication "Land Use Planning in the State of:Washington,- the Role of Local Government", by the Washington Partnershipforum of the Washington State Office of Community Development, were given to members. VI-, COMP . KNKVE' PLM;t .. The introduction and policies of the "Signs,: Billboards,.and.Outdoor Advertising potion of Chapter 7 of the Draft Comprehensive Plan were reviewed.
