WASHIN®TON 9S36S MINUTES OF APRIL 2, 1975 I. Opening Business 7:40 p.m. Chairman Norris Short called the meeting to order. Members present were Finis Stevens, Karl Randolph, Chet Dalgleish, Eva Taylor, Ed wainwright, Fred Lester. Planning Department staff present were David Cunningham and Tom Aumock. Guests were Bill Jensen, Jes Covington. Minutes were approved as mailed. II. Correspondence Note from Paul Connor. March 23, 1975, copy of letter to State Department of Health from Dr. John A. Beare of Nordland. III. Old Business A. Subdivision Ordinance: Planning Director, Dave Cunningham, noted that there is a repetition in an administration requirement under the Short Subdivision Section 5 where as it now stands, a "Final Short Plat" is filed for record as well as the survey being filed. Mr. Cunningham suggested that since the survey is filed, then the final. short plat format be waived, and replaced.by an affidavit. Also discussed was the addition of an exemption from the subdivision requirements for divisions of land resulting over boundary dispute. Karl Randolph noted that a "Loophole" exists in the present exemption for divisions of land made by gift to members of an immediate family. The "loophole" is that the division of land is first exempted by gift, however, the immediate family may then resubdivide the land. A IV. New Business A. Preliminary Plat Application of Helen Dent: Planning Director, Dave Cunningham noted that the Planning Commission shall set a date for the Public Hearing on the proposed plat. Date of such hearing was set for 7:30 p.m. Wednesday, April 23rd, 1975 in the Jury Room. B. Petition for Road Vacation,- Mr. Jes.Covington appeared regarding his recent road vacation petition. Mr,. Covington explIai.ned that to provide the 10 foot easement the county requests of him the right -of- -way line would then be,,.within 6 feet of -the back of a single family structure he owns. `Comibission members -discussed -this problem. C. Survey Requirements on .Short Plats: Bill.Janzen appeared regarding the Survey requirement on .Short Subdivisions. Mr. Janzen requested modification of the survey requirement, but the Planni=ng Commission took no formal action, noting that 44r. Janzen's specific circumstance can be better resolved by variance determination. D. Slide Presentation: Planning Director, Dave Cunningham set up a slide presentation titled "Land Planning - Practice and Promise". V. Next Meeting The next meeting is scheduled for April 16th at 7:.30 p.m. in the Jury Room. VI.
