FR_1 ~ WHEREAS, that due to heavy rains beginning November 16, 2012 in Jefferson County resulted in damage to roads and culverts, soil saturation from the continuous rainfall, soil erosion and unstable slopes. WHEREAS, these ongoing weather events may endanger, and have endangered, lives and property and caused damage to public roads, and WHEREAS, immediate preventative action and repair may be necessary to prevent further damage to public property, and WHEREAS, persons and property are, or may be, threatened or damaged unless emergency efforts aze taken to reduce the threat to life and property, and WHEREAS, activation of the Emergency Management responsibilities of Jefferson County according to Chapter 38.52 RCW are necessary for coordination of response and recovery: NOW, THEREFORE, BE IT RESOLVED, that the Board of Jefferson County Commissioners hereby declare that a state of emergency exists. 1. The County Department of Emergency Management is directed to implement the Emergency Management Plan as necessary for this emergency in support of the activities of the County Department of Public Works. 2. The County Department of Public Works is authorized to enter into contracts and incur obligations necessary to combat this emergency to protect the health and safety of persons and property in light of the exigencies of an emergency situation without regard to time consuming procedures and formalities prescribed by law, with the exce~#ion of mandatory constitutional requirements. ='':v' Y CpM ~. Site 1: Thousand Trails Road (culvert failure slope washout) Site 2: Dosewallips Road (slide @ MP 4) Site 3: Camber Lane (plugged culvert) Miscellaneous other sites (cleanup) ANALYSIS/STRATEGIC GOALS: A Declaration of Emergency pursuant to RCW 38.52.180 activates the emergency powers necessary to expedite work on the damaged road, and to restore interim access to the county residents. Immediate repairs are under way. This declaration provides Public Works with the flexibility to act rapidly by facilitating the permit and contracting process. FISCAL IMPACT/COST BENEFIT ANALYSIS: County Public Works estimate for repairs - (+/-) $65,000 - $75,000. Additional damage possible if the current storm series continues.
