I. Opening Business
7:30 p.m. Chairman Norris Short called the meeting to order.
Members Present: Finis Stevens, Harry Pollard, Fred Lester, Fred Houghton,
Ed Wainwright, Karl Randolph, Eva Taylor, Chet Dalgleish
Planning Staff: David Cunningham, Tom Aumock
Guests: Muck McLearnsberry, Engineer for Pope and Talbot Development, Inc;
Harold Brun
Minutes:. `January 15 and 22 minutes were approved as mailed.
II. Correspondence:
A. Symposium: Land Use Planning In Action, February 26, 1975 �t Hyatt House-
-Sea Tac Airport
B. Leger from Joe Coates: Consolidation of School District in Comprehensive
Plan
III. Old Business
A. Preliminary Plat of Port Ludlow South Bay Community, Division .No. 1: Plan-
ning Director, David Cunningham, presented the Final Environmental .impact
Statement and explained the format, and then presented the Plat Report for
said preliminary plat. Conditional approval was recommended. A variance
was requested to consider the adjacent golf course as fulfilling the intent
of the 10% open space requirement. Much discussion ensued regarding the
10% open space requirement and how the variance is justifiably requested.
Karl Randolph moved to accept the variance. Harry Pollard 'seconded . Motion
defeated.' Mr. Malearnsberry then offered to make a specific proposal of a
tract or tracts of land for dedication toward the parks and open space
requirement.
Karl Randolph moved that the Planning Commission recommend to the Board of
County Commissioners the Plat Report of said preliminary ]i: & with condi-
tional approval, with the additional condition that Pope &.Talbot make
arrangement to meet the 10% open space requirement prior to the public
hearing. Motion seconded and carried by unanimous vote.

B. Preliminary Plat of South Bay Community, Division No'.'2: W. Cunningham
presented the Plat,Report. After discussing design elements, Karl Ran-y
dolph moved to recommend acceptance of the p'relim4ixiary _01:at and forward
the Plat Report and its recommendation of conditional approval to the
Board of Commissioners. Fred Houghton seconded the motion. Motion
carried by unanimous vote.
C. Report on Public Hearing on House Bill No. 168 (Stste Land Use 'Bill) By
Fred Houghton: Mr. Cunningham then paraphrased each section of the bill
for content and intent. Committee members were displeased with the
intent and content of proposed bill. Karl Randolph: moved that the Plan-
ning Commission recommend to the Board::that the Board make representation
to the state legislators of our area that House Bill 168 be opposed because
it is building unnecessary and costly bureaucracy at the state level,
results in too much centralization of power, and usurps private property
rights without compensation. Ed Wainwright seconded the motion. Motion
carried by -unanimous vote.
IV. Next Meeting
The next meeting is scheduled for February 19, 1975.

The meeting adjourned at 10:45 p.m.
