Ghaimian John Austin called the meeting to order at the appointed time in the presence of
Commissioner David Sullivan and Commissioner Phil Johnson.

meeting that was held at the Cotton Buildin, to the special meeting minutes of October 8.2012.
Commissioner Johnson moved w approve the special meetins minutes of October 8, 2012 as corrected.
Commissioner Sullivan seconded the motion ~ihich careicd by a unanimous vote.

Chairman Austin noted a correction to the minutes of October 22. 2012. page 4, second line, which
states "...Pcbruan• G. '_012" and shall state "...February 6. 2015". Commissioner Johnson moved to
approve the minutes of October 32, 2012 as corrected. Gammissioner Sullivan seconded the motion
which carried by a unanimous vote.
Commissioner Sullivan moved to approve the meeting minutes ol'October 1 ~. 20:2 and November 5,
3013 as presented. Commissioner Johnson seconded the motion which carried by a unanimous vote.

updates on tho following items:
Chairman Austin will ccrtih the 2012 General Election and (lttilccne election recall and will attend a
webinar regarding the new marijuana lacy this week.
Commissioner Sullivan will he attending legislative meetings regarding State transportation issues. and
participate in the joint Regional Transportation Planning Organization and Metropolitan Transportation
Planning Oroanization conference call and Ol}'rnpic Conununit} Action interviews this week.
Commissioner Johnson will be attending a joint City of Port Towatsend and Jefferson County ntceting
re~_azdine Yarks and Recreation this week.
The meeting was recessed at 9:51 a.m. and rcconvern:d at 9:41 a.m. with all three
Commissioners present.

the ~4cntal Health'Substartcc rlbusc Sales l ax :\dvisorv Board. The 2012 budget has had reductions of
hinds due to a decrease in sales tat revenue and the cazn over of fund balance has decreased and is
beine decreased for 2013 by 18°%. "fhe committee does not recommend any new allocations fbr 2013.

p.m. ~e~ith the Counp~ Administrator and the Clerk of the Board regarding a Tabor Managenrent Matter
under exemption KC'~'~~ 42.±0.140(4) as outlined in the Open Public A~teetings Act. The actual period of
time the Board met in Executive Session on this topic was from 425 p.m. to 4:3G p.tn.:1t the
conchtsion of the Executive Session the Board resumed the regular meeting and no action was taken.
