Dailding, Code Workshop Review: Morris recapped important topics of the workshop: 1• exempting certain classes of buildings.the co=ty can exempt; 2- the building inspector providing a service to the people. Buildinxg code: David t*a.ragham presented a handout of Pertinent issues i-elated to .the Pl.annidg Cession's formulation of retamenda-- tions tci the County Commissioners. a TTenatati.ve, conclusions regarding Building, Fare, Plumbing, and Mechav-;A-1 Codes: 1• That toe philosophy bdhi:nd creating a Building Department is not soh4y cqe enforcement, but also to provide a technical consulting service fbr those County residents building their own structures. 2 • That Occupancy Group K should be added for Mobile homes, and that requirements should relate to (a) compliance with State Mebi� Home 512•uctural Specifications and (b) adequate anchoring tie-dc s for stAility. 3. That Group J which includes shed, carports, garages and certain types of agricultural buildings should be investigated further and there— after possibly, excluded from code requirements; 4. That Occupancy Groups A through I be subject to the codes, regard— less of Building Type; 5. Regarding the fee schedule, a motion was made by Chet Dalgleish to keep the fee schedule as it is in the Cale. Seconded. Motion carried by a vote of 5 ftks., 1 nay, (Finis Stevens requested that he be noted as the dissenting vote). With regard to administration, tentative agreements among members were reached including the follovring: 1. Generally speaking the Building Department .should be at least 80% self—supporting through fees. 2. The fee schedule outlined in the Uniform Building Caine should. be adopted. 3. The Building -Official should act as the administrator for all codes that m#st be adopted. 4. The administration system (including application forms and permits) - should, to the extent possible, include other land development permits such as septic tank permits and road access permits. 5. The Appeals Board provided for in the U.B.C. should not necessarily be a standing committee, but could be assembled as administrative appeals cases arise. b. Karl Undolph was appointed to write a draft job description.
