Subject: Resolution placing Jacobsen Drive, Graceland Way, Goldenview
Drive, Kingfisher Place, and Sweet Home Road on the County Road
Log
Statement of Issue:
Public Works requests that the Board review the Resolution accepting Jacobsen Drive,
Graceland Way, Goldenview Drive, Kingfisher Place, and Sweet Home Road as County
Roads and placing them on the County Road Log.
Analysis/Strategic Goals/Pro's 8 Con's:
The Board approved an application in September, 2005 to construct Jacobsen Drive,
Graceland Way, Goldenview Drive, Kingfisher Place, and Sweet Home Road on public
rights-of-way in the Plat of Irondale Acre Tracts. The rights-of-way are 60 feet wide.
They provide access to 44 parcels. A map of the project area is attached.
In order to access the public road system, Jacobsen Drive was extended approximately
450 feet easterly from the Plat boundary to Oak Bay Road. The proponent conveyed a 60
feet wide easement to Jefferson County for this right-of-way.
The roads and drainage facilities were constructed to the County's adopted standards
in 2005 and 2006. Public Works reviewed the road and drainage plans and inspected
construction. The project engineer certified that construction conformed to the
project plans and submitted mylar record drawings.
Sweet Home Road was chip sealed by Public Works at the proponent's expense in 2007
and 2009. The other roads were paved with hot mix asphalt at the proponent's
expense in 2007.

There are two stormwater management ponds that detain runoff from Jacobsen Drive.
These facilities will be maintained by Public Works. The proponent conveyed an
easement for Public Works to maintain the ponds.
The proponent has furnished a maintenance bond in the amount of $39,000 to cover
road and drainage system defects for one year after the roads are accepted.
Fiscal Impact/Cost Benefit Analysis:
By accepting these roads into the County road system, the County wilt be responsible
for maintenance and operation of the roads/ditches/drainage systems within the right
of way and easements. Typically, activities associated with maintenance/operations
include pavement preservation, ditching, brush cutting/mowing, sign
replacement/upkeep, snowplowing, pavement marking, storm cleanup, and overhead
costs. Currently, these costs run approximately $11,000 per mile of county road and
have increased by about 5% per year in recent years. Currently, paved roads are chip
sealed on a 15 to 20 year cycle depending on condition. This would be the single
largest future cost associated with these new roads. There is no significant revenue
source associated with this action.
Recommendation:
Public Works recommends that the Board adopt the Resolution accepting the roads
and placing them on the County Road Log.

WHEREAS the rights-of way for the roads listed below were dedicated to Jefferson County in the Plat of
Irondale Acre Tracts;
WHEREAS on September 12, 2005 the Board of County Commissioners authorized roads and drainage
facilities to be constructed to Jefferson County's adopted standards on the listed rights-of way and agreed to
accept the roads as County Roads;
WHEREAS the roads and drainage facilities have been constructed to Jefferson County's adopted
standards;
WHEREAS the roads will be maintained at public expense; and
WHEREAS the Official County Road Log is filed in the County Engineer's Office;
NUW THEREFORE BE IT RESOLVED that the County Engineer is hereby directed to make the
following additions to the official County Road Log:
