Minutes of October 16, 1974
I 7:50 p.m:. Chairman Norris Short called the meeting to order.
Members present: Finis Stevens, Eva Taylor, Fred "Red" Houghton, Ed Wain-
wright, Harry Pollard, Fred Lester, Karl Randolph
Planning department Staff: David Cunningham and Tom Aumock

- Draft proposed State Land -use legislation to be presented to the legisla-
ture
- "Mortgage Barometer" report from Pioneer Nation Title Insurance Company
- "Selected Planning Related Pdrmit Fees in Cities and Totem" report by the
Municipal Research and Services Center of Washington
III Meetings
®- State Parks and Recreation Commission's monthly meeting will be held Mon-
day., October 21, 1974 in the Theatre at Fort Warden State Park in Port
Townsend, beginning at 9:00 a.m.
- O.C.D. Building Code Symposium will be held Tuesday, October 22, 1974, at
Fort Worden State Park, beginning at 9:00 amn.
IV Old Business
A. Status of Unified Building Code: Planning Director David Cunningham
noted that there have been no new developments.
V New Business
A. Proposed "Hermitage" Campground Project on Toandas Peninsula: Plan-
ning Director David Cunningham noted that formal application has been made by
the Evergreen. Eavi.ronmental Development Corporation. The project application
folder and related drawings are on record with the County Planning Department.
Motion, that the Planning Commission recommend to the County Commi,.ssionera
that an Environmental Impact Statement be prepared for this project.- Seconded.
Motion carried unanimously. Fled Boughton ab;taiAed from the voting.

B. Road Vacation Proposal by the Cotton Corporation: Motion, that
the Planning Commission recommend to the County- s that -the -----
proposal be disapproved on the basis that it does not comply with the
Comprehensive Plan, in that a county right -of -array currently used for
bicycles, vehicles, and horses, as well as people, would be vacated with-
out compensatory provisions. Motion seconded. Motion carried unanimous.
C. Final Plat proposal of Pleasant Tides Division II: motion, by
Karl Randolph, that the Planning.Commi.ssion authorize the Chairman's
signature of approval on the final plat once the conditions of prelimin-
ary approval have been met. Seconded. Motion carried unanimously.
D. Land -Use Code and Zoning: David Cunningham presented pros and
cons of traditional zoning ordinances, then posited advantages of a land-
use code type of ordinance. Such a code, as Mr. Cunningham reported,
does not require a laud segregation map. Members agreed that this type
of code is the -direction the Planning Commission intends to go.
