Opening Business 7:45 p.m. Chairman Norris Short called the meeting to order.. Members present: Finis Stevens, Karl Randolph, Harry Pollard, Fred Lester, Ed Wainwrht, Fred Houghton, Chet Dalgleish Planning Department staff: David Cunningham, Tom Aumock Guests present: Jack Maher, Area Manager for Pope and Talbot Development, Inc. Minutes.,, -February 5, 1975: Minutes were approved as wailed. II. Correspondence - Land Use Planning Seminar at Seattle on February 26, 1975 -- Annual A.S.P.O. meeting -in Vancouver, B.C. -- Washington Geologic Newsletter - Back review; 'Mobile Homes: The Low -Cost Housing Hoax" - P I reprint, "Revealing the Problems of Land Use" - League of Women Voters of Clallam County Community Development Survey format -.Seattle Times news articles, I'�partment prisms ranges by County" and "Cuamas Island Land Development Problems" - Attorney General's Opinion, "Counties - Plats and Subdivisions - Leasing of Land for Mobile Homes" (June 1971) III. Old Business A. Port Ludlow South Bay Community Division No. 1: Jack Maher appeared to inform Commission members that the preliminary plat will contain the 10% park space requirement and will be presented with the preliminary plat at the Public Hearing on the plat on February 24, 1975. IV. New Business A. Building Code: 1. part I, Chapter 1, Section 104: Ed Wainwright reported.on his research on other counties handling of additions, alterations, and repair with the U.B.C. Mr. Wainwright noted that Kitsap and Pierce counties exempt from permit requirements all additions, alterations and repair up to $500.00. Mr Waiai*rkight concluded that it can be the Planning Commissions decision to specify the exemption limit. Fred Houghton moved that the Planning Commission recommend to the Board of Commissioners that additions, alterations and repairs leis than $1000.00 in material and labor cost be exempt from the permit requirements of the U.B..0 . (Does -not apply to plumbing, fire and mechanical code.) Karl Randolph seconded the motion. Motion carried by majority vote with Mr.. Lester cast- ing a dissenting vote. 2. Part III, Chapter 14,, -Section 1413:- Karl Randolph moved to delete Section 14 of Chapter 14, Part III of the U.B.C. as it applies to -Jefferson County. Motion seconded and carried by unanimous vote: 3. Part I, Chapter 2, Section 202(d); 'tRight of Entry": Karl Randolph moved to leave Section 202(d) as is. Ed Wainwright seconded the motion. Motion carried by majority vote with Mr. Stevens. and Air. Pollard casting dissenting votes. V. Adjournment The meeting adjourned at 10:00 p.m. VI.
