MINUTES OF SEPTEMBER'17; 1975
I. OPENING BUSINESS
Chairman Norris Short brought the meeting to order at 7:48 p.m.
Members present were Ed Wainwright, Eva Taylor, Chet Dalgleish, Finis Stevens,
Karl .Randolph, Fred Houghton and Harry Pollard.
A quorum of eight (8) was declared by the Chairman.
Representing the Planning Department were Director David Cunningham and Secre-
tary Laura Southmayd.
Representing,tvergreen Environmental Development Corporation were President
Robert Newgard, Attorney Charles Mertel, Para -Attorney Barbara Nordeen and Plan-
ner Regnar Kearton.
;ests were Prosecuting Attorney for Jefferson County William Howard, from
Kingston Mrs. Richard Date and from Quilcene Tom Date, Jerome Hellmuth, Mr. and
Mrs. L.V. Eaton, Mr. and Mrs. J.A. Cunningham.
A motion was made by Chet Dalgleish, seconded by Fred Houghton, and approved
unanimously to approve the minutes of August 6th, 20th and 27th as mailed.
Fred Houghton excused himself from further discussion of the Hermitage Camping
Club due to advise of counsel. He left the meeting at this time to return
when the discussion was over.
II. OLD BUSINESS
A. Hermitage Cameer Club, Application Number 11-74: Charles Mertel, Attorney
for Evergreen Environmental Corporation, discussed.alternatives the Developers
wduld make to the questions brought forth at previous meetings. He discussed
.alternatives to -M —waste disposal (Hermitage will offer to pay all solid -waste
expenses incurred due to the development), (2) overspill (Hermitage will provide
"overspill camping areas" for the general public), (3) police enforcement ( Herm-
itage will provide and maintain records of members` vehicle license numbers to
aid local law enforcement), (4) boat launch facility (Hermitage has withdrawn
their Shoreline Management Substantial Development Permit Application for the
boat launch to alleviate hardship's on neighbors), and (5) economic impact
(Hermitage has developed a cost benefit analysis which shows that for every $1
the Camping Club will bring to the County $102)

At this time the Commission reviewed the report "Cost. Analysis Benefits".
Mr. Leonard Eaton believed that at this late date.the,Commission should`not
be prolonged by more -reports -by the Developers or anyone else.
Chairman Short made a few notes to the E fission.. He had-- Eked to the
Jefferson County Sheriff whd-stated he uld deputize the caretaker of the
Camping Club.-,'-Chaf anl,,Short noted ther would. be, a Public Hearing by the
Commissioners. He asked the members if they wished-to:revue tfty"Cast-Benefit
Analysis"report. He asked for any motions to be brought forward"
Ed Wainwright made a motion (attached) which in brief stated "The Planning
Commission recommend that approval of the Hermitage Camper Club be denied".
Chet Dalglei.sh seconded the cation. -Chairman Short opened d�.discuse:ion period.
Finis Stevens believed the Developers complied with. the Comprehensive Plan
and the Camper Club Ordinance therefore he disapproved the motion.
Harry Pollard stressed the Planning Commission's position, as a representing
body of the taxpayers their recommendations to the Commissioners should disclose
the voice of theltaxpayers. The propertyowners of'th'e ayle Peninsula should
be -voiced to -the Commissioners through the Planning- Commissions.recommendation.
William Howard noted:Number 5 of the motion states the oral testimony of,July
23, 1975 was considered in determining the recommendation andihe:quettioned
weather all the oral testimony was considered.
Ed Wa,i nwri ght amended Number 5 of the, :motion -to read' "'Ural testimony submitted
at a public hearing July 23, 1975 and all subsequent oral ,testimony presented
at the August 6th, 20th and 27th meetings". The amendment was -seconded by
Chet Dalgleish and approved unanimously.
Chairman Short asked for the vote on the motion. Those voting,ft,1&*or;of`the
mationp.were°°hat.ry'Pollatd., Chet Dalgleish, Eva Taylor and Ed -Wainwright. Those
voting in opposition of the: , moti on were Karl Randolph and finis Stevehs . The
motion was declared carried by the Chairman -with four in favor and two opposed.
Karl Randolph stated`a minority opinion at this time., He believed the Developers
have cgmpi-ied-with the Comprehensive Plan and the Camping C1ubOrdinance. Shoufid

