Minutes of October 2, 1974
I 7:45 p.m. Chairman Norris Short called the Meeting to order
Members present: Ed Wainwright, Red Houghton, Fred Lester, Harry Pollard,
Karl Randolph
Planning Department Staff: David Cunningham.. Tom Aumeck

II' New Business
A. Preliminary Plats
1. Port Ludlow Admiralty II Condominiums: Planning Director bave Cuu-
naingham presented the Plat Report on the subject 10lat. Jack Maher,
representing -Pope and Talbot Development Inc. was in attendance to
answer questlons. Of specific concern was adequate turnaround space
for a fire Muck at the .north and of the parking layout.
Motion �y "Red" Houghton: that the recommendation than the
preliminary Plat be approved according to the conditions of the Plat
Report. Seconded by Rester. Notion carried ; -. ously.
2. Port Ludlow Division No. 4: Dave twnningham presented the Plat
Report and the Soils Report of the. subject Plat. After a thourough
discussion of topography, soils stability, etc., Fred Lester moved
that the Planning Commission recommend that the preliminary Plat be
approved subject to the conditions of the Plat Report. Houghton
seeonded. Motion carried unanimously..
3. .Fort Ludlow (half Course No. 1: Dave -Cunningham presented the project
:proposal. The major topic of discussion was that of the need of an
Environmental Xmpact Statement for a development of this size.
The. Golf Course plat No. 1 is the 1st part of the total, develop-
ment of nCommunity B", which will have 11-020 units in all.
Karl Randolph moved that the Planning Commission recommend
to the County Commissioners that an -Environmental impact State-
ment be prepared for the single-family and multi -family area of
Community B. Seconded by Houghton. Motion carried unanimously,
4. Tula Point Division 1: Dave Cunningham presented the proposed
project, explaining its part in the overall Master Development
Plan for Kala Point. Bill' Henry, Consultant for Kal.a Point noted
that the Environmental ,Assessment was prepared in such detail
and quality that -it would be equal to an environmental impact
statement.
Ensuing discussion revolved around specific questions regard-
ing the contents of the Environmental Assessment as it was reviewed
by the Commission. It was found that further clarification is
nedded-in certain portions of the Assessment. Karl Randolph moveel
that tie Planning Commission recommend to the County Commissioners
that ah Environmental Impact Statement be prepared. Seconded by
WainwrUht.• Motion carried unanimously.
5. Port Ludlow iamiralty II Condominiums and Port -Ludlow Division No.
4: Karl. Randolph moved that the Planning Commission make a find-
ing that the Environmental Assessments for the projects are found
adequate and in no need for further clarification of content, and
on this basis, a recommendation be made to the County Commissioners
that a Negative Declaration of Impact be made. Seconded by Wain-
wright. Notion carried unanimously.
B. Final Plats
b. Kivleys Plat: Karl Randolph moved that the Commission find that the
Preliminary plat has .met all conditions of preliminary approval
excdpt 10 foot easement requirement along Road 44, and that it be
given final approval subject to meeting this condition. Seconded by
Lester. Motion carried unanimously. r
