B. Short Plat Variance, Don Corey #S31-75: David Cunnin ham explained
the proposed subdivision noting Mr. Corey requested a variance of the
60 foot legal access provision from a 30 foot legal access provision.
A`letter of December 2nd from the Planning Department to the Planning
Commission found the variance to be icceptable-due to (a) existing
situation of access on property, (b) approval of .the Jefferson County
Engineer, and (c) justice can be done and the .public interest secured by `..:
the granting of this variance request.
Discussion followed after members examined the proposed--subdivision-tap,,
Eva Taylor made a ration to recommend to the -Board of Comnissi.oners,to
disapprove the request for a variance.as it does not apply -,to "Variance
Findings" of Section 8.30 of the Jefferson County Subdivision Ordinance.
Norris Short seconded the motion and it was carried by -a -unanimous vote.
C. Final Plat of Seamount Estates #1-74: David Cunningham reported on
the final plat and a site inspection he made of the property., New hots
shown on the final plat are questionable to Mr... CunninghAm althougk,they
were approved by the Health and Engineer Departments.,71hree hots had
extremely bad accesses on ungraded roads. Two ldtss am- on steep grades
and appeared to.e unsuitable for drainfields. It was also noted the open
space area does not show ownership.
It was agreed by members that a site inspection was in order before a
recommendation be made to the Commissioners. The date bf the inspection
would be set at a later time.
IV. COMPREHENSIVE PLAN
A. Housinq and Residential -Development: Rei view of"Housing and-Resi-den-
tial Development" continued from the November 5th meeting. David Cunningham
briefly outlined the.draft as reviewed,to-date.
Continued evaluation on the following policies were made:
(7) This policy, regarding residential. development in prime agricultural,
Prime forest land, and marine resource production.areas,.was statd&-iby
members to be unclear and questionable. Discussion ensued. where members
evaluated the definition of ".prime", whether the policy should fie broad
or stringent, and compensation to the party implemented by .such a policy.
It was generally agreed by members to delete the.part on marine resource
production (it is under the Shoreline Management Act) and to reserve -the.:°,
r"estafot-1-the forest and agricultural sections.
(10)., It was noted this policy was deleted by formal motion at the November
5th meeting.
(12) Members believed this policy, on bolstering construction for housing
through public and private sectors and programs) to be misleading and incor-
rect. An implementation of this policy is to increase the ,population. It

Vice Chairman Ed Wainwright called the meeting to order at,7:35 p'.,m.
Members present were Norris Short, Ed Wainwright, Finis Stevens, Fred
Lester, Fred Houghton, Eva Taylor.
A quorum of six was declared by Vice Chariman-Wainwrig-ht.
Representing the Planning Department were Director David Cunningham
and Secretary Laura Southmayd.
Trident Resource Planner David Goldsmith was present.
The Minutes of November 5, 1975 were approved as written.
II. BASE DATA PROJECTS REPORT ON SOIL SUITABILITY
Resource Planner David Goldsmith reported on .soil suitability data. As
shown on a map of the Discovery Bay vicinity he explained geographical
areas of: (a) ponding and flooding, (b) agricultural, -(d) -woodlands,.
(d) slope,"44e) aquif&6.,recharge�:areas, (i:) septi-c tank suitability.
David Cunningham expl-ain�d the relationship of the soil suitability data
to population and Trident in particular.
Time/distance data on travel from the Trident base 'area to East Jefferson
County was reviewed by David Cunningham.' Time and distance dispersement
was shown geographically by David Goldsmith.
III. NEW BUSINESS
A. Short flat Variance, Olof and Zelma Ford #$32"75: David Cunningham
explained the. proposed subdivision. Existing is a 30 foot access Rather
than using 30 feet of adjacent property to make the provision of a 60 foot
legal. access .t-*...appli.cants_ re requesting - a. variance be granted of 30
feet.
Findings of the Planning Department on the variance -where reported in a
letter of December 2nd to the Planning Commission. The variance was 'found
to be acceptable due to (a)�existing situation of access on property, (b)
approval of the Jefferson County Engineer, and (c),justice can be done and
the public interest secured by the granting of this:Variance request.
After examination of the site plan,.map there was.a period of discussion.
The members decided to have the applicants request be resubmitted when
adjacent property could be identified. ---The reason being, if the adjacent
property was owned by the applicant then the variance would be one of .
convenience and not due to stipulations outlined in the"Jefferson CountX+
Subdivision Ordinance. J It was noted byMr. Cunni'ng'hami the Cdunty had X
