HomeMy WebLinkAbout12-04-1974Jefferson County Planning Commission COURTHOUSE PORT TOWNSEND, WASHINGTON 913388 Minutes of December 44 1974 1. 7:40 p.m. Chairman Norris Short called the meeting to order Members present: Finis Stevens, Chet Dalgleish, Ed Wainwright, Eva Taylor, Fred Houghton Planning Staff: David Cunningham, Tom Aumock Guests: Bob Minty, Dick Borden, Mr. & Mrs. Ed Croon, Bill Hendrichs, Dick Sturer Movie: Bob Minty presented a movie show regarding fire safety provisions for residences in forest areas. Minutes: November 6, 1974 were approved as mailed Minutes: November 13, 1974 were approved subject to the following: - an addition to last paragraph, 1st page: School District repre- sentatives were especially interested in such specific coopera- tive measures as a County wide vocational technical school. - a correction to 1st paragraph, 2nd page: change "capitol assets" to "capitol expenditure projects" Minutes: November 20, 1974 were approved subject to the following: - an addition to 3rd paragraph, 3rd page: The Planning Department agreed to suggest to the Board of County Commissioners that upon adoption of the new County Building Code, copies of Building Permits should be'periodically forwarded to the appropriate dis- trict. 11. Correspondence - Symposium: "Geology and Land Use" - Spokane, December 6 and 7. - Resources for the Future Announcements: publications - Real Estate Division, Business and Professions Administration: Jeffer- son County registrants for Land Development Act. - Clallam County Planning Do mti.ssion Agenda. - Jefferson County revised 6-year Road Program Schedule - Presentation: "Impacts of Oil Development: at Issue in Puget Sound", Seattle, December 12th - Letter from Jefferson County Deputy Prosecutor regarding Planning Commis- sion members personal liability. -- - -.Zoning Bulletin Special Release - "The Public Hearing" Motion: To forward a letter to the County Commissioners reminding them that a 6-year road program must be reviewo by the Planning Commission in, compliance with R.C.W. 36.702 Section 520. Motion seconded and carried unanimously. t III. Old Business A. Kala Point Environmental impact Statement: Planning Director David Cunning- ham reviewed letters of response to the E.T.S. from six state agencies. Discus- sion of manor 'topics during. the readings wqs minimal. Mr. Cunningham posited the question of the costs of community services: I. Roads: Prospect Avenue would need to be surfaced. 2. Schools: RFA Consultants presented a fact sheet regarding projected student loads and facilities costs at various levels of project development. B. Building inspector: Norris Short posited the following questions as possible inclusions into the submitted letter of recomnendgtions to the Board of Commis sioners: 1. Is thb inspector to inspect quality above and beyond the code? The ensuing discussion resulted in the answer of "no". 2. Hhould the Building inspector not be hared, and that the application of the UBC be for commercial buildings, schools, etc. Consultants would be hired to inspect. No specific comments were registered. 3. Chairman Short asked members about their feelings regarding exempting single family residences from the UBC. The consensus of opinion was that the prosecutor be approached regarding the legality of such an action in the Building Code Act. C. Subdivision Regulations: David Cunningham submitted a draft of Section 6.704, "Parks, School Sites, Community Sites and Facilities". The section was presented to the planning commission for review and subsequent inclusion into the Subdivision Regulations. IV. 'New Business A. Comprehensive Plan Public Imjwtc. Planning Director David Cunningham noted that the county has an opportunity to take part with the city an a community survey. The survey would be published in the "Leader" and that the fee for publishing could be up to $200. This request is for up to $100 in appropriation to cover costs. Motion: that the request: of the Planning Director be approved. Seconded. Motion carried unanimously. B. Base Pups: Mr. Cunningham noted the costs for reproduction of prints for base maps is $80 - $, requesting the commission provide the appropriations to the planning director. Motion: that the request of the planning director be approved. Seconded. Carried.unanimously. V. Next Meeting: December 18, 1974, .in the Jury Room, County Courthouse, 7:30 p.m. VI.
