ANALYSIS/STRATEGIC GOALS/PRO'S and CON'S:
On November 19, 2012, Jefferson County entered an agreement (#12-1735) with the
Washington State Department of Fish and Wildlife (DFW) to provide pass-through funds to
support approved projects of the North Pacific Coast Marine Resources Committee (NPC MRC),
such as "Tracking Trash" with the Western Washington University Resilience Institute.
The current members of the NPC MRC and Jefferson County, as fiscal agent, have approved a
grant application by the Resilience Institute (Institute) at Western Washington University to
fund a research project developed in response to the 2011 Japan Tsunami and associated
marine debris entitled "Tracking Trash."
The Institute will compile and analyze existing debris data to establish a baseline, identify
spatial patters of debris accumulation, and inform the identification of monitoring sites or
priority beaches for cleanup. In partnership with the NOAA Marine Debris Program, WA
Department of Ecology and others, the Institute will produce a spatial analysis of debris

patterns on the North Olympic Peninsula and ensure that the results can be widely incorporated
into state- and federal- level management and response efforts. Project staff will also engage in
outreach and results dissemination as a normal part of their activities at Western Washington
University and Sea Grant.
The project addresses the MRC program benchmarks: Marine Habitats, Marine and Fresh Water
Quality, Sound Science, Education and Outreach and Coastal Communities.
FISCAL IMPACT/COST BENEFIT ANALYSIS:
The costs to complete this project are fully funded through DFW #12-1735, No match is
required.

RESEARCH AGR~~NiENT
This contract is entered into between Jefferson County., a pal`€tieal subdivision of the State of Washington having lts
place of business located in Part Townsend, Washington, hereinafter referred to as the Sponsor, and Western
Washington l1'niversity, 5"16 High Street, Bellingham,. WA 98225, hereinafter referred to as the University.
Whereas the Sponsor desires research services in accordance with the scope of work outlined within tfsis
agreement, hereinafter referred to as Attachment A and made part of this agreement.
Whereas the performance of such research is consistent, compatible and beneficial to the research rate and mission
of the University and, in consideration of the mutuai premises and covenants contained herefi, the parties hereto
agree as follows:
Article I ~ Scope of Work
Urrtversity agrees to perform for the Sponsor the research activities on a '"hest Efforts" basis as described
in Attachment A berate, under the d~irectian and supervision of Rebekah Green, principal investigator.
Article IN -Contract Period
This contract is effective on July 1, 2t19 Z and shaVl be completed an June 34, 2D13, unless subsequent
time extension, supplement, addition, continuation ar renewal is mutually agreed upon in writing between
the parties. Prpject schedule will be as fellows:
Article Ill -Compensation
Sponsor shall pay as full compensation to the University for services performed under this agreement the
amount of $+5,723 as described in Attachment B. Sponsor is not obligated to pay University in excess of
this amount nor is University obligated to continue the conduct of the Project and incur charges ire excess
of this amount unless S~+onsar agrees in writing to increase the amount. The payment schedule is as
follows:
1. Upon exe~.ution of agreer~rent ($ 25°/4 of tafal)
2. {3 rr~onths later} {$ 25% of total)
3. (3 months Eater) ~$ 25°/~ of total)
4. Submission of final report ($ 25°!o of total)
The University reser^wc:s the right to change budget categories according to the deterra~ination of the Project
®irector in fulfil'iing his responsibility to provide the most effective and efficient way to implement the
program.
Article IV -Reporting Requirem~ants
University will provide a final report at the completion of each year of the contract period.
Article V -Publication
The University reserves the right. to publish the results of the research performed under this agreement.
Article Vl -Equipment
Special equipment pucuhased under the terms of this agreement becomes the property of the tJnlversity
unless otherwise spec~;ied herein.
Article VII -Compliance with Laws
lJniversity agrees that it will comply with all applicable fed4ral, state and local laws„ codes, regulations, rules
and orders.