conditions be met, these being -(I) addition of a -second well,1(2) water storage.
capacity -be increased to 300,OOO g :ons, and (3) consideration be given to
deputizing the Camping Club security personnel. Mr. Randolph wished to have
these conditions brought to the Commissioners.
Finis Stevens stated he would also send his views to the,Commissioners.
Eva Taylor felt all the members should send their views to the Commissioners.
David Cunningham noted the recommendation would be -presented this -coming -Monday,
September 22nd, to the Commissioners and at which'time they would set -the date
for the Public -Hearing.
Fred Houghton returned to the meeting at this time.

any inspection of the additional lots, neither .has: the Planning. Department..

NEW'BUSTNESS
A. Reappointment of Officers: David Cunningham noted -that -Chet Daigleish and
Norris Short have been reappointed to the Planning Commission.
R. Jefferson County All Terrain Vehicle Action.A1.an'for"1975: David Cunningham:
gave a brief history -of the ATV and explained the County's ATV Plan:_M s+
cussion ensued, the Commission qu'tioned the percentages,presented on tbe-distri-
bution of anticipated. funds for the year dt 1957-1977. It was noted'that awy-
comments to the Plan should be made by September 23., 1975-in order for the
Commissioners to receive them on the 25th.

C. Election"of*Officers: Chairman Short asked for nominati4.ns. Eva Taylor
nominated Karl Randolph for Chairman, Ed Wainwright.seconded::.the nomination.
Karl Randolph was elected Chairman by :unanimous vote. Eva. Tayllor nolut=nated
Ed Wainwright for -Vice -Chairman, seconded the nomination-. Ed
Wainwright was elected Vice -Chairman by unan.imous.vote.
D. Water Quality Managemeht'P1an: David Cunningham..g,ave a brief .history of
the Water Quality Management Plan and the -appropriation of fund.ltng given fir
sewer development. He noted -Caps George Colony is asking the County Commis
sioners to undertake the feasibility study„ which is the first 0hase of appro-
priating -funding.
V. NEXT MEETING
The next meeting is scheduled for October 1, 1975.
VI. ADJOURNMENT
The meeting was adjourned at 9:33 p.m. The.members commended Norris Short-.
for his two years. as Chairman of the Commission at this time.

MOTION*TO•BE:FORWARDED*TO
BOARD OFCOUNTY COMMISSIONERS
As required -by I Section 2.12 of the Jefferson*County Camping
Club Ordinance (No. 1-73)., the Planning Commission has reviewed
the proposed "Hermitage Camping Club" at Fisherman's- Harbor
(application #11-74) to determine if - it conforms with the general
purpose of the Comprehensive Plan, and if the.public use and
interest will apparently be served by the proposal.
In the course of said review, the Planning Commission has
considered:
1. The application as submitted.by the developer and detailed
explanations related thereto;
2. Design requirements Set forth in Article IV of Ordinance No.
1-73;
3. The draft and final Environmental Impact Statements prepared -
pursuant to R.C.W. 43.21c;
4. Written correspondence submitted to JeffersonZounty since the
inception of the project in the fall of 1974;
5.. Oral testimony submitted at a public hearing July 23, 197541 ,fir/ ,:_

6. The Jefferson County Comprehensive Plan.
The Jefferson County Planning Commission, therefore, finds: '
1. That -the proposal conforms with the general purpose of the
Comprehensive Plan;
2. That the.public use and interest, however, will not apparently
be served due to (a) the nature, location and size of the
proposed project, (b) the lack of beneficial, but preponderance
of adverse, impacts that will accrue to local propertyowners,
and(c) the absence of -factors which contribute positively to
the long range growth and development of Jefferson County.
The Planning Commission therefore recommends that .approval of
the 'kermitage Camping Club" be denied.. `
