Members present were Finis Stevens, Plgqd 4oughten., Chet Dalgleish,, Fred Humy Lester,
Pollard., Tbch4;gl ;Advisor- Ken J&=,_dn, karl Randoi-pho Eva Taylor.
Members and guests were made aware that the meeting was being recorded, for official
record.
Planning. Staff was present
Guests included Wa. Tsae and Lyle Kussman.

Karl Randolph made note that he absteins from taking part in the Commissionts
business .of SeaAre CondeAftiums.

A slide show was presebte of gbrUl photos taken of the plat. site, and memabirs
discussed geological problems.
Mr. 'Tsae recapped the events prior to his presentation regarding the geologatoal
prebli6s of. the site and read a letter from. Peter Thorsenp D.X.R. Geol-09-ist., dated
wreh 'is... . 1974*.

Ken JohOsOn questioned why any developer would choose to proceed and to build a
Condominion an an area that has a magnitude of slip to it as this 'area hasvand
explained this magnitude. Ih the ensuing discussions the topic of water drainage
of the site as well asoff—site drainage was discussed..
", Pollard questioned whether the developer was going to drain the area'
and questioned in the context of scarring the earth during construction.
Km Johnson asked whether the developer had found a second bench an the site
of the slidi mass in which the reply was negative.'
Lengthy discussion folk %md resulting in amot::on by Eva Taylor that the
freliftinAry. CoOdominium Plat of Seaire Condominiums be denied an the basis Of the
plat report. 'The motion was not seconded, and' the motion consequently. was dead.
Finis Stevens moved that the Preliminary Condominium -Plat of Staire be
conditionally approved. Thelotionwas not seconded:, and the motion .consequently
was dead.
Ken Johns`Johns0b asked if it would be propert to hear` the tentative Conditions that
would be attached to preliminary approval if granted.
Further discussion ensued resulting in a motion loy Eva Taylor that preli*Inary
Condominium plat approval be denied according to the plat report and status by
Ken Johnsen, technical advisor. Chet Dalgleish seconded the motion. The discussion
of the question contained a reading of could be the contingencies :for atta t,-to
preliminary approval o dh was granted. The motion was the, put to vote, and
defeated by a margin ef. 4to 3.
The ensuing discussion was furthe-.-. redding of the contingencies for a preliminary
approval. ,
Finis Stevens. moved that the Preliminary Condominium Plat of wire Condominium
be approve subJect the conditions of the Health and Engin ering Departments in the
Plat Report, and the thirteen contingencies established by the Planning Commission.
Harry Pollard seconded. Motion passed, i ?wA,!Z%.,3ferw rded to the Commissioners.

The nannes of Marsha Jay, Sunny Peterson, Roland Calkins, Ed Wainright, were put
forth in a motion for their recommendation to the County Comai.ssioners.
