The meeting was recessed at 9:41 a.m. and reconvened a[ 10:(12 a.m with al] three

a letter to .Assessor .Tack N~ cstennan III proposed as follows:
• One percent increase for the Jefferson County General fund Levy for 2013 'Faxes
• One percent increase for the .ICiferson County Road Lev} for ZU13 'faxes
• A diversion of Road Levy fix Traffic Late Enforcement litr the 2013 General
Fund fiudget
• One percent increase fur the Jefferson County Conservation Futures fax Levy for
2013 Caxcs
• 2013 kcal and Personal Propcm Leto !lmounts
Assessor \k'esterman reviewed the history of tax levies and inilaiion rates for the Slate of w'ashington
which resulted in the creation of decelopine a letter explaining the tax lety atnown and the adoption of
Icv~ rates by resohttions amorally. The amounts that are adopted in the resolutions are in addition to new
construction and improvements to property. refunds and am' increase in the value ofstate-assessed
propeny.
Chairman Austin opened the hearine for public testimony.
Linda tlerzoe: Suggested publishing an explanation on the Cotmty's website of the calculation oFreal
and personal property taxes, including that the one percent tax base is applied to last years revenues and
not on a personal tax bill and that nett eonsn~uction money is in addition u> the levies. it is very
confusing. Ranked capacity is somethins that was allowed in the past. is banked capacity something
that is also included in the calculation and has the County always had a one percent increase?

.Assessor \\'estcrman stated banked capacity is a pi~ssibilit~. Chc 1cv} is set by the lesser of the
maximum allowable levy plus near construction or the budget request or the statutory levy rate.
Conunissioner Johnson moved to approve RESOLUTION NO. ba12 re: an increase in the .1e17erson
Counrv General Fund 1.ecv for 301 ~ taxes. Commissioner Sullivan seconded the motion which carried
by a unanimous vote.
Commissioner Sullivan Homed to approve; RESOLUTION NO. 656512 rc: an incrcasc for the Jefferson
County Road Levv for 2013 taxes. Commissioner Johnson seconded the motion which carried by a
tmanimous cote.
Commissioner Johnson moved to approve RESOLUTION N0.66_12 rc: a diversion of Road Levy for
Traffic Lavv Enforcement lix the 201_ General fund Budget. Commissioner Sullivan seconded the
motion which carried by a unanimous vote.
Commissioner Sullivan moved to approcc RESOLUTION NO. 6712 rc: an incrcasc ter the Jefferson
County Conservation Futures Tax Lcvc for 3013 taxes. Commissioner .Iohnson seconded the motion
which carried by a unanimous vote.
C'onunissioner Sullivan moved to approve a letter to Assessor Jack Westerman IIl rcearding the 201
Real and Perscmal Property Lcvy :\mounts. Commissioner Johnson seconded the motion wftich carried

Regional Services Agree»tenl for Technologr• Support Services: Information Services
~~tanager David Shamblcy presented a regional services agrccntcnt for technology support with Jcltcrsou
County Public Ltilit~ District (PLDI Vo. 1. ~9r. Shambles stated YI:U Kcsource ~1anager Bill Graham
asked h1r. Shamblcy to assist the PCU with creating job descriptions which resulted in the development
of the regional services agreement for technolo~~y suppon. PC. U Manager .tames Parker stated the Pli U
is preparing for the power to be switched aver from Puget Sound Energy (PSE) to the PUU and there is
an average of ten Tnti>mtation Technology (I"F) staff tier a power company. The PItD has one 1T' staff
member. Mr. Graham. and 1'F tasks are only a small ponion of the responsibility of his positicnt. The
Pl_rD is in need of technology support. County' i\dministrator Morley stated this agreement will allow
the P}--: D to have access to the infrastructure that County staff have already built (i.e. backin~~ up e-
mails). It will also allow the County to hire an additional full time ern}?Joyce :irr the iS department.
Commissioner.tohnson moved to approve the regional services agreement with Public utility District
No. 1 for technology support services. Commissioner Sullivan seconded the motion which carried by a
unanimous vote.
