OPENI-NG BUSINESS Chairman Norris Short called the meeting to order at 7:40 p.m. Planning Commission members present were Ed -Wainwright, Chet Dalgleish, Fred Houghton, Eva Taylor, Karl Randolph, Fred Lester, Finis Stevens and Harry Pollard. A quorum of 8 was declared by the Chairman after Fred Houghton excused him- self, on advice of counsel, due to his direct concern with the proposed project which makes him inel-ol;le from recommendations and discussions under the Planning Enabling Act. Representing the Planning Department were Director David Cunningham a7W Secre- tary Laura Southmayd. Bests were Prosecuting Attorney William Howard, Reporter for the "Leader" brae Brueckmann, Hermitage v 11.caper Robert Newgard, Hermitage Planner Regnar Kearton, Hermitage Attorney t3 es Mertel and'Para-Attorney Barbara Nordeen. Persons which signed the guest li° t were Mr. & Mrs. Richard date, Mr. & Mrs. Peter Mekalsen, Tom Date, Roy Scranton, Elane.Hell.muth, Jerome Hellth, Jack Cunningham, Mr.,4,Mrs. L.V. Eaton and Jack & Perl Trumble. i All minutes and correspondence/communications were dispensed with until the next regular meeting. II. "HERMITAGE.CAMPER-CLUB", APPLICATION 011-74 Charles Mertel, Attorney for Evergreen Environmental Development Corporation, presented testimony for the Developers. He determined the Commission had to decide it's recommendation on two aspects, (1) do.6s the project comply with the Comprehensive Plan, and (2) does the project comply with the Camping Club Ordin- ance. a � V J t y p t 1 I Mr—Mertel believes the development complies.with the Comprehensive Plan. Page 40 of the Cghsa: Plan states pri_vat�. developers. should -be encour- aged to develoy'recreati �`r faciTities as does: the._.Shoreline Ntaster Program. Mr. Mertel also believes the development complies with the Camping Club Ordin- ance. Mr. -Regnar Kearton, Planner for Evergreen.Environmental Development Corporation, aided Mr. Mertel in establishing the Developer has met,the require- ments of Article IV, Design.Requirements for.Membership Camping Club -Develop- ments., of .the Camping Club Ordinance.. The sections -of Article IV.were discussed individually. Chairman. Short questioned the Development's comp.liance.with Sections 4,07 Water Supply, 4.10 Fire Protection.,-4.1l.Refuse Handling, 4.12 Corporate'Membership Responsibilities and -Conditions and 4..16 limitations on Sale and' Use of Camp Sites. At this time Eva Taylor made a statement opposing the development. She believed the project did not comply with the Comprehensive Plan as it did not further the citizens interests and welfare in this County. Chairman Short asked the audience if they wished to give any additional testi- mony. Tom Date noted the State has already indicated they. wooid Wt take over any boat launch facility in this area because it.`s destinati.en is oriented. Further, if the boat launch facility is made public there would not be any room for the public to use it. The facility only provides one-third of -the members to use the facility as it is. 'Mr. Date suggested the members of the camping club,not awning the .property, would not have the interest in the County as property -owners .would. In respects to the Comprehensive .Plan the :project would not serve the best inter: ests of the citizens. Mr. Date,,suggested the cost to the. County would fair out-wel9b. the tax revenue taken in from the. Developtmt. flack Trumbl-e noted the primaryquestionns+ft�.oiteen cologi:cal- impacts on the Harbor and Peninsula. the impact on the local resid�> the impact of overs�.i1.1 and -:the .net cast to the County in excess taxes have answered. A primary tonside!ration should.be made on"whether the project it in the best interdst of the citizens.. Jerez Hellmuth pointed out tepresentative government is in jeporady. The citizens should be heard on the local level. The E.I.S. should not be disregarded,°*hat impact is made outside the development is a crucial point. Chairman Short requested of Mr. Howard, Prosecuting.Attarney, to inform the Commission what they can do in a legal area and what they are limited to. Mr. -Howard explained to the audience the Commissi t;.s. position in relation to the citizens to the Developers and the Cewrehfft.fve plan and Campirs Club 4rdinatce to the Development. He also pointed out, not being, totally informed of the projects evaluation to date,' hed-eannpt give 1-egad ad17 : Chairman Short brought a question to the Moan. Does the development comply with the Comprehensive Plan? -2- w -r Finis Stevens replied, although he doesn't agree with the Comprehensive Plan, - the ptvelopers do comply with Witherefore-he would have to approve the level= opmeht. Chet Dalgleish read Eva Taylor's statement as an answer to Chairman Short's question. Fred Lester pointed out the Comprehensive Plan requires.a development tv be in the best interest of the citizens. At this time David Cunningham reviewed with ihe.Commission appl.ica°bte portions of the Comprehensive Plan to the development. It.was pointed out t Commission shohld first decide whether the sections were applicable and in what relation were they to the development. Harry Pollard pointed out the Comprehensive Plan' A s to be: used, Wt.as a law., but as a. general guidelinie. Herstated his vote in a recommendation to the Commissioners would be for disapproval of the project. Mr. Pollard left the meeting at this time. Discussion on the legality of a motion according to R.'C.W. 36.70.6,00 ensued. No decision -was reached therefore .a motion was made by Chet Dalgleish to adjourn until legel advice was sought. Fred Lester seconded .the motion. The motion was carried with 3 in favor and 2 opposed. NEXT MEETING The next meeting is scheduled for September 3, 1.,975. Anytime 400 property owners in Jefferson County write letters on any subject in Jefferson County the Commissioners had better be listening. This plan does not, will not further the citizens interests and welfare in this county - therefore it does not conform to the Comprehensive Plan. The negative aspects delineated in the Environmental Impact Statement will beaches, noise, traffic, over running private property cannot be compensated in any manner by the addition of tax revenue to the County.. I therefore vote "NO" against this proposal for a Camper Club knit - Hermitage at Fisherman Harbor - on the Coyle Peninsula. Sighed, Eva E. Taylor 4 0, nm
