MINUTES OVJuly 2; 1975
I. Opening Business
Chairman .Norris Short called the meeting. to order.at 7:30.p.m.
Members present were Fred !ester, Fred Houghton, Ed Wainwirght, Karl
Randolph and Finis Stevens.
Chairman Short declared a quorum of7members present.
Planning Director, David Cunningham, was present.
Minutes of June'25, 1975 were approved, subject to an amendment under
Part III, Section A: Preliminary Plat #7-74; Kala Point, to read at
the end of the first paragraph: "Ed Wainwright made comments regarding
the possibility of lack of mail service if private road systems are
instituted."
II. Correspondence
Prosecuting Attorney William Howard's letter regarding "Appearance of
Fairness Doctrine Session" submitted June 30, 1975.
Proceedings by the Planning Association of Washington Spring Conference
on Human Resource Planning.
A brief. report on legislative Subcommittee Meeting in Olympia., Amore
comprehensive report at the next regular meeting.
A brief mention of citizens committee which is studying.the economic
aspects of several land -use management.programs. A more detailed report
at the next regular meeting.
III. Old Business
A. Policy Question Re: 60 foot legal access provision requirement out-.
side of proposed subdivisions: Chairman Short exemplified the circum-
stance as it arose with the variance request hearing. of Randy Barrett. It
was noted that the Subdivision Ordinance has no specific right-of-way width
requirements for provision of legal access outside of a .proposed subdivision.
After further discussion.o.f alternative.means, Karl Randolph moved that it
is the Planning. Commission Policy that, each short subdivision., shall. have
60 foot legal' access.to the nearest constructed°.pub.14c road., and this policy
will be incorporated- in the nexi4.revision of the Subdivision Ordinance.
Fred Lester seconded the motion. Motion.,carried by unanimous vote of-411
six members in favor and none opposed. Motion-declared.carried by the Chair-
man.
B. Draft Environmental IMOAdt Statement of -Hermitage Camper Club Proposal:
Planning [director Dave Cunningham noted°.there are.two approvals of the
County required: (1) In compliance with the Camper Club*Ordinance, the
Planning Commission has -to make a recommendation to the County Commissioners
whether or not the proposal. complies with.the'Camper Club Ordinance. (2) It
requires compliance with the Shoreline.Master-Program in.which the Shoreline -
Management Advisory Commission shall make recommendation to the -.Board of
Commissioners. Mr. Cunningham noted'i.t seems sensible to have one hearing,
jointly.sponsored by the Planning -Commission and Shoreline Management Advis-
ory 'Commission.
The.hearing was set for Wednesday, July 23,.at 7:30 p.m. i.n the Courtroom,
County Courthouse. The hearing will.be i.h.two parts: -(1) Testimony regard-
ing the Impact Statement;. does it anticipate all the impacts whether beneficial
or adverse. (2) Testimony on the 'project itself.
The hearing will have three rules regarding testimony: (1) Written testimony
of .any length.may be submitted for post -hearing evaluation- (.2).Oral testi-
mony will be limited to 2-3 minutes per speaker determined by the aamunt of
testimony to be submitted. (3) Repetitive testimony should be avoided when
possible.. Persons wishing to give testimony can sign in before entering the
Courtroom.
Testimony considered.valuable to the recommendations of the Shoreline Manage-
ment Advisory Commission and the Planning Commission wil-l- be extracted and
typed.
Site inspection of the -proposed project will be conducted. July 1.6th, Wednesday
beginning at 6:30 p;rw.. at the -.Courthouse. Mr. Cunningham will invite the
developer to Attend the site inspection.
C. 6-Year Road Program: Mr.. Cunningham noted there will be a public hearing
Monday, July 7th; on the 1976-1981 6-Year-Road Program. He alto noted the
County Commissioners should .be reminded of -the Planning,Commissiens position,
as an advisory group, to make recommendations on.the read program as it relates
to the Comprehensive.Plan. Further -.discussion indicated the road program needed
clarification; what .was included -in it. It was decided that the County Engineer
Ed Becker should meet with the Planning Commission sometime in September to
discuss thYs matter.
The 1976-1981 Program was not complete, therefore, the 1975-1980 Program was
submitted to the Commission for inspection. The reason being, most projects
listed will be on the new program. Discussion ensued: on what roads were applic-
able and how.the road program applied to the Comprehensive Plan.
D. -�omprehensive-Plan: Section 36.70.360 of the Planning Enabling Act
"Cooperation with affected agenci.es", states,' brief,=that in formulating
the Comprehensive Plan the planning --agency may cooperate with such author
ities, departments, -and agencies as may have jurisdiction :over the territories
or -facilities for which -the plan is being- made to incorporate their plans to
be indicated in the Comprehensive Plan.
A fall meeting with said agencies., departments and -authorities will be set.
The objective is to have all. projects and plans reviewed 'by the Planning
Commission and for the C-ommission to incorporate them into the Comprehensive
Plan. it was stated the.,plans and ,projects_ should be submitted before the
budget each year.
IV. Next Meeting
The next Planning Commission meeting will be the 23rd of July. It is the
public hearing for "Hermitage Camper Club "to convene in the Courtroom at
7:30 p.m..
