STA1'EAIEiST OF ISSUE: Storm damage to several counri roads and culverts required emergency action
to protect public safety.

the emergency powers necessan to expedite wa~k on the damaged road, and to restore interim access tv the
cvunt}° residents. 6nmediate repairs arc under wav. This dedarativn provides Public Works with the
Ilcsibility to act rapidly by lacilitating the permit and contracting process.

I. The County Department of F.tnergency \4anagcment is du-cctcd to implement
the Emergency \Qanagement Plan as necessary for this emergency in support of the
activities of the County Ucpartmcnt of Public Works.
'_. The County Department of Public \\'orics is authorized to enter into contracts
and incur obligations necessary to combat this emergency to protect the health and salety
of persons and property in li~,ht of the exigencies of an emergency situation without
re,ard to time consumin procedures and formalities prescribed by law. with the
exception of mandatory constitutional requirements.
