MINUTES OF OCTOBER 1, 1975
I. OPENING BUSINESS
Chairman Karl Randolph called the meeting to order at 7:40 p.m.
Members present were Finis Stevens, Fred Houghton, Norris Short,
and Ed Wainwright.
A quorum of five (5) was declared by the Chairman.
Representing the Planning.Department were Director- David Cunning-
ham and Assistant Planner Thomas Aumock.
II. REVIEW AND ADOPTION OF THE BY-LAWS
Commission members reviewed the draft By -Laws. Corrections, dele-
tions, and additions were made. The Planning: t,arnt wtl1'p0ea-

deletions. The new draft will be presented to the Fla ring Comis-
sion at their next meeting.
III. MINUTES OF SEPTEMBER 17, 1975
After review by members, topic IV (C) was corrected to read. that
Fred Houghton made the motion seconding the motion nominating
Ed Wainwright for the Vice -Chairmanship. The minutes were then
approved as corrected by unanimous vote.
IV. COMMUNICATIONS/CONFERENCES
Canal Front Planning Unit Pamphlet
Availability of the San Juan County Agricultural Agent for a Workshop
on Land Use Planning.
Agricultural Extension Offices paper on Transferable Development Rights
Planning Association of Washington-'s Annual Conference in Vancouver,
Washington, Friday and Saturday, October 3 and 4,-1975

V.;. PLANNING COMMISSION' BUDGET '= 1976
Members reviewed the 1976 proposed budget. Regarding a secretary for the
Commission the budget proposed funds for a paid secretary. Norris Short
moved to employ a secretary. Motion seconded by Ed Wainwright.. Motion
declared carried by unanimous vote. It was.agreed to hire Planning Depart-
ment Secretary Laura Southmayd due to her direct availability and knowledge.
Ed Wainwright moved to accept the preliminary budget. Finis Stevens seconded
the motion. Motion declared carried by unanimous.approval.
VI. STRATEGY FOR COMPLETION OF COMPREHENSIVE PLAN
Planning Director Dave Cunningham presented the alternative directions for
completing the Comprehensive Plan. The first alternative A..s to have.onet
detailed document which is -complex and lengthy. The second alternative is
to have a Policy Plan which is comparably small and to the point. Such a
plan contains no map work, but contains broad goals and policies for' -
particular land .uses. At the completion of such a Policy -_Plan, the next step is
to develop mini -plans for the planning areas of the County, i.e. Coyle, or
Discovery Bay,. etc. These mini plans would be very specific,. and would,
therefore relate to each area individually.
Mr. -Cunningham noted that it would be the policy plan route that would be
most beneficial.
Mr. Cunningham also noted that the Geology Study, Marine Baseline -Study, and
Land .Use Study shall be completed at the turn of the year.
VII. NEXT MEETING
The next meeting will be November 5, 1975 in the Jury Room, Couhty_Courthouse,
at 7:30" p.m.

The meeting adjourned at 9:45 p.m.
