Norris Short called the meeting to order and noted an official tape recording was being made. Members present were Finis Stevens, Chet iJalgleish, Fred Houghton, Fred Lester, Karl Randolph, and Ken Johnson. Planningg. Department staff was present. Minutes of April 31, 1974 m-cortected to read the name of Peter Thorsen to Jerry Thorsen. Aprroved by a motion. of Karl Randolph.. °Old Business -Trip Reports: David Cunningham read highlights of the Lamd--Use. and ftyate: Property Rights Meeting in Olympia, and continued to outline highlights from the geology and Land-4Tse Seminar . Eva Taylor's report on Trails Planning was tabled. -Quorum topic: Chairman Short spoke on the basis of quorums for decision -Making. It was made a specific note that the quorum at meetings is the *a.jority of all members of the Planning Commission. -Letter from Paul Connor regarding "compensatory zoning" -Planning Commission Vacancy: Chm. Short asked members if they had any further nominations for the vacancy. Discussion followed but no names were forwarded. -Seaire Condominium Preliminary Plat: Planning Director David Cunningham noted that the Public Hearing was to held Monday April 22.,^ Regarding any question of how the site can be stabilized, David Cunningham. called a Mr. Beswick of Shannon & Wilson for the cost of a Geologist to review the stabilization efforts. The reply was that the maximum cost would be $1,300 or substantially lower. New Business: — Trident Draft Environmental Impact Statement Dave Cunningham noted that a Public Hearing will be held April 24 at the Central Kitsap High School. Dave also noted Jefferson County's contentions of inadequacies of the draft statement to the Commission members. -- Cape George Colony: A dredge prject without the benefit of a Shorel#q Management Permit was dispovered to, be in operation at the Marina of 4pe George Coley by the Planning Department. Prosecuting Attorney Bill Daly was consulted, resulting in a call to the Contractor to cease operations. It was later found .a validfCorps permit was not issued. The matter was referred to the County Commissioners for action. «- Camper Club Project on Toandos Peninsula: Planning Director Dave Cunnimham made note of an upcomaing r< tlub application for 1,000 units on. Toandos Peninsula to be made some time in the'near future. Next etiw,,: May 1, 1974 at 7t30 Ra Subdivision Ordinance Draft: Abmbers present were given the first part of the draft of the revised Jefferson County Subdivision -Ordinance for review.
