Minutes of November 6, .1974
I. 7:50 Chairman Dorris Short called the meeting to order.
Members present: Finis Stevens, Fred "Red" Houghton, Ed Wainwright,
Chet Dalgleish, Harry Pollard

Guests: Roger French, Randy Tyler; representing the City, Kette Brueck-
; reporter of the Port Townsend Leader

II. Old Business
A. Adoption of Uniform Building, Plumbing, Fire, and Mechanical Codes:
Cunningham had prepared a 2 page outline of reco mmeadations, which --
was reviewed by the members of the Plating Commission, Roger French,
and Randy Tyler, resulting in the following recommendations of additions,
deletions. and corrections:
1. Roger French wade ,a rccoaccording 'to
the earthquake code in the U.B.C. Recommendation denied. Vithdnmn-.
2. U.B.C. Chapter 504,Section A, Paragraph 2: For the purpose of
this section, change "the center line of street" to "right-ef-
way line". Recemendation accepted.- - tom s.
3. The Planning Commission members and city represesetatives appro-
ved the following:
a. That the 4th item on page Zat the:to"IW-"as
a guide, the budget should not exceed the anticipated
revenue by 20%11.
b. The possibility to enter into contract with another County
to cover the West End.
c. 5th item. of page 2; "Group J occupancies which are-aaot exclu-
ded from the codes" was deleted.
d. 6th item of page 2; "in lieu of drafted pland1was defttod
and replaced with land accompanied by; X1) a plot plan, drawn
to scale, showing the location of proposed structures by
dimensions from property lines to the walls of the structures,
(2) a foundatiot plan, drawn to scale, showing spacing and
size of supporting_ walls and piers ®r Pests "`. _
4. Notion by Ed Wainwright, that the Planning Commission approved
The draft of the recommendations, corrections, additions, and
deletions noted with the concurrance of Roger French, City
Engineer, and Randall Tyler, City Planner. Seconded, passed
unanimously.
III. Meeting adjourned: 10 p.m.
IF. Next Mooting: Wednesday, November 13, at 7:30 p.m. Purpose is to meet
with School Bdards and Superintendents,,while the attendance is optional.

Gentlemen:
With respect :to the above -referenced subject Matter, t ie Ieffersan
County Planning Commission and Planning Department recommend the follow-
ing:
I. CODE CONTENT ARID L < < TATION:
The Jefferson County Building, Plumbing and Xechanical Codes should
apply to all structures in Occupancy Groups A through I inclusive.
,r The Building, Plumbing, and Mechanical. Codes should apply to Group
J, Division 1 Occupancies except sheds, carports, and agricultural
buildings less that. 1000 square Feet in area. The same codes should
_apply to.Group J, Division 2 Occupancies (fences over 6 feet high,
tanks, and towers). The same codes should not apply to Group J,
Division 3 Occupancpes (agricultural buildings over 1000 square.feet
in area).
- The Uniform Building, Plumbing, and Mechanical Codes should apply to
Group A through I OFcupancies and those portions of Group J Occupan-
cies noted above, regardless of Building Type.
-•A group K Occupancy should be established for mobile and modular
.homes constructed in compliance with applicable state structural
codes (R.C.W. 43.22.340 through R.C.W. 43.22.485)•.
the basic requirements for Group K Occupancies should be:
A. Compliance with state codes for such structures, and
B. Attachment to fixed foundation or adequate tie -downs appro-
ved by the Building Official.
A GroupoZ Occupancy should be established for docks, piers, wharves,
bulkheads and similar shoreline -oriented structures. `The Shoreline
Management Advisory Committee should be consulted -with respect to
recommendations for basic requirements.
The Uniform Fire Code should apply to all structures in 4efferson
County.
-The entire unincorporated area of Jefferson County should be desig-
nated a Fire Zone 3 so as to provide the least amount of restriction.

An analysis of ev_ ery building permit issued by Jefferson County
and the City, of Port Townsend in 1974 reveals that if the two juris-
dictions had used the minimun fee schedule in the U.B.C.a and had
charged a flat rate of $20 per mobile hone-settang, the gross annual.
income from permit fees would have been..-$2..
't Because the concept of a financially self-sufficient Building
Department is desirable, basedd*on the foregoing analysis the fee
schedule for the Jefferson County Building Code should be that out-
lined in the U.B.C. pil us a flat -fee of $20 for each mobile home to be
newly sited.
