I. Opening Bosines
Chairman Norris Short called the meeting to order at 7:40 p.m.
Members present were Fred Houghton., Karl Randolph, Ed Wainwrightiobb
Taylft,Aad-Finis Stevens.
Planning Department staff present were David Cunningham. and. Tom Aunock.
Guests were:Mr. and Mrs. Harold Brandeberry; Mr and Mrs. Bert Marit,and
Ed Becker, County Engineer.
Minutes of April 23, 1975 were approved as mailed.
II. Old Business
A. Preliminary Plat of. Hoh Rain Forest Lots: Planning Director., Dave
Cunningham, presented Mr. Harold Brandeberry's request for extension.of
the 12-month approval period, and re -review of: the conditions of prelim-
inary plat approval. Background on the Preliminary Plat.and conditions of
approval were presented by Mr. Cunningbam. Mr. . Cujnnjughjtm noted that the
conditions of.approval established by the Health Department re fined
unchanged. Regarding conditions of approval by the Engineer's Department,
a suggestion that a permanent waiver that the road shall remain30 feet
right-of-way width be an alternative was in agreement with. Ed Becker,
however, W. Becker requested than. County Prosecutor,MM Howard, check
the legality of such a waiver.
After Tittle discussion, Karl Randolph moved that the Planning Commission
recommend that the developer, Mr. Brandeberry, approach the lotowners of
the sold lots with the informationthat they, the lotowners, would be
giving 15 feet of: easement for road right-of-way, and that the road itself
would not utilize the entire amount of easement and probably never would,
and that the property -owners continue to utilize that portion of the ease-
ment property they would give which is not used for right-of-way purposes.
Secondly, that the Commission recommend that the County Plattner consult
with the County Prosecutor to determine whether a suitable form of waiver
could be written into the deeds of property -owners -in this plat, which
would insure that the road remain private until such time as a 60 foot
0
right-of-way can be provided, and that the road standards of the County
Engineer can be. mbt. Nbtion seconded by Ed Wainw#ght.. Notion c4rried
by majority vote., with Mr. Stevens casting the dissent$og vote.
W...Brandeberry was thus .instructed to await further word from the Plan-
ning Department regarding the legality of the road waiver., and the
approach
ChaiTM%R Short then chose June 4, 1975 as the next date to continue the
Public Hearing on W. Brandeberry"s request, at which time, W. Brande-
berry can PreseAt the results of his efforts.
B. Road Ord ante; Chaixmai?-Short asked Ed Beckergeneral questions
about- Coonty. -Policies and Standards that concern. county roads, such as set-
backs, access requirements., etc. W. Becker noted he would be happy to
answer Specific written questions.
C. Action. Plan of the Parks and Recreation. Plan: Discus�sioa of the work
completed at the last meeting for Planning Area's I., Z.. and 3. Changes
made are reflected on the Official Work Copy on file in, -the Planning
Department.
Karl I Randolph noted that the Planning Commission should be descrilptiiu��
in the types of parks, recreation, and -open space facilitie . s the County
.
can provide on a county -wide basis, and what can be provided on a local
basis.
A specific motion was made by w. Randolph to remove the, sign along Flagler
Road on Marrowstone Island for the Bast Beach County Park in girder to
minimize out -of -county user japut on the park. Eva. Taylor seconded the
motion. Nbti0n. Carried by majority vote with Mr. Stevens casting the
dissenting vote.
III. Next Meeting
The next meeting is scheduled for eU, 1975.
