MINUTES OF JANUARY 15, 1975
�.. Opening Business
7:40 p.m. Chairman Norris Short called the meeting to order
Members present: Finis Stevens, Karl Randolph, Eva Taylor, Ed Wainwrlghtp
Chet Dalgleish, Fred Houghton, Harry Pollard.
Planning Department Staff: David Cunningham, Terre Aumock
Minutes of December-4 and 18, 1974: Karl Randolph moved to approve the
minutes as correctedi,(December 4th: Names of members who made the motions).
Motion seconded and carried by unanimous vote.
II. Correspondence
- Washington Surveying and Rating Bureau - "New Grading Schedule for Mmicipal
Fire Protection"
- "Environmental Impact Statement - Sodbduck Planning Unit" by0lumic National
Forest
- interim Rules and Regulations for the Forest Practices Act and the Draft
Rules and Regulations of the Forest Practices Act to be proposed_ to the
State Legislature.
- Petition by Harold G. Brun for dedication of a county road
- Supreme Court decision. on Clallam County Zoning
- Supreme.• -Court decision in a Kitsap County rezone
Senator Walgrens draft proposal to establish a Hood Canal Comii.ssion:
the draft proposal for legislation was read by Planning Director David
Cunningham. Discussion followed in opposition to this proposal for , ,
legislation. Karl Randolph moved that the Planning Commission c -
icate to the County Commissioners their opposition to a proposal of
the Hood. Canal Advisory Committee and Bator Walgren to establish a
Hood Ca l Commission with powers superceding those of the Shoreline
Management Act and the purposes of the leell, Shoreline Commission, as
well as the superceding the Planning Enabling Act and the purposes of
the Planning Commission. Further, that the Planning Commission recom-�
mend to the County Commissioners to take following action Vi:th respect
to this matter:
1. that the County Commissioners communicate to legislators Connor,
-Sandison, and Savage, 'their opposition to this proposal., and
2. that the County Commissioners terminalefurther Jefferson. Comity
participation in the Hood Canal Advisory Commission.
Motion seconded by Fred Houghton.. Motion curried by unanimous vote.
III. Old Business
A. Subdivision Regulations: Plonning Director .Davi4 Cunningham presented
members with % copy of the Subdivision Regulations, noting that they
-have been officially adopted by the County Commissioners .
B. Report on progress of Hermitage, •Camj €er Club Eiivironmental lnqWt State-
ment: Planning Director. David Cunningham noted that he has reviewed
the draft E.I.S. on the project and noted that it will be returned to
the developers for..substantial revision. Mr. Cunningham further noted
that in light of substantial public response.,to this project that future
Planing Commission discussiodr of the draft l.S. prbbably should be
conducted on on near Tondos Penins4a, or ?Here in a' public hearJxg
format.
C. Port Ludlow Environmental .impact Statement: Planning Director David
Cunningham -noted that • the Pla4ni C ' _6 s` ion will review the E . I.S . at
its next meeting.
D. Report on the Implement action of the Building Code: P100ning Director
David Cunningham noted that the County Commii.ssioners� are advertising
the position of Building Inspector and will: be conducted in about a
week.
Discussion folleved.,regarding the amendment provision in the, adoption
of the U.B.-C. reason for slay amendment to the Code, , as Chairman
Short noted, concerning the issue of the "right of entry" and that
of reg,4*ig permits for everything, i.e. painting, remodeling, etc.
RedAug this matter, the suggestion of adding a new class for.Alter-
a-i-ons was posited.

r Chairman Shco then spoke of the means of ame' the "right of entry"
clauses noting that in his view, the only way to modify this clause is
to exempt class I structures entirely, and then come back and require
all new construction, to cone under the purvue of the Code. Members
questioned this procedure.
Eva Taylor explained a circumstance where there is a party which contem—
Pilates remodeling, takes out a permit, and the Building Inspector finds
that the present -structure has a cesspool and the ground does not perk.
Eva asks: What is the Inspector going to do? Chairman ,Short replied
that any old househas to be brought up to code if it'affects the health,
safety or general welfare of the public, the inspector shall require
correction of the situation or dondemn the structure.
Members started that this situation is a health related matter, or that
the present structure comes under the grandfather clause.
Chairman Short reaffirmed his statements adding that he will review this
matter and report to the Commission.

A. Draft Comprehensive Plan policies for OResource—Transportation and Circur
lotion": Planning Director David Cunningham presented the draft goal ;_z,
statement and supporting policies. Members reviewed the.draft made
corrections, and or a motion by'Karl Randolph, adapted the draft by unan—
imous vote. (Copy of this draft is attached -to the Official Minutes.)
B. Discussion on the Parks and Recreation. Element of the Comprehensive Plan,:
Assistant Planner Tom Aumack presented an, outline of the preparation work
now in progress on this element of the Oompreliensive Plan. Mr. Aumock
noted that the County had an opportunity. to take part ina.a survey being
conducted by the City of Port Townsend, that the county had little success
from the survey. Members discussed the survey format and agreed that a
separate County survey should be designed to obtain ap1bropriate public
response, and that the .rlanning Staff draft a new survey format and pre --
sent it to the Commi.ssi.m.
V. Next Meeting
Wednesday, January 22, 1M, at 7:30 p.m. at the. Courthouse. Review of the
Port Ludlow IE.I.S. is on the Agenda. .
